About approval of the Technique of classification of inventories of fields and forecast resources, instructions for stock counting of the minerals including relating to nonconventional hydrocarbons

According to subitem 16-1) of article 64 of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" I ORDER:

1. Approve:

1) the Technique of classification of inventories of fields and forecast resources, according to appendix 1 to this order;

2) the Instruction for stock counting of solid minerals, according to appendix 2 to this order;

3) the Instruction for calculation of operational inventories of underground waters, according to appendix 3 to this order;

4) the Instruction for stock counting of the hydrocarbons including relating to nonconventional hydrocarbons according to appendix 4 to this order.

2. Declare invalid:

1) the Order of the acting minister of power and mineral resources of the Republic of Kazakhstan of October 27, 2005 No. 283 "About approval of the Instruction for classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas" (it is registered in the Register of state registration of regulatory legal acts at No. 3945);

2) the Order of the acting minister of power and mineral resources of the Republic of Kazakhstan of October 30, 2009 No. 299 "About entering of amendments into the order of the acting minister of power and mineral resources of the Republic of Kazakhstan of October 27, 2005 No. 283 "About approval of the Instruction for classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas" (it is registered in the Register of state registration of regulatory legal acts at No. 5865).

3. To provide to committee of geology of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan;

4. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1

to the Order of the Acting minister of the industry and infrastructure development of the Republic of Kazakhstan of February 2, 2023 No. 71

Technique of classification of inventories of fields and forecast resources

Section 1. General provisions

1. This Technique is developed according to subitem 16-1) of article 64 of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" and establishes the single principles to classification of inventories of fields and forecast resources of minerals, the state accounting by degree of study and development.

2. Classification of inventories of the fields and forecast hydrocarbon resources including relating to nonconventional provides differentiation of inventories and hydrocarbon resources on groups, categories, on size, complexity of structure and extent of development of fields at development of fields of hydrocarbons and passing components.

3. Classification of inventories of fields and forecast resources of underground waters establishes single valuation principles and the state accounting of operational inventories and forecast resources of underground waters on degree of their study and readiness of fields for further studying and use taking into account nature protection and other restrictions according to requirements of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" and the Water Code of the Republic of Kazakhstan (further – the Water code).

4. The basic concepts used in the Technique:

1) Active balance sheet inventories of solid minerals – inventories which production is reasonable in the conditions of the competitive market where the average value of annually extracted raw materials is sufficient to provide necessary return from investments.

2) Balance sheet inventories of solid minerals – inventories of solid minerals, use which it is economically reasonable in case of the existing progressive technology mastered by the industry, technology of production and conversion of raw materials in case of rational and complex use of subsoil and environmental protection.

3) Balance sheet inventories of hydrocarbons – inventories of uglevodor which are already reconnoitered and it is profitable are taken on surface in case of rational use of the modern equipment and technologies.

4) Balance sheet inventories of underground waters – inventories of underground waters feasibility of use which it is established taking into account all geological and economic, technology and sanitary and hygienic factors according to special feasibility statements the possibility of use is confirmed with the republican and territorial authorities agreeing and controlling environmental management issues in the procedure established by the legislation.

5) Geological inventories of hydrocarbons – the inventories and hydrocarbon resources which are in subsoil.

6) Off-balance inventories of solid minerals – inventories of solid minerals which use according to the approved standards, for count date, is economically inexpedient or technically and it is technologically impossible.

7) Off-balance inventories of hydrocarbons – not taken it is profitable from subsoil in case of the modern level of the equipment and technologies. Also inventories which in case of low-quality hydrocarbons, small performance of wells, limitations of inventories or special complexity of operation are not brought into development now belong to off-balance, but are considered as object for industrial development further.

8) Off-balance inventories of underground waters – inventories of underground waters use, which for assessment not acknowledged reasonable for the technical and economic, technological and ecological reasons which are directly not connected with the project of water intake (impossibility of alienation of lands, difficult mining-and-geological conditions, nature protection restrictions, lack of rational technology of preliminary water treatment or extraction of valuable components, change of social and economic environment, need of regulation of superficial drain, etc.).

