About approval of Rules of survey of ocean ships

(as amended of the Order of the Minister of Transport of the Republic of Kazakhstan of 16.07.2025 No. 218)

According to subitem 55-44) of Item 3 of article 4 of the Law of the Republic of Kazakhstan "About merchant shipping" I ORDER:

1. Approve the enclosed Rules of survey of ocean ships.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of survey of ocean ships

Chapter 1. General provisions

1. These rules of survey of ocean ships (further – Rules) are developed according to subitem 55-44) of Item 3 of article 4 of the Law of the Republic of Kazakhstan "About merchant shipping" (further – the Law) and determine procedure survey of ocean ships.

2. In these rules the following concepts are applied:

1) defect – violation of reliable operation of mechanisms and the equipment, namely: failure (failure), adjustment violation, abnormal operation of engines, bearings and the equipment (the increased vibrations, noise, temperature), violation of correctness of indications of devices;

2) food wastes – the garbage type consisting of waste of preliminary culinary processing of edibles, not utilizable remaining balance;

3) refusal – the event consisting in violation of operability of object;

4) the combined tank (tank) – reservoir for collection and storage of the raw liquids contaminated by hazardous substances;

5) damage – change of form or violation of integrity of designs and details, namely: destructions, gaps, breaks, cracks, breaks and other defects which parameters do not meet requirements of the Shipping register;

6) the incinerator – the special ship furnace for thermal destruction (burning) of garbage, oil slime, remaining balance and slime of sewage;

7) Rules of the Shipping register – set of regulations of technical nature, the governing relations connected with implementation of classification of courts including by means of approval by the Shipping register of technical documentation on construction, re-equipment, upgrade and repair of courts, technical observation in case of production and repair of products and production of materials for installation in courts, construction, re-equipment, upgrade and repair of courts, surveys of courts in operation;

8) Rules of the Shipping register include the following regulatory legal acts used in these rules:

Rules about plimsoll mark of the ocean ships approved by the order of the acting minister of transport and communications of the Republic of Kazakhstan of April 21, 2011 No. 214 (it is registered in the Register of state registration of regulatory legal acts for No. 6967);

Rules of survey of load-lifting devices of the ocean ships approved by the order of the acting minister of transport and communications of the Republic of Kazakhstan of April 21, 2011 No. 215 (it is registered in the Register of state registration of regulatory legal acts for No. 6968);

Rules of classification and construction of the ocean ships approved by the order of the acting minister of transport and communications of the Republic of Kazakhstan of May 12, 2011 No. 273 (it is registered in the Register of state registration of regulatory legal acts for No. 6982), (further – PKPMS);

9) crew of the vessel – the faces included in the muster roll, providing management, movement, survivability and safety of operation of the vessel including the personnel servicing both crew of the vessel, and passengers;

10) vessel elements – the structural parts of the vessel regulated by requirements of the Shipping register: the case, superstructures, ship devices, the equipment, objects of supply, means of fire protection, engines, coppers, systems, heat-exchanging devices, vessels under pressure, deck mechanisms, the electric equipment, radio - and navigation equipment, refrigeration units, the automation equipment, load-lifting devices, the equipment on prevention of pollution;

11) intakes – floating or coastal devices for acceptance from courts of any kinds of pollution for the purpose of their further transfer for cleaning, utilization, destruction;

12) garbage – all types of food, household and operational wastes which are formed in the course of normal operation of the vessel and which are subject to permanent or periodic removal;

13) the device for collection of garbage – reservoir and other devices for collection and storage of garbage;

14) the device for processing of garbage – the device for crushing and reduction of amount of garbage;

15) oil-containing mix – mix with any content of oil;

16) oil-containing waters – water mix with any content of oil;

17) pollution – hit on water environment and (or) in the atmosphere of the hazardous substances or drains containing such substances;

18) oil – oil in any kind, including crude, liquid fuel, oil residues, oil rainfall and oil products;

19) sewage – drains and other waste from all types of toilets, urinals and toilet bowls, drains from the sinks, bathtubs and scuppers which are in medical rooms (out-patient clinics, infirmaries), drains from rooms which contain animal, economic and household waters, other drains if they are mixed with the listed above drains;

