About approval of the Main directions of development of road industry for 2023-2030
For the purpose of development of highway network of the Kyrgyz Republic and enhancement of management system of road industry, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Approve the Main directions of development of road industry for 2023-2030 according to appendix.
2. Declare invalid the order of the Government of the Kyrgyz Republic "About approval of the Main directions of development of road industry for 2016-2025" of July 1, 2016 No. 372.
3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
4. This resolution becomes effective after fifteen days from the date of official publication.

On highways public in the Kyrgyz Republic about 98% of passenger and more than 96% of freight transportation are provided, annually transported to 40 million tons of different loads and to 640 million passengers. Total length of highways and streets in the Kyrgyz Republic constitutes about 34000 km, from them the extent of highways public of 19000 km which are serviced by structural divisions of the Ministry of Transport and Communications of the Kyrgyz Republic (further - MTK), streets and roads of the cities, settlements of city type and villages, agricultural, industrial and other enterprises - 15190 km. Highways public on the economic and administrative assignment are subdivided into highways of the international value with the general extent of 4326 km, the state value - 5335 km and local value - 9149 km. Extent of highways public with hard surface constitutes 7580 km, including with cement-concrete - 10 km, asphalt concrete - 5698 km and with chernograviyny - 1871 km. It is expensive with gravel covering - 9388 km. Still there are earth roads which total length constitutes 1617 km.
Because of insufficient funding of road industry, during the period from the moment of acquisition by the Kyrgyz Republic of sovereignty for 2005, technical condition of highways public remained critical. Stabilization of financing of road industry was performed during 2005-2007.
Since 2006 for 2010 the budget by construction, repair and content of highways public and road industry increased in time 7,7 that allowed to improve condition of bridges, big pipes of the different sizes, more than 630 km of roads with asphalt concrete and chernograviyny covering and more than 200 km of gravel roads.
The period from 2010 to 2020 is characterized by relative stability of both institutional, and financial bases, under the established conditions of insufficient financing from the budget.
Further stable functioning of road industry in many respects depends not only on the amount of financing, but also on quality of the solution of objectives in case of goal achievement of development of road industry within the Main directions of development of road industry of the Kyrgyz Republic till 2030 (further - ONRDO-2030).
In the conditions of the available policy of the state about keeping of inflation within 5-7%, financing of highways public for its content, in particular over the last 5 years, is rather stable, taking into account orientation of the republican budget on social payments and attraction of external financing on construction of roads within 35-48% of the total amount of external investments. At the same time shortage of money from the budget, as well as in many countries with "informal" economy (according to National Statistical Committee of the Kyrgyz Republic more than 23%), is caused by inefficient work planning and services, as a result, their inefficient accomplishment within allocated funds whereas the greatest specific weight of all arriving investments is the share of the sphere of transport and roads.
The condition of highways and road constructions is one of the main obstacles in increase in competitiveness of the country in the foreign market. So, according to the last report on global competitiveness published by the World Economic Forum the Kyrgyz Republic takes the 113th place on quality of highways from 141 countries of the world and is for several years in the twenty of the worst countries.
The main divisions of MTK which create realize state policy and exercise control of transportation road net are Management of highways MTK at the central level, Department of road economy in case of MTK which is customer by all types of roadwork and bears responsibility for implementation of works on construction, repair and content of highways and Department of land and water transport in case of MTK concerning control of transportations.
The numerous researches conducted by the international donors and also the reforms undertaken by the ministry over the last 5 years in realization of ONRDO-2016 testify to rate invariance in realization of the tasks set for industry on preparation for implementation of market mechanisms of management; to strengthening of financial basis of financing of road industry; to implementation of digital resources of management for ensuring its most effective development for the benefit of the state and the population.
Extent of highways of the international value constitutes 4326 km. Due to investment attraction of the international donors, such as Asian Development Bank, the European Bank for Reconstruction and Development, Export-import Bank of China, the World Bank, the European Union, Eurasian Development Bank, the Japanese agency of international cooperation, the Arab coordination panel, National bank of People's Republic of China and others, since 1997 2043 km of highways of the international value are rehabilitated, 900 km are covered by projects on rehabilitation of highways.
From 2010 for 2019 the extent of sections of the international highways in good shape increased from 21% in 2010 to 44% in 2019.

Extent of sections of the highways constituting the international motor transportation corridors constitutes 2538 km. In comparison with 2015 in 2019 their extent in good shape decreased and constituted 58% in 2019 against 68% in 2015.

As of December 31, 2019 the total length of the state and local highways constituted 14576 km, from them 36 km - in excellent (% 0,2), 3500 - in good (24%), 5830 km - in satisfactory (40%) and 5210 km in unsatisfactory condition (36%). In comparison with 2015 the share of highways in excellent and good shape decreased from 32% to 24% in 2020.
