O enhancement of mechanisms of the state control and implementation of the "digital power control" system in fuel and energy industry

In recent years in the country system work on effective use of fuel and energy resources, prevention of cases of their plunder, and also implementation of market mechanisms by investment attraction is carried out to this sphere.

At the same time number of system problems in ensuring the state control in fuel and energy industry remains.

In particular, weakening of vertical management and strict departmental control in system of fuel and energy providing is the reason of increase in cases of plunder of energy resources.

Incomplete application of modern information and communication means in control of processes from production before delivery to the consumer of fuel and energy resources leads to preserving human factor at the high level.

Lack of system information exchange between the manufacturing companies, suppliers and the controlling departments, does not give to mutual integration of their information resources the chance to timely reveal and eliminate discrepancies between amounts of fuel and energy resources.

Lack of system of encouragement for messages on offenses in fuel and energy industry is the reason of inefficient implementation of public control in this direction.

Not co-ordination of strict payment discipline for the consumed fuel and energy resources, lack of implementation of modern methods of collection is led to increase in debt in the field of that in turn does not give the chance to the supplying companies timely to modernize networks and devices.

Along with it the collected system problems in fuel and energy industry became the reason of formation of deficit of natural gas and electrical energy during abnormally cold period and afterwards led to serious and fair discontent of the population of the country.

For the purpose of implementation of new mechanisms of the state control of use of fuel and energy resources, further broader application of digitalization in the field of:

1. Determine the priority directions of the state control of use of fuel and energy resources:

the prevention and suppression of cases of illegal use and plunder of fuel and energy resources, ensuring inevitability of responsibility of persons which violated requirements of the law by strengthening of the state control in this direction;

complete implementation of the "digital power control" system in production process (production), conversion, transfer (transportation), storage, distribution and consumption of fuel and energy resources, and also their quantitative preserving;

ensuring timely and complete execution of acts of the legislation, the measures determined in programs and projects, in fuel and energy industry, forming of single law-enforcement practice in the field of;

permanent studying of expenditure and quality of fuel and energy resources, check of condition of suitability of devices;

establishment of daily control of strict observance of the established requirements for consumption of fuel and energy resources.

2. Agree with the offer of the Prosecutor General's Office, the Department of Energy, the Ministry of digital technologies and the Ministries of Internal Affairs about complete implementation of the automated control systems and accounting of use of electrical energy and natural gas, and also adjustment of new system of the prevention and suppression of cases of plunder of fuel and energy resources.

At the same time to approve:

Structure of the Republican headquarters on the effective organization and coordination of the state control of use of fuel and energy resources according to appendix No. 1;

Standard structure of regional staffs on the effective organization and coordination of the state control of use of fuel and energy resources according to appendix No. 2;

Standard structure of district (city) staffs on the effective organization and coordination of the state control of use of fuel and energy resources according to appendix No. 3.

Determine the main objectives of the Republican headquarters (Sh. A. Aminov), regional and district (city) staffs:

taking measures to the prevention and suppression of cases of illegal use and plunder of fuel and energy resources;

control of timely and complete execution of acts of the legislation, the measures determined in programs and projects, in fuel and energy industry on permanent basis;

regular carrying out critical discussions of results of activities of headquarters and acceptance of system measures for enhancement of their work;

establishment of daily control of forced execution of executive acts on debt collection for the consumed fuel and energy resources;

development of offers on transformation of this industry to "the sphere without corruption" on the basis of carrying out the regular analysis of mutual compliance of acts of the legislation and law-enforcement practice in fuel and energy industry, and also corruptogenic factors in them.

3. Approve "Road map" on further strengthening of the state control of use of fuel and energy resources, realization of immediate measures according to the prevention and ensuring inevitability of responsibility for offenses in this industry according to appendix No. 4.

4. For the purpose of establishment of public control over rational use of fuel and energy resources to establish procedure according to which since September 1, 2023:

photo and video content about the offenses connected with abuse of regulations of use of electrical, heat energy and gas, the Energy ministries sent by citizens to special information system on the Internet is considered in accordance with the established procedure;

persons which directed photo and video content about offenses are encouraged with the monetary reward;

identification of offenders on the photo and video content directed on the facts of offenses is performed by law-enforcement bodies at the request of territorial authorities of the Department of Energy.