20) installation for processing of sewage – installation in which sewage is exposed to cleaning and disinfecting;

21) slamming – blow of bottom part of nasal extremity of the case of the vessel about water in the course of longitudinal rolling of the vessel in case of its movement on counter waves;

22) the filtering equipment – filters or any combination of separators and filters which design provides normative value of admissible content of oil in dumping;

23) technical condition – set of properties of the elements of the vessel characterizing at present time degree of their suitability for operation and compliance to requirements of the Shipping register regulated to requirements of the Shipping register;

24) depreciation – change of the sizes, forms, masses or conditions of surface of designs and details in the course of their operation owing to destruction (wear) of blanket of the considered product in case of friction, and also owing to corrosion, erosion, rotting;

25) household waste – waste which by the time of dumping were used as reservoir or container, and also various products from all types of plastic, papers, textiles, glass;

26) the settling tank – the tank intended for collection and sediment of wash water of tanks, dirty ballast, oil residues and other oil-containing mixes;

27) economic and household waters – drains from wash basins, shower, bathtubs and scuppers, drains from laundries, drains from sinks and the equipment of galley and other premises of catering department;

28) selective control – method of carrying out survey of the vessel in case of which compliance of technical condition of its elements to requirements of the Shipping register is established by results of selective check of the separate sizes, properties, parameters and characteristics of elements.

Procedure and amount of carrying out the surveys ordered in case of survey, measurements and testing the worker of the Shipping register establishes in each case.

Chapter 2. Determination of technical condition, types of surveys documents

Paragraph 1. General instructions to survey

3. These rules establish procedure, terms, methods and amounts of surveys of courts the Shipping register, for the purpose of providing safety conditions of their swimming, protection of life and health of passengers and ship crews, safety of the transported loads, ecological safety of courts, and also contain standard rates for determination of technical condition of the vessel.

4. These rules extend to all legal entities and physical persons performing operation of ocean ships. Legal entities and physical persons provide fulfillment of requirements of these rules, carrying out technical observation of the Shipping register, presentation to workers of the Shipping register of necessary documentation and accomplishment of conditions of preserving class (classification requirements) exposed by workers of the Shipping register by results of surveys.

5. The shipping register in the classification activities does not replace the ordered activities of other state supervision bodies and sea administrations of ports of the flag State (further – MA).

6. When implementing classification of ocean ships (further – classification activities) the Shipping register applies method of selective control.

7. Amount of the carried-out survey, data on technical condition of elements of the vessel, data on the measurements made repairs and replacements are specified in the statements of survey which are drawn up by the worker of the Shipping register.

8. Statements are drawn up on special forms, without omissions of required data. In text part and sketches it is necessary to give fair idea of the found defects, the reasons of their emergence and measures for elimination stated in the claims form.

9. In case of change as a result of repair fixed earlier in documents of the worker of the Shipping register of characteristics and parameters of the vessel (the navigation area, freeboard height, capacity of the power station, structure of objects of the ship equipment and supply) the worker of the Shipping register makes corresponding changes to ship's papers.

10. For the rendered services Shipping register levies payment which is appointed according to the applicable fare approved by authorized body. In case of failure to carry out or improper execution of obligations to the Shipping register, including on payment of its services, the Shipping register has the right not to appropriate class or in case the class is already appropriated to stop its action, or to remove class of the vessel on which it is not fulfilled or is inadequate the fulfilled obligation to the Shipping register, including on payment of its services, and to cancel the documents issued by the Shipping register.

Paragraph 2. Determination of technical condition of the vessel

11. Determination of technical condition of the case of the vessel, ship devices, the equipment and supply, mechanical and refrigerating installations, the electric equipment is the basis for possibility of assignment, preserving, confirmation, recovery, renewal and reassignment of class of the vessel, and also scoping of necessary repair.

12. Responsibility for technical condition of the case of the vessel, its mechanisms, the equipment, devices, systems and supply, and also for their maintenance in good repair is in use assigned to the shipowner who provides conducting necessary checks and surveys for detection of possible defects and defects. In case of detection of the defects and defects influencing safety of the vessel, the shipowner reports about it to the representative of the Shipping register.

