Article 1. Purpose and subject of regulation of this Law

1. The purpose of this Law is ensuring carrying out single state policy of pricing.

2. This Law establishes the legal basis of state policy of pricing in the Kyrgyz Republic, determines methods of price regulation, and also the basis and the procedure of its introduction and application.

3. Provisions of this Law on state regulation of the prices (rates) extend to goods (works, services) the business entities, the state and municipal authorities and physical persons specified in article 6 of this Law.

Article 2. Legislation on pricing

The legislation of the Kyrgyz Republic in the field of pricing is based on the Constitution of the Kyrgyz Republic, international treaties which became effective according to the legislation of the Kyrgyz Republic and consists of the civil legislation, this Law and other regulatory legal acts of the Kyrgyz Republic.

Article 3. The basic concepts used in this Law

For the purposes of this Law the following basic concepts and their determinations are applied:

1) the price - monetary value of cost of commodity unit;

2) rate - monetary value of cost of work item and service;

3) pricing - process of establishment and use of the prices (rates) for goods (work, service);

4) state regulation of the prices (rates) - impact on process of establishment and use of the prices from the authorized bodies performing price regulation (rates) with respect for the basic principles established by this Law;

5) free price (rate) - the price (rate) developing in market conditions under the influence of the demand and supply in the conditions of free competition, except for the price agreements directed to control of increase in prices (rates);
