"Article 3. The principles and the purposes of state policy of the Kyrgyz Republic concerning support of compatriots
1. State policy of the Kyrgyz Republic concerning compatriots is component of domestic and foreign policy of the Kyrgyz Republic and represents set of the legal, diplomatic, social, economic, information, educational, organizational and other measures performed by the public authorities of the Kyrgyz Republic according to the Constitution of the Kyrgyz Republic which became effective in the procedure established by the legislation international treaties which participant is the Kyrgyz Republic, the legislation of the Kyrgyz Republic for implementation of the principles and the purposes established by this Law.
2. State policy of the Kyrgyz Republic concerning compatriots is based on recognition of the following guarantees:
1) ensuring inalienability and accessory to everyone from the birth of basic rights and freedoms of man and citizen;