13. Determination of technical condition of subjects to observation is carried out by the Shipping register by surveys, measurements, testing and checks in operation which amount is established by these rules.

14. Determination of technical condition of subjects to observation is made by the Shipping register with use of the regulations of the allowed defects given in these rules, approved by the Shipping register other regulating documents, maintenance instructions of mechanisms, devices and the equipment of manufacturers.

15. The main defects in case of assessment of technical condition of subject to technical observation are:

1) depreciation;

2) damage;

3) defect.

These defects are determined by the scheme of establishment of the reasons of damage (refusal) according to appendix of 1 these rules.

16. Technical condition of subjects to technical observation of the vessel in operation conforming to requirements of the Shipping register, means that they are in operating technical condition and are capable to perform the functions set by it, and parameters of operational defects are in limits of admissible regulations.

17. If in case of survey of the case of the vessel, ship devices, the equipment and supply, mechanical or refrigeration unit, the electric equipment discrepancy of their technical condition to applicable requirements of these rules is revealed, technical condition of the vessel is recognized not to relevant requirements of the Shipping register, and the documents confirming the Shipping register class are not issued or prove to be true before elimination of the revealed discrepancies and reduction of technical condition of objects of the vessel in compliance with requirements of these rules.

The discrepancy vessels revealed in case of survey (damages, defects) which are negatively influencing providing conditions of safe operation of courts according to their appointment, protection of human life, reliable transportation of goods at the sea and inland waterways, prevention of pollution from courts are eliminated before completion of survey in port of presentation and exit of the vessel in flight. If the vessel left port of presentation, without having completed survey and without having eliminated discrepancy, is terminated the Classification certificate, the vessel class A automatically stops.

18. If in case of survey the damages which are consequence of constructive shortcomings (the wrong design, insufficient durability), then in addition to elimination of damages are found, the measures directed to elimination of constructive shortcomings which consequence damages were are undertaken.

19. In the presence of the damages which are not influencing providing conditions of safe operation of courts according to their appointment, protection of human life, reliable transportation of goods at the sea and inland waterways of prevention of pollution from courts which elimination in port of presentation of the vessel is impossible or it is difficult, prolongation of term of elimination of such damages according to the written appeal of shipowner is considered by the Shipping register which was carrying out survey of the vessel before the next planned repair or for fixed term, in necessary cases temporary repairs are made and/or temporary operational restrictions are set.

20. Damage and/or non-operational condition of the subjects to technical observation established on the vessel over the obligatory structure required PKPMS is not the basis for recognition of technical condition of the vessel not to relevant requirements of the Shipping register. If these damages or non-operational condition of subjects to technical observation negatively influence conditions of ensuring safe operation of courts according to their appointment, protection of human life, reliable transportation of goods at the sea and inland waterways, prevention of pollution from courts, they are eliminated or operation of these objects is forbidden before their reduction in serviceable condition.

21. If in case of survey the damages not characteristic of type, appointment or service conditions of the vessel, then for possibility of preserving, confirmation or renewal of class, except elimination of damages are revealed, the measures directed to prevention of emergence of such defects further with involvement, if necessary, of technical experts and carrying out calculations and testing are undertaken.

22. Technical condition of case designs is determined by results of visual survey, measurements of thickness and testing for impermeability, and also taking into account data on the iznosa and other defects, repairs and replacements fixed in ship acts and forms, sketches and drawings, in repair sheets and logbooks.

23. In case of determination of technical condition of outside covering, covering of partitions, box-shaped Kiel, flooring of the deck and the second bottom, covering of kingstonny and chain boxes, mines and the limiting designs of other compartments to be made their survey outside and from within.

24. The following standard rates are applied to assessment of technical condition of case designs:

1) for the vessel constructed on the Shipping register class – the norms according to regulations of residual thickness of primary groups of bonds of the case according to appendix of 2 these rules determined from the postroyechny sizes. Application of the norms determined from the sizes required PKPMS at the discretion of the shipowner;

2) for the vessel which passed from class of acknowledged foreign classification society (further – IKO) – class of member society of International association of classification societies (further – MAKO) – the norms determined by rules of the losing society. Application of standard rates of IKO and the member of MAKO by which rules the vessel was constructed, and also the norms determined from the sizes required PKPMS at the discretion of the shipowner;

3) for the vessel transferred to the Shipping register class from class IKO and not the member of MAKO or accepted in the Shipping register class as vessels without class – the norms according to regulations of residual thickness of primary groups of bonds of the case according to appendix of 2 these rules determined from the sizes required PKPMS.

