Article 1

Bring in the Federal Law of November 15, 1997 No. 143-FZ "About acts of civil status" (The Russian Federation Code, 1997, No. 47, Art. 5340; 2011, No. 27, Art. 3880; 2012, No. 24, Art. 3068; 2013, No. 30, Art. 4075; No. 48, Art. 6165; 2015, No. 1, Art. 70; No. 48, Art. 6724; 2018, No. 1, Art. 22; No. 53, Art. 8454; 2021, No. 27, Art. 5186) following changes:

Paragraph two of Article 64 to state 1) in the following edition:

"the document on death issued by the medical organization, the individual entrepreneur performing medical activities or in the cases provided by the Federal Laws, other authorized person. The form of the specified document and procedure for its issue are established by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of health care if other is not established by the Federal Law;";

2) in Article 66:

a) in paragraph seven of Item 1 of the word "during passing by person of military service" shall be replaced with words "during passing by person of military service or participation in special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region or during the armed provocation on Frontier of the Russian Federation and the border territories of the subjects of the Russian Federation adjacent to areas of holding special military operation in the territories of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic, including as person passing military service in the Armed Forces of the Russian Federation, person which was on military service (service) in troops of national guard of the Russian Federation in the military forming and bodies specified in Item 6 of article 1 of the Federal Law of May 31, 1996 to No. 61-FZ "About defense", persons signed the contract on voluntary assistance in accomplishment of the tasks assigned to the Armed Forces of the Russian Federation";

b) add with item 4 of the following content:

"4. After the address of person with the statement for the death of the person who signed the contract (having other legal relationship) with the organization promoting accomplishment of the tasks assigned to the Armed Forces of the Russian Federation and in the absence of the health certificate on the death of such person the body of civil registration or the multipurpose center of provision of the state and municipal services requests in the competent authority (organization) determined by the Government of the Russian Federation, the document of the established form of death which is the basis for state registration of death and issued according to the procedure, form and terms which are determined by the Government of the Russian Federation. The specified document or information on its absence is provided by competent authority (organization) in body of civil registration or the multipurpose center of provision of the state and municipal services in time no more than thirty days from the date of receipt of request. The specified document can be provided in body of civil registration or the multipurpose center of provision of the state and municipal services by the applicant.".

Article 2

In paragraph one the word "Strakhov" shall be replaced with words 1) "1. Strakhov";

To add 2) with Item 2 following of content:

"2. In case of death (death) of the serviceman and persons who are specified in article 1 of this Federal Law which came during participation in special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region or during the armed provocation on Frontier of the Russian Federation and the border territories of the subjects of the Russian Federation adjacent to areas of holding special military operation in the territories of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic, provided by this Federal Law of payment, connected with death (death) of specified persons in case of impossibility of issue of the health certificate on death are provided in the presence of the document of the established form of death issued according to the procedure, form and terms which are determined by the Government of the Russian Federation.".

Article 7

The Federal Law of November 7, 2011 No. 306-FZ "About cash allowance of the military personnel and provision of separate payments by it" (The Russian Federation Code, 2011, No. 45, the Art. 6336) to add with Article 5.1 of the following content:

"Article 5.1. About payments to the military personnel who died during participation in special military operation

In case of death (death) of the serviceman which came during participation in special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region or during the armed provocation on Frontier of the Russian Federation and the border territories of the subjects of the Russian Federation adjacent to areas of holding special military operation in the territories of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic, the payments provided by this Federal Law and not paid about day of death (death) of the serviceman in case of impossibility of issue of the health certificate on death are provided in the presence of the document of the established form of the death of the serviceman who is drawn up according to Item 7 of article 51 of the Federal Law of March 28, 1998 No. 53-FZ "About conscription and military service".".

Article 8

Part 13 of article 89 of the Federal Law of November 30, 2011 No. 342-FZ "About service in law-enforcement bodies of the Russian Federation and modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2011, No. 49, Art. 7020; 2016, No. 27, Art. 4233; 2019, No. 31, Art. 4477; 2020, No. 31, Art. 5027; No. 48, Art. 7635; No. 50, the Art. 8792) to add 2022, with the offer of the following content: "In case of death (death) of the employee of law-enforcement bodies which came during passing by him of service and participation in special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region or during the armed provocation on Frontier of the Russian Federation and the border territories of the subjects of the Russian Federation adjacent to areas of holding special military operation in the territories of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic, and impossibility of issue of the health certificate on death the document of the established form of death which is the basis for state registration of death and issued according to the procedure, form and terms which are determined by the Government of the Russian Federation is processed.".

Article 9

1. This Federal Law becomes effective after thirty days after day of its official publication, except for article 5 of this Federal Law.

2. Article 5 of this Federal Law becomes effective from the date of official publication of this Federal Law.

3. In case of death or the death of the serviceman or the other persons participating in special military operation rendering assistance in accomplishment of the tasks assigned to the Armed Forces of the Russian Federation, which came about day of entry into force of this Federal Law, but during special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region or during the armed provocation on Frontier of the Russian Federation and the border territories of the subjects of the Russian Federation adjacent to areas of holding special military operation in the territories of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic, and impossibility of issue of the health certificate on death the document of the established form of the death of the serviceman and other specified persons is subject to registration since day of entry into force of this Federal Law according to item 4 of article 66 of the Federal Law of November 15, 1997 No. 143-FZ "About acts of civil status", Item 7 of article 51 of the Federal Law of March 28, 1998 No. 53-FZ "About conscription and military service" (in edition of this Federal Law) and part 13 of article 89 of the Federal Law of November 30, 2011 No. 342-FZ "About service in law-enforcement bodies of the Russian Federation and modification of separate legal acts of the Russian Federation" (in edition of this Federal Law).
