About modification of some Orders of the Government (increase in effective management of financial resources of National fund of regional and local development)

Based on part (4) Article 3 and part (1) article 7 of the Law No. 27/2022 on National fund of regional and local development (The official monitor of the Republic of Moldova, 2022, No. 60, the Art. 76) DECIDES: the Government

1. In the Order of the Government No. 152/2022 about approval of the Regulations on management of financial resources of National fund of regional and local development (Official monitor of the Republic of Moldova, 2022, No. 78, of the Art. 207), with subsequent changes, to make the following changes:

The subitem 3) of Item 1 of the resolution to state 1) in the following edition:

"3) Regulations on the organization of tenders by determination, assessment and approval of the projects in the field of local development within the National program "European Village" offered to financing from National fund of regional and local development according to appendix No. 3.";

2) in appendix No. 1:

Beneficiaries of fund shall provide to the financing subject information connected with the course of implementation of investment projects in the structure and format established by it.";

m) add with Item 32-1 of the following content:

"32-1. The agencies of regional development and the subject of program implementation and projects of regional and local development keep financial accounting of the funds allocated from Fund according to national accounting standards.";

n) 3) of Item 34 to add the subitem with the offer of the following content: "The report contains data on beneficiaries of these projects, with breakdown by gender criterion;";

o) state Item 36 in the following edition:

"36. The fund is subject to audit inspection. Periodically, in process of completion of financing of the programs and projects included in the Single program document, fund is subject to audit inspection from Audit Chamber.

Audit reports are submitted to body for development of policy of regional development, Council and the Ministry of Finance.

Audit reports are published on official web pages of responsible organizations.";

"36-1. In case of projects implementation with assistance of partners in development correctness of expenditure of funds for projects implementation is subject to annual audit from the international donors, including from specialized agencies of the European Union and other organizations which promote forming of fund.";