4) according to General rules MAKO – to the courts constructed by general rules MAKO. Information on criteria of the admission of case designs contains on constructive drawings;

5) according to other Chapters of these rules, depending on type of vessel and sea construction, material and purpose of subject to technical observation.

25. The allowed regulations of residual thickness of primary groups of bonds of the case according to appendix of 2 these rules, are determined for all elements of the case, cross sections of the case and also which in use require accomplishment of measurements of residual thickness. Calculations of the allowed residual sizes are approved with the Shipping register. The final decision on possibility of inclusion of results of such calculations in the form of the vessel as the allowed iznos for design is made by the Shipping register. Requirements to content of calculation of the allowed residual extent of regulations of local residual deformations (dents) of sheets of covering and the minimum thickness of sheets of covering are given in appendices 3 and 4 to these rules.

Use of the allowed residual sizes, including the allowed moments of resistance of cross sections of the case of the vessel which are earlier approved by the Shipping register, in the absence of constructive changes is allowed and if all conditions, in relation to the size of the allowed residual thickness are satisfied.

26. Depending on actual state of case designs the worker of the Shipping register requires increase in number of measurements and amount of detailed survey over established by these rules.

27. Results of assessment of technical condition of the case of the vessel are reported by the shipowner to the worker of the Shipping register who is carrying out survey of the vessel in the form of reporting documentation according to appendices 5, of 6, of 7, 8 and 9 to these rules, depending on what is applicable.

The reporting documentation on assessment of technical condition of the case of the vessel is coordinated by the Shipping register before survey completion.

The reporting documentation on assessment of technical condition of the case coordinated by the Shipping register to be stored on the vessel and in the form of the vessel.

28. The shipping register is responsible for correctness of the standard rates of depreciation applied to assessment of technical condition according to provisions of this Chapter, appendix of 2 these rules including concerning established procedure of actions for check of availability/updating of information on the allowed residual sizes of case designs and other elements.

29. Damages of case designs which influence integrity and durability of design, water tightness or impermeability of the vessel in case of impact of the sea are subject to complete and urgent repair. At the same time special attention is paid on the following subjects to technical observation:

1) bottom designs and bottom covering;

2) outside covering of boards and onboard designs (including frames with their trailer fixtures);

3) deck designs and flooring of the deck; flooring and designs of the second bottom; flooring and designs of the second board;

4) water - oil or oil-tight partitions;

5) hatch closings and coamings of hatches;

6) welded connections of air pipes with flooring of decks;

7) heads of air pipes open decks;

8) fans, including gates.

30. If the damage found on one of the listed above case elements has the local or isolated character and does not influence constructive integrity of the vessel, the worker of the Shipping register approves accomplishment of temporary repair for recovery of water tightness of the case and its impermeability in case of impact of the sea, at the same time having exposed the requirement about need of accomplishment of complete repair at the scheduled time. If in port of presentation of the vessel there are no required repair capacities, the Shipping register according to the written appeal of shipowner considers the possibility of transition of the vessel directly to the port where there are required repair capacities. In necessary cases unloading of the vessel and/or accomplishment of temporary repair for ensuring the planned transition is required. Besides, in cases when as a result of survey defects of designs or corrosion which, negatively influence safety of further operation of the vessel are found, measures for their elimination are undertaken before operation of the vessel continues.

31. If for ensuring general longitudinal durability of the case the supporting superimposed strips are established, then assessment of technical condition of the case of the vessel includes detailed survey of these strips and welded seams without their dismantle. Special attention is paid on integrity of joint welded seams. In case of detection by the worker of the Shipping register of discrepancy of the sizes, configurations and locations of superimposed strips of the approved documentation on their installation, unsatisfactory condition of strips and welded seams, case designs under superimposed strips dismantle/repair of such superimposed strips is performed.