9) the Deposit of hydrocarbons – the part of subsoil containing the isolated natural accumulation of hydrocarbons in the trap formed by breed collector and tire of impermeable rocks.

10) Inventories of hydrocarbons – the amount of hydrocarbons and the passing components containing in them in the revealed, reconnoitered and developed deposits given to standard (0,1 of MPa and 2 °C) to conditions.

11) the Preserved fields (deposits) of hydrocarbons – fields where prospecting or mining works, and the reconnoitered fields where carrying out development during certain period of time it is economically inexpedient are temporarily stopped.

12) Testing of well – the temporary operation of wells in the research purposes providing complex of the works providing inflow challenge, sampling of reservoir liquid and gas, layer oil and gas content identification, determination of the main hydrodynamic characteristics of layer (reservoir pressure, hydraulic conductivity, the productivity coefficient) confirmed with the Act of testing of well in any form.

13) Coefficients of oil recovery, gas and condensate – the sizes showing what part of inventories or resources is taken from subsoil in case of the optimum mode of development of deposits to limit of economic profitability.;

14) the Field of hydrocarbons – set of deposits of the hydrocarbons dated for one or several traps controlled by single structural element and located on one local square.

15) Inactive balance sheet inventories – inventories which do not provide return from investments, but working off of which is not unprofitable.

16) layer Approbation – the complex of works which is carried out for the purpose of challenge of inflow from layer, sampling of reservoir liquid, assessment of nature of saturation of layer and determination of the approximate output confirmed with the Act of approbation of layer in any form.

17) the Formation tester is set of the tools, devices and devices grouped together for accomplishment of number of functions when testing and carrying out measurements in layer.

18) Prepared for mining (deposit) of hydrocarbons – fields where study provides creation of the project of mining of oil or gas.

19) Forecast resources of underground waters is amount of underground waters of certain quality and target, assignment which is given within the hydrogeological region, river basin and the administrative area and reflecting potential opportunities of their use.

20) Hydrocarbon resources – amount of hydrocarbons and the passing components containing in them for date of assessment of the expected deposits which are not opened with drilling on the established structures or on the squares prepared for drilling in litologo-stratigrafichesky complexes with the proved or expected oil-and-gas content within large geostructural elements.

21) the Developed fields (deposits) of hydrocarbons – fields where hydrocarbon production on the designed system of development is performed.

22) the Reconnoitered fields (deposits) of hydrocarbons – fields where explorative drilling, test operation of the separate prospecting or advancing operational wells for the purpose of preparation of fields for development is carried out. On the reconnoitered field can it is conducted seismic researches and extra exploration works;

23) Operational inventories of underground waters is amount of underground waters which is received on the field (site) by means of geological technically reasonable water intaking constructions in case of the set mode and service conditions, and also the quality of water meeting criteria of target use during the settlement term of water consumption taking into account nature protection restrictions.

Section 2. Solid minerals

Chapter 1. Classification of inventories of fields and forecast resources of solid minerals

5. For the purpose of classification of inventories of fields and forecast resources of solid minerals, the revealed and economically estimated inventories of minerals, quantity and quality of the main and together with them the lying minerals containing in them components, cost efficiency of development which mining, hydrogeological, ecological conditions of production are confirmed with state examination of subsoil according to Item 10 of article 278 of the Code are subject to the state accounting.

6. Inventories are counted and considered separately by each type of solid minerals and the directions of their reasonable commercial use, based on results of estimative, prospecting and operational works. Inventories of minerals in subsoil are counted without introduction of amendments on losses and impoverishment in case of production, enrichment of ores and conversion of concentrates according to economically reasonable parameters of standards. Reliability of the counted inventories of minerals is determined by comparison of the intelligence data and development, by not operated fields with use of control method of calculation.

7. Quality of minerals is studied taking into account need of their complex use, use of progressive technologies of production and conversion. Contents in minerals of passing valuable, toxic and harmful components, forms of stay and feature of distribution in products of enrichment and factory repartition are at the same time determined.

