About change and recognition voided some acts of the Government of the Russian Federation

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

3. Determine that the Fund of pension and social insurance of the Russian Federation takes part within the competence of activities of International association of social security as her full-fledged member.

Assign to Fund of pension and social insurance of the Russian Federation functions on payment of share of non-governmental part of the annual membership fee in International association of social security according to the established scale of fees by the budget funds of Fund provided on the international activities.

4. This resolution becomes effective from the date of its official publication, except for the subitem "b" of Item of 136 changes approved by this resolution which becomes effective since January 1, 2024.

Changes which are made to acts of the Government of the Russian Federation

1. In the order of the Government of the Russian Federation of March 16, 1992 No. 160 "About payment procedure of monetary compensation and provision of privileges to the faces rehabilitated according to the Law of the Russian Federation "About recovery of victims of political repressions" (The collection of orders of the Government of the Russian Federation, March, 1992, page 95; Russian Federation Code, 1994, No. 14, Art. 1636; 2001, No. 1, Art. 130; 2005, No. 33, Art. 3420; 2007, No. 37, Art. 4448; 2009, No. 5, Art. 627; 2012, No. 22, Art. 2868; 2013, No. 13, Art. 1559; 2018, No. 35, Art. 5561; 2022, No. 1, Art. 179):

a) in paragraph three of Item 1 of the word of "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

b) in Regulations on the payment procedure of monetary compensation to the faces rehabilitated according to the Law of the Russian Federation "About recovery of victims political repressions" approved by the specified resolution:

in paragraphs one and the second item 4 of the word "Pension Fund of the Russian Federation" in the corresponding case shall be replaced with words "Fund of pension and social insurance of the Russian Federation" in the corresponding case;

in paragraphs one and third Item 5 of the word of "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

in Item 10:

the paragraph one to state in the following edition:

"10. The decision on provision of monetary compensation is made by territorial authority of Fund of pension and social insurance of the Russian Federation within 5 working days from the date of receipt in territorial authority of Fund of pension and social insurance of the Russian Federation of documents (data) confirming the right to the specified payment.";

in the paragraph the second shall be replaced with words words of "Pension Fund of the Russian Federation" "Fund of pension and social insurance of the Russian Federation";

2. In the order of the Government of the Russian Federation of August 12, 1994 No. 926 "About approval of the Regulations on procedure for the return to citizens illegally confiscated, withdrawn or the come-out other way from ownership in connection with political repressions of property, compensation of its cost or payment of monetary compensation" (The Russian Federation Code, 1994, No. 18, Art. 2082; 1995, No. 42, Art. 3987; 2001, No. 1, Art. 130; 2005, No. 33, Art. 3420; 2018, No. 35, Art. 5561; 2022, No. 1, Art. 179):

a) in Item 2 of the word of "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

b) in paragraph one of Item 3 of the word to "Executive bodies of subjects" shall be replaced with words to "Executive bodies of subjects";

c) in Regulations on the procedure for the return to citizens illegally confiscated, withdrawn or the come-out other way from ownership in connection with political repressions of property, compensation of its cost or payment of monetary compensation, approved by the specified resolution:

in Item 6:

in the paragraph the second the words "executive bodies of subjects" shall be replaced with words "executive bodies of subjects";

Cost recovery of property or payment of monetary compensation are performed by territorial authority of Fund of pension and social insurance of the Russian Federation based on the decision on cost recovery of the property or payment of monetary compensation accepted by executive body of the subject of the Russian Federation or local government body.";

paragraph one of Item 6 (to state 2) in the following edition:

"6(2). Together with the decision on cost recovery of property or payment of monetary compensation and the conclusion of the commission executive bodies of subjects of the Russian Federation or local government bodies within interdepartmental information exchange with use of single system of interdepartmental electronic interaction send the following data necessary for cost recovery of property or payment of monetary compensation to territorial authority of Fund of pension and social insurance of the Russian Federation:";

in Item 6 (words of "Pension Fund of the Russian Federation" shall be replaced with words 3) "Fund of pension and social insurance of the Russian Federation";

3. In paragraph one of Item 7 of Rules of establishment of extent of loss of professional working capacity as a result of labor accidents and occupational diseases approved by the order of the Government of the Russian Federation of October 16, 2000 No. 789 "About approval of Rules of establishment of extent of loss of professional working capacity as a result of labor accidents and occupational diseases" (The Russian Federation Code, 2000, No. 43, Art. 4247; 2012, No. 17, of the Art. 1992) shall be replaced with words words of "Social Insurance Fund of the Russian Federation" "Fund of pension and social insurance of the Russian Federation".

