PRESIDENTIAL DECREE OF THE REPUBLIC OF UZBEKISTAN

of June 12, 2023 No. UP-92

About modification and amendments, and also recognition voided some acts of the President of the Republic of Uzbekistan in connection with formation of the Ministry of youth policy and sport

According to the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies" and the resolution of the President of the Republic of Uzbekistan of April 7, 2023 No. PP-114 "About measures for the effective organization of public administration in the field of youth policy and sport within administrative reforms":

1. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 1, providing:

formation of structural division on realization and coordination of the state youth policy by transfer of 21 established posts of the Agency on cases of youth to central office of the Ministry of youth policy and sport;

assignment on Agency on cases of youth of the additional tasks connected with support and the organization of informative carrying out free time of youth and also transfer to the Ministry of youth policy and sport of separate tasks of the agency in the field of the state youth policy;

statement of updated structure of the Republican commission on coordination of questions of work with youth in махаллях;

inclusion in the Inventory (works, services) which procurement is conducted by the state customers under direct agreements, not made in the republic of sports equipment, the equipment, equipment and other equipment necessary for the international sports competitions and professional athletes, based on requirements and recommendations of the international sports federations (associations);

increase in quantity of sports at the competitions which are carried out within "The Olympic Games of five initiatives" and also the organization of competitions in the corresponding sports among persons physically challenged and disability;

annual carrying out on the eve of the national holiday Nowruz of the International Competition of Equestrians with participation of horses of breed Karabair also in other regions of the republic;

the organization of activities of circles for hand-to-hand fight at sports schools for the purpose of its further promoting, selection and orientation to professional sport of talented athletes;

transfer of the XIX summer Asian and IV Paraziatsky games held in the city of Hangzhou (China) since 2022 for 2023 based on the decision made by the Olympic council of Asia and the organization with respect thereto complex training of athletes of Uzbekistan;

placement of the International institute of kurash in the Olympic town which is under construction for holding the IV summer Asian and V Paraziatsky games among youth in 2025 in the city of Tashkent;

exception of the operating regulatory legal acts of the obsolete, lost the relevance and duplicating each other regulations.

2. Recognize invalid some acts of the President of the Republic of Uzbekistan according to appendix No. 2.

3. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the adviser to the President of the Republic of Uzbekistan K. K. Kuranbayev.

 

Appendix №1

to the Presidential decree of the Republic of Uzbekistan of June 12, 2023 No. UP-92

Changes and additions made to some acts of the President of the Republic of Uzbekistan

1. In the Presidential decree of the Republic of Uzbekistan of March 5, 2018 No. UP-5368 "About Measures for Radical Enhancement of System of Public Administration in the field of Physical Culture and Sport":

a) in Item 1:

in paragraph one of the word "The Ministries of Tourism and Sport (Further — the Ministry), the Ministries of Finance, the State Committee on Tourism Development" shall be replaced with words "The ministries of youth policy and sport (further - the Ministry), the Ministry of Culture and tourism, the Ministry of Economics and finance";

in the paragraph the second "The center of scientific and methodical providing, retraining and advanced training of specialists in physical culture and sport under the Uzbek state institute of physical culture in maintaining the Ministry (further - the Center)" shall be replaced with words words "Institute of retraining and advanced training of specialists in physical culture and sport (further - Institute) in maintaining the Ministry";

b) in paragraph three of Item 3 of the word "Center" and "professional" to replace respectively with words "Institute" and "professional, and also the highest";

c) in item 4:

in paragraph three of the word of "children's and youth sports schools" shall be replaced with words "sports schools";

word in paragraph four of "specialized children's and youth sports schools" shall be replaced with words "specialized sports schools";

d) third Item 5 to exclude the paragraph.

2. In the column "Executives in charge" of line item of the 9th appendix No. 1 to the Presidential decree of the Republic of Uzbekistan of April 16, 2018 No. UP-5416 "About Measures for Radical Enhancement of Activities in the Religious and Educational Sphere" of the word "The ministry of physical culture and sport (Sh. Isroilov), Ministry of Culture (B. Sayfullayev), ON Uzbekkino (F. Zokirov), National broadcasting company (A. Hodzhayev), NAESMI (F. Abdukhalikov)" shall be replaced with words "The ministry of youth policy and sport (A. Ikramov), the Ministry of Culture and tourism (O. Nazarbekov), National broadcasting company (A. Hodzhayev), National media association of Uzbekistan (A. Abutalipov)".

