In recent years in our country large-scale reforms on further enhancement of the electoral system, strengthening of legal guarantees of voters and participants of the electoral process, strengthening of the legal basis of openness, transparency and independence of elections and referendum are performed.
At the same time in the legislation on elections there is number of problems and legal gaps on the electoral process of People's Deputies in regional, district and city Kengasha in this connection there was need of their elimination.
Besides, adoption of the Constitutional Law of the Republic of Uzbekistan "About the Constitution of the Republic of Uzbekistan" requires modification and amendments and of the existing legal acts.
This Constitutional Law provides financing of expenses of the annual local budgets connected with preparation and elections of deputies instead of disposed, prohibition on appointment of the citizens having the outstanding or not removed criminal record for making of heavy or especially serious crimes on membership in regional, district, city, district and the precinct election commission. Also the legal basis of participation in elections and referendum and activities of descents of citizens becomes stronger.
This Constitutional Law will serve enhancement of the electoral system, strengthening of legal guarantees of participants of the electoral process, strengthening of the legal basis of activities of descents of citizens and participations in referendum.