4. In the order of the Government of the Russian Federation of December 27, 2000 No. 1013 "About payment procedure of the public lump-sum allowances and monthly monetary compensations to citizens in case of origin at them vaccine-challenged complications" (The Russian Federation Code, 2001, No. 1, Art. 138; 2020, No. 7, Art. 841):

a) in Item 3 of the word to "Executive bodies of subjects" shall be replaced with words to "Executive bodies of subjects";

b) according to the procedure of payment of the public lump-sum allowances and monthly monetary compensations to citizens in case of the origin at them vaccine-challenged complications approved by the specified resolution:

the paragraph one of Item 6 to add with words "(stay) or in case of lack of the confirmed residence (stay) - in the place of the actual accommodation";

the paragraph one of Item 7 to add with words "(stay) or in case of lack of the confirmed residence (stay) - in the place of the actual accommodation";

Item 7 in paragraph one (the words "in the Pension Fund of the Russian Federation" shall be replaced with words 1) "in Fund of pension and social insurance of the Russian Federation".

5. In the order of the Government of the Russian Federation of March 23, 2001 No. 229 "About monthly surcharge to national pension (the monthly perpetual maintenance) of citizens of the Russian Federation from among former employees of the international organizations of the United Nations system" (The Russian Federation Code, 2001, No. 14, Art. 1364; 2010, No. 12, Art. 1351):

a) in the paragraph the second Item 10 of the word of "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

b) in Item 8 of the Regulations on appointment and payment of monthly surcharge to national pension (the monthly perpetual maintenance) to citizens of the Russian Federation from among former employees of the international organizations of the United Nations system approved by the specified resolution shall be replaced with words words of "Pension Fund of the Russian Federation" "Fund of pension and social insurance of the Russian Federation".

6. In the order of the Government of the Russian Federation of March 4, 2002 No. 141 "About some questions of implementation of the Federal Law "About the State Provision of Pensions in the Russian Federation" (The Russian Federation Code, 2002, No. 10, Art. 1002; 2013, No. 13, Art. 1559; 2015, No. 33, Art. 4824):

a) in Item 1 of the word of "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

b) in Item 2 of the word "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation".

7. In Item 3 of the order of the Government of the Russian Federation of June 7, 2002 No. 390 "About some questions of implementation of the Federal Law "About Collateral Monthly Material Security of Citizens of the Russian Federation for Outstanding Achievements and Special Merits in front of the Russian Federation" (The Russian Federation Code, 2002, No. 23, Art. 2188; 2004, No. 9, Art. 782; No. 12, the Art. 1663) words of "Pension Fund of the Russian Federation" shall be replaced with words 2016, "Fund of pension and social insurance of the Russian Federation".

8. In Rules of provision of monthly compensation on food of the children having diseases owing to radiative effects on their parents as a result of the nuclear testing at Semipalatinsk Test Site approved by the order of the Government of the Russian Federation of September 30, 2002 No. 717 "About approval of Rules of provision of monthly compensation on food of the children having diseases owing to radiative effects on their parents as a result of nuclear testing at Semipalatinsk Test Site" (The Russian Federation Code, 2002, No. 40, Art. 3931; 2005, No. 2, Art. 151; 2015, No. 1, Art. 262; 2022, No. 5, Art. 759):

a) in Item 3:

the paragraph one to state in the following edition:

"3. Monthly compensation is provided and paid to parents (legal representatives) at whom the right to it for the first time arose after January 1, 2022 by territorial authorities of Fund of pension and social insurance of the Russian Federation based on the statement for provision of monthly compensation (further - the statement for compensation) which form is established by Fund of the pension and social insurance of the Russian Federation given to territorial authority of Fund of pension and social insurance of the Russian Federation, and documents (data) necessary for provision of monthly compensation for the list according to appendix (further - documents (data).";

the fourth to state the paragraph in the following edition:

"personally at the place of residence, stay or the actual accommodation of the child at territorial authority of Fund of pension and social insurance of the Russian Federation or the multipurpose center of provision of the state and municipal services (further - the multipurpose center) in case of availability of the signed agreement on interaction between the territorial authority of Fund of pension and social insurance of the Russian Federation and the multipurpose center authorized on the conclusion of the specified agreement based on the Federal Law "About the Organization of Provision of the State and Municipal Services".";

b) in item 4:

in paragraph one of the word "Pension Fund of the Russian Federation" in the corresponding case shall be replaced with words "Fund of pension and social insurance of the Russian Federation" in the corresponding case;

in paragraphs three and the fourth shall be replaced with words words of "Pension Fund of the Russian Federation" "Fund of pension and social insurance of the Russian Federation";

c) in Item 5:

In the order of the Government of the Russian Federation of March 14, 2003 No. 155 "About approval of the list of positions of members of flight crews of aircrafts of civil aviation in which work grants the right to monthly pension supplement according to the Federal Law "About Collateral Social Security of Members of Flight Crews of Aircrafts of Civil Aviation", and rules of calculation of the length of service granting the right to monthly pension supplement" (The Russian Federation Code, 2003, No. 12, of Art. 1134; 2005, No. 26, Art. 2647; 2009, No. 35, Art. 4233; 2013, No. 13, Art. 1559; 2017, No. 5, Art. 801):

a) in Item 2 of the word "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation";

b) in Item 3 of the word "Pension Fund of the Russian Federation" shall be replaced with words "Fund of pension and social insurance of the Russian Federation".

