The railway administrations of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Latvia, the Republic of Lithuania, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, Ukraine, the Republic of Estonia which are hereinafter referred to as by the Parties agreed as follows:

Article 1

Transportation of goods in through international railway service between the railroads * the Parties is performed based on the Agreement on the international railway freight traffic (SMGS) taking into account features of application of its separate regulations stated in Annexes to this agreement.

The list of the provisions SMGS and SI to SMGS which are not applied in case of transportation of goods between stations of contracting parties is specified in Appendix 1 to this agreement.

The list of regulating documents and provisions by which it is necessary to be guided in case of non-use of provisions SMGS and the Staff instruction to SMGS (the SI to SMGS) is specified in Appendices 2, of 3, 4 and 5 to this agreement.

Appendices 1, of 2, of 3, 4 and 5 are integral part of this agreement.

Article 2

For the solution of the questions connected using this agreement, introduction in it of changes and amendments, and also the termination of its action meetings of authorized representatives of the Parties are convened.
