According to parts 2 and 17 of article 16 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Approve enclosed:

the list of cases in case of which authentication with use of information systems of the organizations performing authentication on the basis of biometric personal data of physical persons is not allowed, approved with Federal Security Service of the Russian Federation and the Central bank of the Russian Federation;

the list of cases in case of which use of biometric personal data which consent of physical person to processing is signed by the simple digital signature, the right of creation (replacement) and which issue of key according to the procedure is allowed stipulated by the legislation the Russian Federation in the field of use of digital signatures, has the organization performing authentication on the basis of biometric personal data of physical persons, approved with Federal Security Service of the Russian Federation.

8. Delivery of the simple mailings addressed poste restante, the registered mailings, payment of postal money transfers to addressees (authorized representatives) in departments of mail service of Russian Post joint-stock company in cases if the announced value of such mailings (the amount of postal money transfers) does not exceed 2500 rubles.
