For the purpose of ensuring the state control of drug trafficking and psychotropic substances according to the Federal Law "About Drugs and Psychotropic Substances", and also accomplishment of the international obligations following from conventions of the United Nations which participant is the Russian Federation the Government of the Russian Federation decides:

1. Approve enclosed:

Rules of submission of activities reports by legal entities, connected with drug trafficking and psychotropic substances, and also about cultivation of the plants containing drugs or psychotropic substances or their precursors;

Rules of maintaining and storage of special magazines of registration of the transactions connected with drug trafficking and psychotropic substances.

Rules of submission of activities reports by legal entities, connected with drug trafficking and psychotropic substances, and also about cultivation of the plants containing drugs or psychotropic substances or their precursors

1. These rules establish procedure for representation:

activities reports, the connected with drug trafficking and psychotropic substances included in the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the order of the Government of the Russian Federation of June 30, 1998 (further respectively - drugs and psychotropic substances, the list), and data on their inventories as of December 31 of accounting year;

activities reports, connected with turnover of the substances which are under the international control according to the Convention on the psychotropic substances of 1971 (further - the substances which are under the international control) which are not included in the list and data on their inventories as of December 31 of accounting year;

reports on location and the land area used for cultivation of the plants containing drugs or psychotropic substances or their precursors (further - the narcocontaining plants), for use in the scientific, educational purposes and in expert activities, for production used in the medical purposes and (or) in veterinary science of drugs and psychotropic substances, in the industrial purposes which are not connected with production or production of drugs and psychotropic substances;

data on annual need of the Russian Federation for drugs and psychotropic substances, and also the substances which are under the international control, are not included in the list.

2. Legal entities - owners of licenses for implementation of the types of activity connected with drug trafficking and psychotropic substances shall report on amount of the drug everyone made, made, imported (exported), released and realized and psychotropic substance, and also on their inventories as of December 31 of accounting year.

The quantity and inventories of drugs and psychotropic substances in reports are specified in terms of the operating drugs and psychotropic substance.

2(1). 3. The legal entities performing in accordance with the established procedure production, leave and realization of drugs and psychotropic substances represent to the Ministry of Industry and Trade of the Russian Federation in form according to appendix No. 1:

quarterly statements on amount of the made drugs and psychotropic substances - no later than May 15, on August 15, on November 15, on February 15 years;

the annual statement about amount of the made, allotted and realized drugs and psychotropic substances, data on their inventories as of December 31 of accounting year and about the plan of their production for the year following after the current year - annually, no later than February 15 (under current it is necessary to understand year in which the reporting is submitted).

Copies of reports go to the specified terms in the Ministry of Internal Affairs of the Russian Federation.

3(1). The legal entities performing in accordance with the established procedure production of the substances which are under the international control, are not included in the list represent annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in form according to appendix No. 1(1):

the annual statement about amount of the made substances which are under the international control not included in the list;

data on inventories of the substances which are under the international control, are not included in the list as of December 31 of accounting year and the plan of their production for the year following after the current year.

3(2). The legal entities performing in accordance with the established procedure production of drugs and psychotropic substances from such narcocontaining plant as opium poppy for use in the medical purposes and (or) in veterinary science, represent annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation the annual statement in form according to appendix No. 1(2).

The copy of the report goes to the specified time in the Ministry of Internal Affairs of the Russian Federation.

4. The legal entities performing in accordance with the established procedure production, leave and realization of drugs and psychotropic substances, except for the pharmaceutical organizations, the medical organizations having the pharmaceutical organizations of the medical organizations located in rural settlements and areas, remote from settlements, in which there are no pharmaceutical organizations and the medical organizations having the separate divisions located in rural and remote settlements in which there are no pharmaceutical organizations represent to the Ministry of Industry and Trade of the Russian Federation in form according to appendix No. 2:

quarterly statements on amount of the made drugs and psychotropic substances - no later than May 15, on August 15, on November 15, on February 15 years;

The legal entities performing in accordance with the established procedure production of the medicines which are not included in the list, containing small amount of drugs and psychotropic substances represent annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in form according to appendix No. 3:

the annual statement about amount of the drugs and psychotropic substances used for production of the medicines which are not included in the list, containing small amount of drugs and psychotropic substances;

data on inventories of drugs and psychotropic substances as of December 31 of accounting year and about the planned amount of their use for production of the medicines which are not included in the list, containing small amount of drugs and psychotropic substances for the year following after the current year.

5(1). The legal entities performing in accordance with the established procedure production of the medicines containing the substances which are under the international control, are not included in the list represent annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in form according to appendix No. 3(1):

the annual statement about amount of the substances which are under the international control, are not included in the list, used for production of medicines;

data on inventories of the substances which are under the international control, are not included in the list as of December 31 of accounting year and the planned amount of their use for production of medicines for the year following after the current year.

6. The legal entities enabling in accordance with the established procedure leave and the realization of drugs and psychotropic substances through the organizations of wholesale trade represent annually, no later than February 15, to Federal agency on the industry in form according to appendix No. 4:

the annual statement about amount of the allotted and realized drugs and psychotropic substances;

data on inventories of drugs and psychotropic substances as of December 31 of accounting year and about the planned amount of their leave and realization for the year following after the current year.

Copies of reports go to the specified terms in the relevant territorial authorities of the Ministry of Internal Affairs of the Russian Federation.

7. The legal entities performing in accordance with the established procedure import to customs area (export from customs area) the Russian Federation of drugs and psychotropic substances, represent to the Ministry of Industry and Trade of the Russian Federation quarterly statements on amount of the imported (exported) drugs and psychotropic substances no later than the 10th following the accounting period in form according to appendix No. 5.