3. In paragraph one of Item 9 of the Regulations on the pardon procedure in the Republic of Uzbekistan approved by the Presidential decree of the Republic of Uzbekistan of May 8, 2018 No. UP-5439, of the word "The Ministries of Support Waved Also Families" and "Agencies on Cases of Youth" to replace respectively with the words "Ministries of Employment and Reducing Poverty" and "Ministries of Youth Policy and Sport".

4. In paragraph four of the subitem "b" of Item 6 of the Presidential decree of the Republic of Uzbekistan of January 14, 2019 shall be replaced with words No. UP-5630 "About Measures for Radical Enhancement of Management System State Assets, Anti-monopoly Regulation and Capital Market" of the word "in Fund of support of sport under the Ministry of development of sport" "in Fund of support of sport under the Ministry of youth policy and sport".

5. In appendix to the Concept of development of system of national education of the Republic of Uzbekistan till 2030 approved by the Presidential decree of the Republic of Uzbekistan of April 29, 2019 No. UP-5712:

a) in the column "Responsible Ministries and Departments" of line item 22 words "Ministry of Finance, Ministry of National Education, Ministry of Development of Sport" shall be replaced with words "The Ministry of Economics and finance, the Ministry of preschool and school education, the Ministry of youth policy and sport";

b) in the column "Responsible Ministries and Departments" of line item 23 words "Ministry of Development of Sport, Ministry of Finance, Ministry of National Education" shall be replaced with words "The ministry of youth policy and sport, the Ministry of Economics and finance, the Ministry of preschool and school education";

c) in the column "Responsible Ministries and Departments" of line item 24 words "Ministry of National Education, Ministry of Development of Sport" shall be replaced with words "The ministry of preschool and school education, the Ministry of youth policy and sport".

6. In the Presidential decree of the Republic of Uzbekistan of August 26, 2019 No. UP-5787 "About Measures for Further Enhancement of Procedure for Financing of Works on Construction, Reconstruction, Capital Repairs and Equipment of Objects of Physical Culture and Sport":

a) in Item 1 of the word "The Ministries of Physical Culture and Sport (Further — the Ministry), the Ministries of Economy and Industry, the Ministries of Finance" shall be replaced with words "The ministries of youth policy and sport (further - the Ministry), the Ministry of Economics and finance";

b) to exclude the paragraph of the seventh of Item 2;

c) in Item 8:

in the subitem "a":

third to exclude the paragraph;

the fourth to consider the paragraph the paragraph third;

to exclude from the paragraph of the third subitem "b" of the word "content of district (city) departments of physical culture and sport, and also";

a) in paragraph five of Item 2 of the word "Ministries of Physical Culture and Sport" shall be replaced with words "The ministries of youth policy and sport";

b) in paragraphs five and pole of item 4 of the word of "colleges of the Olympic reserve" shall be replaced with words "the centers for preparation for the Olympic and Paralympic sports";

c) in paragraph three of Item 5 of the word "The ministry of development of sport" shall be replaced with words "The ministry of youth policy and sport";

d) in Item 6:

word in paragraph one "The ministry of tourism and sport" shall be replaced with words "The ministry of youth policy and sport";

Implementation of selection (selection) of football players in football schools under Association of soccer of Uzbekistan (further - football schools), football academies, private football schools, football academies under professional football clubs and national teams by results of competitions "Football league of sports schools". "18. Establish the following procedure for control of execution of this Decree:

to the minister of youth policy and sport of the Republic of Uzbekistan A. I. Ikramov - to provide acceptance of all necessary measures for achievement of target indicators of the Concept, to execution of the Concept and "Road map", to popularize among the population, especially youth, physical culture and sport, to perform close cooperation with federations (associations) on sports in this direction, to organize efficient public control in the field of, to give to the responsible organizations practical and methodical help on timely and high-quality realization of the tasks determined in this Decree and also to monthly enter information on its execution in the Cabinet of Ministers of the Republic of Uzbekistan;