8. On complex fields inventories of the main and together with them the lying passing minerals (minerals, chemical elements and their connections), economically reasonable for extraction are subject to calculation and accounting. For the valuable passing components accumulating in case of enrichment in saleable concentrates or products of metallurgical conversion both gross, and recoverable reserves are counted and considered.

9. Forecast resources of minerals are estimated on ore areas, nodes, fields, in general on pools, also on flanks and the deep horizons of fields, proceeding from favorable geological premises and reasonable analogies to the known fields.

10. The geological economic evaluation of inventories and forecast resources of minerals is performed according to accounting of market economy and environment of mineral raw materials.

11. Inventories of minerals are counted, forecast resources are estimated in units of mass or amount.

12. According to this Technique, depending on degree of complexity of geological structure, study and the economic importance inventories of solid minerals are divided into groups and categories, forecast resources on category on justification degree.

Chapter 2. Categories of inventories and forecast resources of solid minerals

13. Inventories of solid minerals on degree of extent of exploration are subdivided into categories C2, C 1, In and And.

Forecast resources of solid minerals on degree of their geological study are subdivided into categories P 3, P 2, by P1.

14. Inventories of solid minerals on degree of their study are subdivided into two groups:

previously estimated category C2 inventories;

the confirmed (industrial) inventories of categories C1, B, A.

15. Inventories of solid minerals of category C2 correspond to the following conditions:

the sizes, form, internal structure of bodies of mineral and condition of bedding are estimated according to geological, geochemical and geophysical data and confirmed with mineral opening by rare network of prospecting developments;

the contour of inventories of mineral is determined approximately according to estimative and (or) industrial standards based on approbation of prospecting developments and (or) way geological reasonable extrapolation of the parameters used in case of stock counting of high categories;

quality and technological properties of mineral are determined by results of researches of single laboratory tests or estimated by analogy by the studied sites of this field or similar as the field;

hydrogeological, engineering-geological, mining-and-geological, ecological and environment is estimated according to the data which are available on other sites of the field, observations in prospecting developments and by analogy with fields, known in the area;

by results of studying of geological, technological, hydrogeological, engineering-geological and ecological conditions of the field or its site the feasibility statement on estimative standards is developed. In case of the positive conclusion of internal profit margin and approval of parameters of estimative standards stock counting of the field or its site on category C2 is made.

16. Space placement and quantity, ratios of explored reserves of solid minerals of categories C1, B, A are accepted taking into account specific geological features of the field, conditions of construction of the mining company and the accepted level of entrepreneurial risk of capital investments.

17. Inventories of category C1 conform to the following requirements:

the sizes and characteristic shapes of bodies of mineral, the main features of conditions of bedding and internal structure are found out, variability and possible intermittence of bodies of mineral, and for bedded fields and fields of construction, facing stone, and availability of the areas of intensive development of tectonic violations are estimated;

the contour of inventories of mineral is determined according to requirements of industrial standards by results of approbation of prospecting developments, taking into account these geophysical, geochemical surveys and geological reasonable methods of modeling, okonturivaniye of ore bodies and coordination of ore subsections;

by results of complex works on studying of space variability of material structure, textural and structural characteristics, physicomechanical and technological properties of ores, allocation on the studied fields of technological types and grades of ores with determination (forecasting) of indicators of enrichment and researches of standard and high-quality laboratory technological tests natural kinds and industrial (technological) types of mineral are determined, general consistent patterns of space distribution and quantitative ratios of industrial (technological) types and grades of mineral, mineral forms of finding of useful and harmful components are determined; quality of the allocated industrial (technological) types and grades on all indicators provided by standards is technologically studied; recommendations to production schedules are developed;

study hydrogeological, engineering-geological, mining-and-geological, ecological and environment allows to characterize their main indicators according to industrial and (or) extreme estimative parameters of values of the natural indicators applied to okonturivaniye, calculation and assessment of inventories of different minerals;

by results of studying of geological, technological, hydrogeological, mining-and-geological, ecological conditions of the field the feasibility statement on industrial standards is developed. In case of the positive conclusion of internal profit margin stock counting of the field on industrial categories is made.

