For the purpose of enhancement of activities of bodies and organizations of foreign states for adoption (adoption) of children in the territory of the Russian Federation and control of its implementation the Government of the Russian Federation decides:
1. Approve the enclosed Regulations on activities of bodies and the organizations of foreign states for adoption (adoption) of children in the territory of the Russian Federation and control of its implementation.
2. Assign to the Ministry of Public Education of the Russian Federation powers on issue of permissions to opening of representative offices of foreign state bodies and the organizations for adoption (adoption) of children in the territory of the Russian Federation and operating authorities on adoption (adoption) of children in the territory of the Russian Federation by representative offices of foreign non-profit non-governmental organizations and to control of their activities.
3. To the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Ministry of Justice of the Russian Federation to render in limits to the competence assistance to the Ministry of Public Education of the Russian Federation in issue of the permissions specified in Item 2 of this resolution.