10. In the order of the Government of the Russian Federation of April 28, 2003 No. 247 "About the organization of appointment, recalculation of the size, payment and delivery of long-service pension of federal government employees, monthly surcharges to pensions to separate categories of citizens" (The Russian Federation Code, 2003, No. 18, Art. 1719; 2013, No. 13, Art. 1559):

a) state Item 2 in the following edition:

"2. Assign to Fund of pension and social insurance of the Russian Federation:

appointment, recalculation, payment and organization of delivery of long-service pensions of federal government civil servants;

decision making about the amount of monthly pension supplements, about their suspension, renewal, the termination, and also implementation of payment and the organization of delivery of monthly surcharges to pensions:

to persons replacing positions in the state governing bodies of USSR and RSFSR provided by appendix No. 1 to the Presidential decree of the Russian Federation of April 1, 1996 No. 467 "About pension supplement to persons replacing positions in state governing bodies of USSR and RSFSR";

to the citizens of the Russian Federation replacing positions in Interstate economic committee of Economic union and Interstate statistical committee of the Commonwealth of Independent States according to the Presidential decree of the Russian Federation of June 29, 2013 No. 591 "About monthly pension supplement to the citizens of the Russian Federation replacing positions in Interstate economic committee of Economic union and Interstate statistical committee of the Commonwealth of Independent States and dismissed in connection with their reorganization";

to the citizens of the Russian Federation replacing positions in the office of Executive Committee of the Union of Belarus and Russia and in the Secretariat of the Parliamentary Meeting of the Union of Belarus and Russia according to the Presidential decree of the Russian Federation of September 19, 2011 No. 1205 "About monthly pension supplement to citizens of the Russian Federation, replacing positions in the office of Executive Committee of the Union of Belarus and Russia and in the Secretariat of the Parliamentary Meeting of the Union of Belarus and Russia";

to citizens of the Russian Federation from among former employees of the international organizations of the United Nations system according to the order of the Government of the Russian Federation of March 23, 2001 No. 229 "About monthly surcharge to national pension (the monthly perpetual maintenance) of citizens of the Russian Federation from among former employees of the international organizations of the United Nations system";

to citizens of the Russian Federation from among employees of the Interstate Aviation Committee according to the order of the Government of the Russian Federation of April 18, 2002 No. 254 "About implementation of article 15 of the Agreement between the Government of the Russian Federation and the Interstate Aviation Committee about conditions of its stay in the territory of the Russian Federation".";

b) state Item 6 in the following edition:

"6. To represent to the Ministry of Labour and Social Protection of the Russian Federation together with Fund of pension and social insurance of the Russian Federation in accordance with the established procedure to the Government of the Russian Federation offers on entering into regulatory legal acts of the changes connected with establishment of monthly surcharges to pensions.".

11. 12. In the order of the Government of the Russian Federation of September 1, 2003 No. 540 "About approval of the investment declaration of expanded investment portfolio of the state-owned managing company" (The Russian Federation Code, 2003, No. 36, Art. 3521; 2006, No. 2, Art. 224; 2009, No. 44, Art. 5239; 2012, No. 52, Art. 7520; 2015, No. 33, Art. 4824; 2018, No. 36, Art. 5640):

13. 14. In the order of the Government of the Russian Federation of November 4, 2003 No. 669 "About the authorized federal executive body performing state regulation of activities of non-state pension funds for non-state pension provision, mandatory pension insurance" (The Russian Federation Code, 2003, No. 45, Art. 4388; 2006, No. 2, Art. 226; 2010, No. 4, Art. 407; 2011, No. 36, Art. 5148; 2012, No. 19, Art. 2406; 2013, No. 13, Art. 1559; No. 22, Art. 2827; No. 36, Art. 4578; 2014, No. 39, Art. 5250; 2018, No. 46, Art. 7052):

In Regulations on procedure for presentation of requirements for obligations to the Russian Federation in the case of bankruptcy and in the procedures applied in the case of the bankruptcy approved by the order of the Government of the Russian Federation of May 29, 2004 No. 257 "About ensuring interests of the Russian Federation as the creditor in the case of bankruptcy and in the procedures applied in the case of bankruptcy" (The Russian Federation Code, 2004, No. 23, Art. 2310; 2005, No. 50, Art. 5305; 2006, No. 22, Art. 2333; 2009, No. 34, Art. 4187; 2012, No. 20, Art. 2564; 2015, No. 13, Art. 1947; No. 31, Art. 4699; 2016, No. 5, Art. 690; No. 52, Art. 7674):

a) in the subitem "g" of Item 1 of the word of "executive bodies of subjects" shall be replaced with words "executive bodies of subjects";

17.
