1. Approve the enclosed Rules of import to the Russian Federation and export from the Russian Federation of seeds of agricultural plants.

2. This resolution becomes effective since September 1, 2024 and is effective till September 1, 2030, except for the subitem "b" of Item 6, of Items 8 and 9 (in the part concerning genetic passports of grades and hybrids of agricultural plants) the Rules approved by this resolution which become effective since September 1, 2025.

I. General provisions

1. These rules determine procedure for import to the Russian Federation and export from the Russian Federation of seeds of agricultural plants.

2. Provisions of these rules do not extend to the relations connected with use of seeds of agricultural plants by physical persons for own needs (personal, family, house or other not connected with implementation of business activity), and also to the relations connected with import to the Russian Federation of seeds of agricultural plants for conducting examinations and research works, for use in the educational purposes on the relations connected with import to the Russian Federation of seeds of the agricultural plants following en route through the territory of the Russian Federation.
