I ORDER:

1. Bring in the order of the Minister of Energy of the Republic of Kazakhstan of December 3, 2015 No. 691 "About approval of Rules of rendering services by the system operator, the organizations and functioning of the market of system and support services" (it is registered in the Register of state registration of regulatory legal acts for No. 12562) the following change:

Rules of rendering services by the system operator, the organizations and functioning of the market of system and support services to be reworded as follows according to appendix to this order.

2. To provide to development department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective since July 1, 2023 and is subject to official publication.

Rules of rendering services by the system operator, organizations and functioning of the market of system and support services

Chapter 1. General provisions

1. These rules of rendering services by the system operator, the organizations and functioning of the market of system and support services (further – Rules) are developed according to the subitem 23) of article 5 of the Law of the Republic of Kazakhstan "About power industry" (further – the Law) and determine procedure for rendering services by the system operator, the organizations and functioning of the market of system and support services.

2. Rules extend to all subjects of the wholesale market of electrical energy.

3. In Rules the following basic concepts and determinations are used:

1) the dispatcher – the worker authorized on behalf of dispatch center to make commands and orders to the dispatcher of subordinate dispatch center or operation personnel of subjects of power industry on management of the electrical power mode and operational condition of the electric equipment, devices and power networks in operational zone of the corresponding dispatch center;

2) dispatching team – specifying to make (to refrain from making) the specific action (actions) for management of technological operating modes and operational condition of the electric equipment, devices and power networks issued by the communication channels dispatcher of higher dispatch center to the dispatcher of subordinate dispatch center or operation personnel of subjects of power industry;

3) operational management – the organization of management of operational condition of the electric equipment, devices and power networks in case of which the operational condition of the specified equipment, devices and power networks changes only on dispatcher command of the corresponding dispatch center;

4) operational maintaining – the organization of management of operational condition of the electric equipment, devices and power networks in case of which accomplishment of transactions with the specified equipment, devices and power networks is made with the permission of the dispatcher of higher level of supervisory control under which authority the specified equipment and devices are;

5) system restrictions – maximum permissible values of technological parameters of functioning of single electric utility system of the Republic of Kazakhstan (further – EEC of Kazakhstan);

6) normal working hours of EEC of Kazakhstan – the set operating mode in case of which all elements of electric utility system provided when planning the mode work and is provided electric utility service of all consumers of electrical energy in accordance with the terms of the signed agreements;

7) postemergency operation of work of EEC of Kazakhstan – the set mode arising after emergency shutdown of the damaged element of electric utility system and proceeding before recovery of normal operating mode;

8) reserve of electric power of EEC of Kazakhstan – the electric power of aggregates of the power making organizations having required structure, size, and also the degree of readiness for scheduling conforming to the requirements provided by the agreement;

9) the actual balance of production consumption of electrical energy in the wholesale market of electrical energy of the Republic of Kazakhstan (further – the actual balance) – the document constituted by the system operator displaying amounts of the delivered and consumed electrical energy for settlement period;

10) centralized supervisory control – the process of continuous management performed by the system operator technically the coordinated work of the power making, power transferring, power supplying organizations and consumers of electrical energy, the providing normative level of reliability of EEC of Kazakhstan and respect for normative quality of electrical energy;

11) digital mining – the process of carrying out computing transactions with use of computer, energy capacities according to the set algorithms of enciphering and data processing providing confirmation of integrity of blocks of data in objects of informatization by means of blokcheyn;

12) the purchase and sale agreement of electrical energy – the agreement signed between subjects of the wholesale market of electrical energy on purchase (sale) of electrical energy with their physical delivery to certain period;

13) electric utility service restriction – interruption in supply of electrical energy to the consumer fully or partially.

Other concepts and terms used in Rules are applied according to the legislation of the Republic of Kazakhstan in the field of power industry.

4. The system operator renders on contractual basis to subjects of the wholesale market of electrical energy the following types of system services:

1) on transfer of electrical energy on national power grid;

2) on use of national power grid;

3) on technical scheduling;

4) on capacity reservation;

5) on the organization of balancing of production (consumption) of electrical energy.
