About additional measures for further enhancement of system of ensuring seismic safety of the population and the territory of the Republic of Uzbekistan

The different disasters which are arising owing to strong earthquakes and tectonic movement of terrestrial plates, happening recently in foreign countries require acceleration of works on ensuring seismic safety in the country, implementations of modern approaches to this sphere.

For the purpose of implementation of new methods of ensuring seismic safety, increase in seismic stability of buildings and constructions, implementation in practice of modern system of forecasting of strong earthquakes and preparation for them:

1. Step by step to start since December 1, 2023 National system of the early notification about strong earthquakes in the republic and to determine the Ministry of Emergency Situations responsible for this system.

Determine that within this National system on the basis of integration with the stations entering global system of the international seismic observations:

a) monitoring of the seismic phenomena in Uzbekistan and in the territories, border with it, is conducted in real time;

b) after registration of strong fluctuations on two and more seismic stations located near earthquake epicenter, and determination of earthquake in the territory of the republic measuring 5 points and above on MSK-64 scale:

by means of special programs at seismological stations seismic data are automatically analyzed and earthquake parameters are quickly determined;

by means of the "Notification about Strong Earthquake" mobile application in only a few seconds the urgent notification about the approaching strong earthquake in certain territories of the republic is distributed to the population.

All expenses connected with start of National system of the early notification about strong earthquakes in the republic become covered at the expense of Fund for support of the sphere of seismology, ensuring seismic stability of constructions and seismic safety (further - Fund).

2. Determine that within forming of single system of conducting seismological observations on water storage basins in the territory of the republic by the Republican center of seismoprognostic monitoring of the Ministry of Emergency Situations performs the following:

conducting seismological and seismometric observations on dikes of water storage basins;

conducting monitoring of earthquakes when filling water storage basins;

assessment of change of the seismic mode in the course of filling with water of water storage basins and water use.

3. Start since August 1, 2023 the electronic platform "Seismological Observations on Water Storage Basins" (further - electronic platform) and to determine responsible for its maintaining the Republican center of seismoprognostic monitoring.

To finance the expenses connected with development and ensuring functioning of electronic platform by fund.

4. Establish since September 1, 2023 procedure according to which after registration of earthquakes measuring 5 points and above on MSK-64 scale on dikes of water storage basins on which conducting seismological and seismometric observations is adjusted:

a) The republican center of seismoprognostic monitoring quickly enters in electronic platform data of seismological and seismometric observations;

b) the organizations responsible for dikes of water storage basins, without delay reveal and bring such negative effects of earthquakes as sedimentation, shift, formation of breaks, change of the mode of filtering in electronic platform;

c) Academy of Sciences in three-day time:

on the basis of the data entered in electronic platform studies dynamic properties of dikes of water storage basins and carries out assessment of their intense deformed condition;

prepares information on dynamic condition of dikes of water storage basins taking into account change of the seismic mode in the received these seismological and seismometric observations, the conclusion for acceptance of adequate measures, and also brings them in electronic platform;

d) the organizations responsible for dikes of water storage basins, together with the Ministry of Emergency Situations, Academy of Sciences and public authorities on places when specifying in the conclusions introduced in electronic platform, cases of emergence of emergency situations without delay develop and realize adequate measures and the action program.

5. Since August 1, 2023:

implement practice of advanced training of the ranking officers performing activities on water storage basins on conducting seismological and seismometric observations and primary analysis each two years;

determine the Ministry of Emergency Situations and Academy of Sciences responsible for the organization and carrying out professional development course.

Assign to heads of the state bodies and organizations responsible for water storage basins and dikes in the territory of the republic, the personal responsibility for strict ensuring participation of the workers who are engaged in seismological and seismometric observations on professional development course according to the scheduled plan of the Ministry of Emergency Situations and Academy of Sciences.

6. Take the following measures:

approve the Program of measures for ensuring seismic safety and strengthening of control in construction (further - the Program of measures) according to appendix No. 1;

form Republican council on coordination of actions of ensuring seismic safety of the population and the territory of the Republic of Uzbekistan (further - Republican council) in structure according to appendix No. 2.

Determine the main objectives of Republican council:

regular coordination of activities of executives in charge within providing timely and high-quality program implementation of measures;

the organization of carrying out tool and technical inspection (microdynamic testing) of seismic stability of structures of all buildings and constructions in regions, including two and more floors built new by number of storeys, by means of the modern special equipment;

the organization of development of methods, new constructive solutions of seismic protection of buildings and constructions, including with involvement of the project organizations, within the organization of works on ensuring seismic safety of the territories;

coordination of development of evidence-based measures for assessment of different levels of seismic risk in seismoactive zones and to decrease in losses from earthquakes;