- to provide to the Minister of Construction and Housing and Communal Services of the Republic of Uzbekistan B. I. Zakirov development of standard projects of gyms (on boxing, kurash, fitness, gymnastics), soccer, volleyball, basketball, badmintonny and tennis courts from the available, energy saving and quickly constructed designs and materials based on innovative technologies to review the construction regulations and standards which are available in the field of and also to establish the state architectural construction supervision behind high-quality accomplishment of installation and construction works;

To the chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent, areas (cities) - it is effective to organize work on specialization of regions on the priority, perspective, developing sports, financing in full and to carrying out at the high level of regional sports competitions according to schedules sports and physical cultural events;

to heads of the responsible ministries, departments and organizations - to take all measures for timely, high-quality and full accomplishment of the actions provided by the Concept and "Road map", to creation of necessary conditions for sports improvement, and also promotion of healthy lifestyle among workers;

to the CEO of National news agency of Uzbekistan A. K. Kuchimov, the chairman of National broadcasting company of Uzbekistan A. D. Hadzhayev, the director of the Agency of information and mass communications in case of Administration of the President of the Republic of Uzbekistan A. A. Hodzhayev - to organize Articles, briefings, press conferences, thematic telecasts on illumination of essence and content, and also practical value of this Decree";

e) in appendix No. 1:

in paragraph three of Item 1 of the word of "children's and youth sports schools" shall be replaced with words "sports schools";

in Item 3:

in the paragraph the forty sixth words "children's and youth sports schools" shall be replaced with words "sports schools";

in the paragraph fifty third shall be replaced with words words of "children's and youth sports schools" "sports schools";

in paragraph six of Item 5.2 of the word "children's and youth sports schools" shall be replaced with words "sports schools";

9. In the Presidential decree of the Republic of Uzbekistan of March 26, 2020 No. UP-5975 "About Measures for Cardinal Updating of State Policy in the field of Development of Economy and Reducing Poverty":

a) in paragraph six of the subitem "b" of Item 1 of the word "The ministry of preschool education, the Ministry of national education, the Ministry of the higher and secondary vocational education, the Ministry of Health, the Ministry of physical culture and sport, the Ministry of Culture" shall be replaced with words "The ministry of preschool and school education, the Ministry of the higher education, science and innovations, the Ministry of Health, the Ministry of youth policy and sport, the Ministry of Culture and tourism";

10. In the Presidential decree of the Republic of Uzbekistan of June 30, 2020 No. UP-6017 "About Measures for Radical Reforming and Raising on the New Level of the State Youth Policy in the Republic of Uzbekistan":

a) to add Item 1 before words of Republic of Uzbekistan with the words "under the Ministry of youth policy and sport";

b) state Item 2 in the following edition:

"2. Determine the main objectives and activities of the Agency:

implementation of the measures directed to realization of five important initiatives including tasks of broad involvement of youth to culture, art, physical training and sport, increases in its literacy in information technologies, promotion of reading books among youth, employment of women;

implementation of measures, directed to the informative organization of free time of youth;

implementation of measures, directed to education of youth in the spirit of military patriotism and increase in their legal literacy;

preparation of offers on enhancement of the regulatory legal acts directed to support of youth in the country, protection of its rights and legitimate interests;

education of youth in the spirit of commitment to the Homeland, respect for national and universal values, protection against information doing harm to health of youth, broad involvement of the growing-up younger generation to science and innovations, the implementation of measures directed to consolidation of youth around the idea "From national revival - to national progress!";

protection of the rights, freedoms and legitimate interests of youth, active participation in prevention of offenses and crime among youth, including in implementation of measures, the offenses directed to special prevention;

implementation of effective cooperation with non-state non-profit organizations and other institutes of civil society in implementation process of the state youth policy;

the organization of social legal protection of the youth needing social protection, from among orphans and without parental support, and also participation in implementation of measures for social resettlement and social adaptation of the youth which was injured from offenses inclined to making of offenses, made offenses, including previously convicted and exempted from places of detention;

support of aspiration of youth to intellectual development;

assistance of employment and business activity of youth;

assistance in creation of media products for youth audience";

c) the fifteenth Item 3 to exclude the paragraph;

d) in paragraph one of the subitem "v" of Item 5 of the word "The ministry of the higher and secondary vocational education, the Ministry of national education, Agency on development of medico-social services and the Ministry of support also families waved" shall be replaced with words "The ministry of the higher education, science and innovations, the Ministry of preschool and school education and the Ministry of employment and reducing poverty";
