About approval of sanitary and hygienic regulations

According to the Law of the Kyrgyz Republic "About sanitary and epidemiologic wellbeing of the population" of 26.06.2001 and the order of the Government of the Kyrgyz Republic of December 10, 2001 No. 778 "About implementation of the Law of the Kyrgyz Republic "About sanitary and epidemiologic wellbeing of the population, and also for the purpose of strengthening of the state sanitary and epidemiological surveillance, enhancement and strengthening of system of sanitary and epidemiologic regulation in the Kyrgyz Republic

I decide:

1. Approve the following regulations:

- Health regulations "Organization and carrying out production control over observance of health regulations and accomplishment of sanitarnoprotivoepidemichesky (preventive) actions" joint venture 1.1.001-03;

- Sanitary and epidemiologic rules and standard rates "Hygienic requirements to personal electronic computers and organization of work" SanPiN 2.2.2.001-03;

- "Health regulations of the equipment and content of warehouses for storage of strong toxic agents (SDYaV)" joint venture 2.2.5.001-03.

II. To the CEO of Department of the state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic (Abdikarimov S. T.):

- register in the Ministry of Justice of the Kyrgyz Republic this resolution according to the procedure, the established legislation of the Kyrgyz Republic:

- provide with these regulating documents the Centers of Gossanepidnadzor of the Kyrgyz Republic in necessary quantity.

III. After entry into force of this resolution according to the procedure established by the legislation of the Kyrgyz Republic to the CEO of Department of the state sanitary and epidemiological surveillance, chief physicians of the regional, city, district Centers of Gossanepidnadzor to accept the approved documents for use in work and to inform the interested physical persons and legal entities.

ORGANIZATION AND CARRYING OUT PRODUCTION CONTROL OVER OBSERVANCE OF HEALTH REGULATIONS AND ACCOMPLISHMENT OF SANITARNOPROTIVOEPIDEMICHESKY (PREVENTIVE) ACTIONS

HEALTH REGULATIONS OF THE JOINT VENTURE 1.1.001-03

1. Scope and general provisions

1.1. Health regulations are processed by Department of Gossanepidnadzor of the Ministry of Health of the Kyrgyz Republic according to the Law of the Kyrgyz Republic "About sanitary and epidemiologic wellbeing of the population", "Provision on the public sanitary and epidemiologic service of the Kyrgyz Republic", "Provision on the state sanitary and epidemiologic regulation", No. approved by the order of the Government of the Kyrgyz Republic of December 10, 2001 778, taking into account the joint venture of 1.1.1058-01, Russian Federation developed by the Ministry of Health.

1.2. Health regulations "The organization and carrying out production control over observance of health regulations and accomplishment sanitarno - anti-epidemic (preventive) actions" (further - Health regulations) determine procedure for the organization and carrying out production control over observance of health regulations and accomplishment sanitarno - anti-epidemic (preventive) actions legal entities and physical persons.

1.3. Legal entities and physical persons when implementing of deyatelnostya by them shall fulfill requirements of the sanitary legislation of the Kyrgyz Republic and ensure safety of health of the person.

2. Procedure for the organization and carrying out production supervision

2.1. Production control over observance of health regulations and accomplishment sanitarno - anti-epidemic (preventive) actions (further - production supervision) is carried out by legal entities and physical persons when implementing by them activities.

2.2. The purpose of production supervision is safety and (or) harmlessness for the person and the habitat of adverse effect of subjects of production supervision by accomplishment of health regulations, sanitarno - anti-epidemic (preventive) actions, the organization and control of their observance.

2.3. Subjects of production supervision are production, public places, buildings, constructions, the equipment, transport, processing equipment, the workplaces used for performance of works, rendering services and also raw materials, semifinished products, finished goods, production wastes and consumption.

2.4. Production supervision includes:

a) availability officially the published sanitary standards and rules;

b) implementing (organization) of laboratory researches and testing:

- in the territory (production site), on workplaces for the purpose of production impact assessment on the habitat of the person and his health;

- raw materials, semifinished products, finished goods and technologies of their production, storage, transportation, realization and utilization;

c) the organization of medical examinations, professional hygienic training and certification of officials and employees of the organizations which activities are connected with production, storage, transportation and realization of foodstuff and drinking water, education and training of children, public and consumer services of the population;

d) control of availability of certificates, the sanitarnoepidemiologichesky conclusions, personal medical books, the sanitary passports of transport confirming quality, safety of raw materials, semifinished products, finished goods and technologies of their production, storage, transportation, realization and utilization in the cases provided by the current legislation;

e) reasons for safety for the person and the environment of new types of products and technology of its production, criteria of safety and (or) harmlessness of factors production both the environment and development of control methods, including in case of storage, transportation and utilization of products, and also safety of process of performance of works, rendering services;

e) timely informing the population, local government bodies, public authorities on emergencies, production stops, on violations of the engineering procedures creating threat sanitarno - to epidemiological wellbeing of the population;

g) visual inspection specially authorized officers (workers) of the organization behind accomplishment of sanitarnoprotivoepidemichesky (preventive) actions, observance of health regulations, development and the implementation of measures directed to elimination of the revealed violations.

2.5. The nomenclature, amount and frequency of laboratory researches and testing are determined taking into account the sanitarnoepidemiologichesky characteristic of production, availability of harmful production factors, extent of their influence on health of the person and the circle of its dwelling and results of the laboratory researches and testing which are carried out by the center of the state sanitarnoepidemiologichesky supervision within implementation state sanitarno - epidemiological surveillance. Laboratory researches and testing are performed by the legal entity, physical person independently or with involvement of the laboratory accredited in accordance with the established procedure.

2.6. The program (plan) of production supervision is constituted by bodies of the state sanitary and epidemiological surveillance prior to activities implementation.