18. Inventories of solid minerals of category B corresponds to the following conditions:

the sizes, the main features and variability of form, internal structure and conditions of bedding of bodies of mineral, space placement of internal bezrudny and substandard sites are established; in the presence of large explosive violations the provision and amplitudes of shift are established, possible extent of development of low-amplitude explosive violations is characterized;

the contour of inventories of mineral is determined according to industrial standards by prospecting developments with inclusion (in case of the bodies sustained capacities and quality of mineral) limited zone of the extrapolation proved by geological criteria, data of geophysical and geochemical surveys;

by results of researches in less detail - laboratory standard and high-quality tests natural versions are determined, industrial (technological) types of mineral are allocated and whenever possible delineated; mineral forms of finding of useful and harmful components are established, quality of the allocated industrial (technological) types and grades of mineral on all indicators provided by industrial standards is technologically studied; degree of technological study is sufficient for development of production schedules;

study hydrogeological, engineering-geological, mining-and-geological, ecological and environment, allows to characterize qualitatively and quantitatively their main indicators according to industrial standards.

19. Inventories of solid minerals of inventories of category A correspond to the following conditions:

the sizes, form and conditions of bedding of bodies of mineral are established, nature and patterns of change of morphology and internal structure are studied, bezrudny and substandard sites in mineral bodies are allocated and delineated, in the presence of explosive violations the provision and amplitudes of shift are established;

the contour of inventories of mineral is determined without extrapolation according to requirements of industrial standards for network of prospecting and operational developments;

by results of researches of semi-industrial and industrial standard and high-quality tests natural versions are determined, industrial (technological) types and grades of mineral are allocated and delineated, the structure, properties and distribution of valuable and harmful components in mineral forms are established; quality of the allocated industrial (technological) types and grades of mineral on all indicators provided by industrial standards is technologically studied; degree of technological study is sufficient for development of production schedules;

hydrogeological, engineering-geological, mining-and-geological, ecological and environment is studied with the detail providing basic data for creation of the project of mining.

20. For development the feasibility statement on industrial standards on an equal basis with inventories of categories A, B and C1 category C2 inventories are used.

21. Inventories of complex ores and the main components containing in them are counted on the same categories. Inventories of the passing components having industrial value are counted in contours of stock counting of the main components and estimated on categories according to study degree, nature of distribution, forms of stay and technology of extraction.

22. Forecast resources of category P3 – the resources of the expected fields within potentially perspective provinces, zones, ore areas which are based on determination of measures of similarity to reference ore-bearing structures.

Resources of category P3 designate potential possibility of forming of fields of certain type of mineral based on favorable stratigrafichesky, lithologic, tectonic, magmatic and other premises. Quantitative assessment of resources of category P3 is made in presumable parameters on the basis of analogy to the studied reference areas. In case of allocation of perspective forecast objects and investment with their quantitative parameters (size of resources, the expected contents of useful components) as reference points for determination of their potential importance the charts of unsuitable parameters calculated for predicted like fields are used.

23. Forecast resources of category P2 – resources of expected new fields which availability locates on set of indirect geological, geophysical, geochemical data and it is confirmed with opening of mineral in single developments. Resources of category P2 designate possibility of detection in the pool, the area, ore node, ore half of new mineral deposits. Quantitative assessment of resources, idea of the sizes of expected fields, mineral composition and quality of ores are based on comparison to the known analogs of fields of the same genetic type. The geological economic evaluation of forecast resources of category P2 is performed based on comparison of the predicted parameters to the corresponding parameters of industrially significant fields of the same geological and industrial type or in unsuitable parameters.

24. Forecast resources of category P1 – resources of the new objects revealed by results of search works, or resources on flanks (the deep horizons) of the reconnoitered and razveduyemy fields, are proved on complex of data, including opening of ore zones by superficial excavations and the single or passable on rare network wells. The geological economic evaluation of forecast resources of category P1 is made by calculations for the enlarged technical and economic indicators, in case of category C2 stock availability jointly category C2 inventories.

The economic evaluation of forecast resources of category P1 on the operated and razveduyemy fields is performed according to the parameters of standards accepted for object.