32. Results of survey of superimposed strips are fixed in documents of the Shipping register.

Paragraph 3. Types of surveys

33. When implementing classification activities the Shipping register carries out the following types of surveys:

1) initial;

2) next;

3) annual;

4) intermediate (dock);

5) extraordinary;

6) classification.

34. Vessels under pressure are exposed:

1) to outside survey – annually;

2) to internal survey – in 5 years;

3) to hydraulic testing – in 10 years.

35. Vessels under pressure with diameter of mouth less than 120 millimeters are subjected to hydraulic test in 5 years.

Paragraph 4. Initial survey

36. Initial survey is carried out:

1) after construction of the vessel;

2) after updating, re-equipment, upgrade or repair which consequence change of its type and appointment was;

3) in case of change of class of the vessel;

4) in case of acceptance on classification accounting of the vessel which does not have documents of the Shipping register including which was earlier on accounting of other classification body.

37. In case of initial survey compliance of elements of the vessel to the project and requirements of the Shipping register is checked, their design features and technical condition for assignment to the vessel of class and issue of documents of the Shipping register come to light.

38. The amount of initial survey of the vessel in operation is established depending on amount of re-equipment, upgrade or repair, service life of the vessel, technical condition of its elements, availability of technical documentation and makes at least an amount of the next and classification surveys.

39. The shipping register allows to reduce amount of initial survey to amount of annual survey in the presence of the existing certificate recognized by the Shipping register of classification body and the technical documentation necessary for check on compliance to requirements of the Shipping register.

40. In case of initial survey according to subitems 1) and 4) of Item 36 of these rules, register number is assigned to the vessel and documents of the Shipping register are issued.

Paragraph 5. Next survey

41. The next survey is carried out before classification survey for the purpose of determination of technical condition of elements of the vessel. By results of the next survey requirements after which accomplishment, the possibility of renewal of class of the vessel is determined are imposed.

42. Preparation of the vessel for survey and fault detection of its elements is performed in compliance to requirements of the Shipping register.

43. Frequency of the next surveys of courts is determined by frequency of classification surveys according to Item 49 of these rules.

Paragraph 6. Classification survey

44. Classification survey is carried out after the next survey on the vessel prepared for operation for the purpose of renewal of class and execution of the new classification certificate.

45. In case of classification survey the shipowner submits the documents confirming amount and quality of the works performed after the next survey, results of measurements of parameters, acts of testing of elements of the vessel, certificates on the replaced details.

46. In case of classification survey fulfillment of requirements, shown in case of the next survey is checked.

47. The vessel and its elements are checked for compliance to requirements of the Shipping register, and also features of design, technical characteristics, correctness of functioning, quality of installation, structure, completeness and other properties are checked.

48. After the specified actions technical condition of elements of the vessel and possibility of renewal of class of the vessel and recognition its suitable for swimming is determined.

49. The vessel is shown to classification survey once in 5 years, beginning of date of initial or last classification survey.

The shipping register changes period between classification (next) surveys of the vessel in general, or the enlarged its elements (the case, mechanisms, electric equipment) if it is caused by dynamics of change of their technical condition connected with age vessels, operating time of ship technical means, change of conditions of swimming. At reasonable request of the shipowner classification (next) surveys of the enlarged elements of the vessel are carried out to different terms.

Paragraph 7. Annual survey

50. Annual survey of the vessel is carried out to the period between classification surveys, includes control check of technical condition of the vessel and aims to determine that the vessel sufficiently answers conditions of confirmation of class.

51. In case of annual survey external examinations of elements of the vessel are performed mainly, checks in operation which amount is determined these rules are carried out.

52. Annual survey is carried out taking into account early and delays of surveys ± 3 months ("fork") of date of classification survey, with indication of in the Act of annual survey of date of the following survey taking into account "fork".

53. In year of carrying out intermediate (dock) survey and classification survey annual survey is not carried out.

Paragraph 8. Intermediate (dock) survey

54. All ocean ships, and the court mixed the river sea of swimming which are acknowledged suitable for operation, and also for courts with the restrictions providing decrease in external loads of the vessel case are subject to intermediate (dock) survey.

55. The ocean ships which allowed violation of the navigation area or the seasonal restrictions set by documents of the Shipping register are subject to extraordinary dock survey.
