About approval of the Procedure for acceptance and promulgation of solutions of rather obligatory information, consideration of the appeal of the company about prolongation of term of use of the solution of rather obligatory information, compensation of means for carrying out researches (analyses, examinations) of tests (samples) of goods for adoption of solutions of rather obligatory information by customs authority and introduction of amendments to some orders of the Ministry of Finance of Ukraine

According to Articles 23, 23-2, 68, 69 and 357 Customs codes of Ukraine, the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, I order:

1. Approve the Procedure for acceptance and promulgation of solutions of rather obligatory information, consideration of the appeal of the company about prolongation of term of use of the solution of rather obligatory information, compensation of means for carrying out researches (analyses, examinations) of tests (samples) of goods for adoption of decisions by customs authority concerning the enclosed obligatory information (further - the Procedure).

2. Approve changes according to the procedure of accomplishment of customs formalities when implementing the customs clearance of complete objects approved by the order of the Ministry of Finance of Ukraine of May 30, 2012 No. 630, registered in the Ministry of Justice of Ukraine on June 21, 2012 at No. 1025/21337.

3. Approve changes according to the procedure of accomplishment of customs formalities when implementing customs clearance of goods using the customs declaration on the form of the single administrative document approved by the order of the Ministry of Finance of Ukraine of May 30, 2012 No. 631, registered in the Ministry of Justice of Ukraine on August 10, 2012 at No. 1360/21672, which are applied.

4. In heading and Item 1 of the Order of the Ministry of Finance of Ukraine of May 30, 2012 No. 650 "About approval of the Operating procedure of department of customs payments, divisions of customs clearance of customs authority and customs post in case of the solution of questions of classification of the goods moved through customs border of Ukraine", the word registered in the Ministry of Justice of Ukraine on July 02, 2012 at No. 1085/21397, "department of customs payments divisions of customs clearance of customs authority and customs post" shall be replaced with words "customs authorities".

5. Make changes to operating procedure of department of customs payments, divisions of customs clearance of customs authority and customs post in case of the solution of questions of classification of the goods moved through customs border of Ukraine, the Ministry of Finance of Ukraine approved by the order of May 30, 2012 with No. 650, registered on July 02, 2012 at No. 1085/21397, having been reworded as follows it which is applied the Ministry of Justice of Ukraine.

6. Declare invalid the order of the Ministry of Finance of Ukraine of June 19, 2012 No. 737 "About approval of the Procedure for acceptance, withdrawal of the previous decision on the country of goods' origin, approval of form of the provisional solution of the country of goods' origin", registered in the Ministry of Justice of Ukraine on July 12, 2012 at No. 1176/21488.

7. To provide to the State Customs Service of Ukraine till June 01, 2023:

creation and commissioning of the new program and information complex "the decision according to obligatory information" which will provide realization of provisions of the Procedure;

creation and commissioning on own web resource of program and information service for the companies which will provide realization of provisions of the Procedure;

completion of the corresponding program and information complexes for realization of provisions of the Procedure.

8. To provide to the State Customs Service of Ukraine on own web resource informing on date of commissioning of stipulated in Item 7 these orders of program and information complexes and services.

9. In accordance with the established procedure to provide to department of customs policy of the Ministry of Finance of Ukraine:

submission of this order on state registration in the Ministry of Justice of Ukraine;

promulgation of this order.

10. This order becomes effective from the date of its official publication.

11. To impose control over the implementation of this order on the Deputy Minister of Finance of Ukraine concerning the European integration Draganchuk Yu. A. and chairman of the State Customs Service of Ukraine.
