About introduction of amendments to some orders of the Department of Energy of the Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders to which changes, according to appendix to this order are made.

2. To provide to development department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective since July 1, 2023, except for Items 3 and 6 of the enclosed list of some orders approved by this order which become effective after day of its first official publication.

For ensuring monitoring all amount of the loading connected to special automatic equipment of shutdown of loading is equipped with the telemetry devices providing automatic data transmission according to the procedure, the stipulated in Item 191 order of the Minister of Energy of the Republic of Kazakhstan of December 18, 2014 to No. 210 "About approval of Power grid rules" (it is registered in the Register of state registration of regulatory legal acts for No. 10899), under the approved protocols of data transmission and lists of exchange of telemetry, on control office of the system operator.";

"29. Unloading of hydrogenerators is performed by shutdown of the switch of the generator with the subsequent closing of the directing device.

The type and amount of automatic unloading of power plants are determined based on conditions of ensuring dynamic and static stability, exception of current overload of the equipment in case of the emergency shutdowns arising in electric utility system or its separate nodes.

Automatic unloading of power plant is carried out at block power plants, hydroelectric power stations and power plants on the basis of renewable energy resources, irrespective of type of property, working as a part of single electric utility system.

Application of automatic unloading of power plants in single electric utility system is determined by the system operator.".

In the order of the Minister of Energy of the Republic of Kazakhstan of February 20, 2015 No. 111 "About approval of Rules of the organization and functioning of the retail market of electrical energy, and also provision of services in this market" (it is registered in the Register of state registration of regulatory legal acts No. 10533) the following changes:

1) settlement period – the interval of time determined by the agreement of electric utility service for which calculation for the rendered services and/or delivery of electrical energy is made;

2) the actual balance – the document constituted by the power transferring organization operating power networks of the regional level, establishing address distribution of amounts of the delivered and consumed electrical energy subjects in the retail market of electrical energy for settlement period;

3) power networks of the regional level – set of substations, distributing devices and the power lines connecting them intended for transfer of electrical energy between areas in one area or between districts of different areas;

4) specifications – the technical requirements necessary for execution of connection to power networks;

5) the agreement of electric utility service – the agreement signed on the basis of the standard agreement of electric utility service according to which the power supplying organization shall give to the consumer through the attached network electrical energy and the consumer shall pay the accepted electrical energy, and also observe the mode of its consumption provided by the agreement, ensure safety of operation of the power networks which are under its authority and operability of the devices used by it and the equipment connected with consumption of electrical energy.
