1. Approve the Instruction about procedure for carrying out the tender "The Best Goods of the Republic of Belarus" it (is applied).

2. Declare invalid the resolution of the State committee on standardization of the Republic of Belarus of January 22, 2016 No. 5 "About approval of the Instruction about procedure for carrying out the tender "The Best Goods of the Republic of Belarus" and encouragement of winners".

3. This resolution becomes effective since February 1, 2023.

The instruction about procedure for carrying out the tender "The Best Goods of the Republic of Belarus"

1. This Instruction determines procedure for carrying out the tender "The Best Goods of the Republic of Belarus" (further, unless otherwise specified, – tender).

2. Organizers of tender are the State committee on standardization (further – Gosstandart), the research and production republican unitary enterprise "Belarusian State Institute of Standardization and Certification" (further – BELGISS), the regional centers of standardization, metrology and certification (further – TsSMS), the republican unitary enterprise "Belarusian State Institute of Metrology" (further – BELGIM), and also regional executive committees and the Minsk city executive committee from their consent.

3. Competition is held annually for the legal entities and physical persons making products and rendering services in the territory of the Republic of Belarus (further, unless otherwise specified, – goods).

4. The legal entities and physical persons representing the goods belonging to the following categories are not allowed to participation in tender:

medicines;

tobacco products;

arms and military equipment;

the food products having in structure genetically modified organisms which content exceeds the values established in the corresponding technical regulatory legal acts in the field of technical regulation and standardization;

goods to which complaint to quality from representatives of state control bodies and supervision within the year preceding tender is made;

the services relating to activities in the field of gaming.

5. The purposes of carrying out tender are:

informing consumers on high-quality goods for the benefit of their producers and assistance to promotion of products on the internal and international markets;

support of the Belarusian producers issuing competitive goods;

assistance to providing the consumer market of the Republic of Belarus with high-quality and competitive domestic products;

creation of premises and assistance to widespread introduction of modern methods of management and quality assurance on the basis of domestic and international standards and the advanced achievements in the field of quality;

identification new or substantially advanced goods in comparison with earlier issued.

6. Competition is held on the following nominations:

food products;

manufactured goods for the population and product of national crafts;

industrial goods;

services to the population.

7. The announcement of the next tender and conditions of its carrying out is placed in March of year of carrying out tender on the global computer Internet on the official sites of Gosstandart and BELGISS.

8. For the organization, carrying out and summing up tender are created republican and regional tender committees, each of which has the secretariat.

9. Tender is carried out in two steps.

The first stage of tender is carried out in each area of the Republic of Belarus.

At the first stage regional tender committees determine the inventory, applying for participation in the second stage of tender.
