According to article 6 of the Law of Ukraine "About protection of the population against infectious diseases", the subitem 14 of Item 4, Item 8 of the Regulations on the Ministry of Health of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of March 25, 2015 No. 267 (in edition of the resolution of the Cabinet of Ministers of Ukraine of January 24, 2020 90), for the purpose of implementation of sanitary and anti-epidemic requirements to healthcare institutions, I order to No.:

1. Approve enclosed:

1) State sanitary standards and rules "Sanitary and Anti-epidemic Requirements to Again Constructed, Restored and Reconstructed Healthcare Institutions";

2) changes in some regulatory legal acts of the Ministry of Health of Ukraine.

2. (Alexey Danilenko) to provide to department of public health:

1) submission of this order in the procedure established by the legislation on state registration in the Ministry of Justice of Ukraine;

2) promulgation of this order on the official website of the Ministry of Health of Ukraine after implementation of state registration in the Ministry of Justice of Ukraine.

3. To impose control over the implementation of this order on the deputy minister of health care of Ukraine main thing of the state health officer of Ukraine Igor Kuzin.

4. This order becomes effective from the date of its official publication.

Changes in some orders of the Ministry of Health of Ukraine

9. In the State sanitary standards and the rules "Sanitary and Anti-epidemic Requirements to the Healthcare Institutions Giving Primary Medical (Medical and Sanitary) Care" approved by the order of the Ministry of Health of April 02, 2013 No. 259, registered in the Ministry of Justice of Ukraine on April 08, 2013 at No. 570/23102:

Item 1.3 of the Section and to exclude 1). With respect thereto to consider Item 1.4 Item 1.3;

Item 3.3 of the Section III to exclude 2). With respect thereto Items 3. 3.5 to consider 4, respectively by Items 3. 3, 3.4;

3) in the Section V:

state Item 5.3 in the following edition:

"5.3. Corrected equipping for ensuring compliance and the practician on hygiene of hands is established in all points of leaving, and also in rooms where the address with waste, household rooms for workers (for example, rooms for disguise), laundry, pharmaceutical divisions and laboratories is carried out.

The sink configuration for washing of hands, including its combination to the mixer, shall prevent liquid spraying. "5.4. Sinks for washing of hands are established taking into account the following:

1) in offices of acceptance of patients and rooms of carrying out medical manipulations the quantity of sinks for washing of hands is determined from calculation one sink for washing of hands on each office / room;

2) the wall/surface to which the sink for washing of hands fastens gets off with waterproof covering on height at least 31 centimeters over its side;

3) the point of exit/discharge of water from the mixer shall be at the height at least 26 centimeters from sink bottom for washing of hands;

4) the area of bowl of sink for washing of hands shall be at least 0,1 of m-2, and its minimum size shall constitute at least 23 centimeters;

5) dispenser with liquid soap are established so that during exit from it soap got on sink for washing of hands, but not on floor;

6) the dispenser for one-time paper towels is established so that in case of capture of paper towels water from hands got on sink, but not on floor. It is forbidden to establish hand-driers instead of dispensers for one-time paper towels;

7) near each sink for washing of hands reservoir for the used paper towels is established (for example, bucket with pedal or the holder for one-time sacks for waste);

8) it is forbidden to establish washstands for washing of hands in rooms in which sterile medical products, and are stored in the rooms requiring sterility of air;

9) mixers are established on wall or mounted in sink for washing of hands and shall turn on without participation of hands (the "free hands" function - activation by elbow, wrist, leg or remotely (sensorno);

10) sinks for washing of hands shall be fixed reliably to maintain vertical loading at least 115 kilograms in any point.";

"5.5. Drain tanks shall be equipped with pedal descents. Doors of cabins of bathrooms shall open outside.";