Chapter 3. Grouping of fields (sites) of solid minerals on complexity of geological structure for the purposes of investigation

25. Reasonable extent of studying of fields (sites) prepared for industrial development is determined depending on complexity of geological structure and distribution of minerals, and also economic factors depending on them – the costs of means and time required on production of exploration works. Taking into account this field or the sites of large-scale deposits planned to working off by the independent companies for mining are subdivided into three groups.

The first group - fields (sites) of simple geological structure which prevailing part of inventories (more than 70%) contains in mineral bodies with undisturbed or slabonarushenny bedding, the sustained capacities, internal structure and quality of mineral with uniform distribution in them the main valuable components.

Features of geological structure of fields of the first group determine possibility of identification in the course of exploration of reserves of categories A, B, C1 and C2.

The second group - fields (sites) of complex geological structure which prevailing part of inventories (more than 70%) are characterized by changeable capacity and the internal structure of bodies of mineral broken by bedding, unrestrained quality of mineral, uneven distribution of the main valuable components, fields of simple geological structure, but with difficult mining-and-geological conditions of development.

Features of geological structure of fields of this group determine possibility of identification in the course of exploration of reserves of categories B, C1 and C2.

The third group - fields (sites) very much and very complex geological structure which main part of inventories (more than 70%) are characterized by sharp variability of capacity and internal structure, or intensively broken bedding of bodies of mineral or unrestrained quality of mineral and very uneven distribution of the main valuable components. On fields of the third group identification in case of exploration of reserves of categories A and B is inexpedient owing to the high cost of investigation and its low performance. Inventories of fields (sites) of this group razvedutsya generally on categories C1 and C2.

Chapter 4. Grouping of fields of solid minerals on study degree

26. Mineral deposits on degree of study are subdivided on: estimated, reconnoitered and operated.

Fields, quality, technological properties which hydrogeological and mining conditions of development of inventories are studied with the completeness sufficient for the solution of questions of procedure and conditions of involvement of inventories in industrial development, designing of construction or reconstruction based on the mining company belong to reconnoitered.

Chapter 5. Grouping of inventories of solid minerals on their economic value

27. Inventories of solid minerals and useful components containing in them on their economic value are subdivided into two groups which are subject to separate calculation and accounting: balance sheet and off-balance.

Balance sheet inventories are subdivided into two subgroups: active and inactive.

Off-balance inventories are counted and considered according to feasibility statements on standards where the possibility of their preserving in subsoil for the subsequent extraction or feasibility of passing production, warehousing and preserving for future reference is established. In case of calculation of off-balance inventories their division depending on the reasons of reference of inventories to off-balance is made (economic, technological, hydrogeological or mining conditions).

28. The inventories of solid minerals concluded in ore bodies, deposits of minerals, left for prevention of collapse of roof of clearing developments, tselika of large reservoirs and water currents, settlements, capital constructions and agricultural objects, reserves, nature sanctuaries, stories and cultures belong to balance sheet or off-balance based on special technical and economic calculations. In technical and economic calculations costs for transfer of constructions or special methods of working off of inventories are considered.

29. Balance sheet accessory of field reserves is established by the feasibility statement on standards for stock counting of minerals by results of state examination.

30. The inventories which passed state examination and positive are put on the state balance, including: balance sheet inventories on categories A, B, C1, C2, off-balance inventories without separation into categories.

Chapter 6. The formulas used in case of stock counting of solid minerals

31. The minimum industrial content is used as criterion for determination of balance sheet accessory of inventories in subcalculating blocks and determined analytically on the basis of the following ratio:

where Smin - the minimum industrial content of useful component, % (if it is determined in grams (further –) on ton or cubic meter (further – m 3), the multiplier 100 of numerator is excluded); З - complete operating costs on production and conversion of 1 t of ore, $; C - sales price of unit of the products received in case of conversion of ores, $); And - end-to-end extraction of useful component in products from mineral raw materials, unit share; p - the coefficient considering impoverishment in case of production, unit shares.

The minimum industrial content, depending on type of the received products, is determined by the following formulas:

for the ores processed to saleable concentrates in case of the prices of concentrates with the established content of useful component
