Article 1

Article 8 to add 2) with part 16 of the following content:

"16. Determine that till June 30, 2024 inclusive the state unitary enterprises of the subject of the Russian Federation to which legal acts of appropriate subject of the Russian Federation assign powers on supply of medicines, specialized products of clinical nutrition, medical products, consumable materials, means for disinfection, and also services in storage and delivery of the corresponding goods, works on repair and maintenance of medical products conduct procurement for the purposes of obligation fulfillment under the contracts signed based on part 76 of article 112 of the Federal Law of April 5, 2013 No. 44-FZ "About contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs", being guided by provisions of regulatory legal acts, 3 Articles accepted by the Government of the Russian Federation according to part 14, part 6 of Article 23, Item 6 of part 1 and part 5 of Article 33, Item 2 of part 29 of article 34 of the Federal Law of April 5, 2013 No. 44-FZ "About contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs".".

1) in Article 15:

a) in the subitem "b" of Item 2 of part 2.1 of the word "with Item 2" shall be replaced with words "with Items 2 and 6.1";

b) add part 4.1 with the new second offer of the following content: "When implementing by joint-stock companies which hundred percent of shares belongs to the subject of the Russian Federation of purchases for the purposes of obligation fulfillment under the contracts signed based on Item 6.1 of part 1 of article 93 of this Federal Law for such joint-stock companies the provisions of this Federal Law governing the relations, specified in Items 2, 3 and 4 parts 1 of article 1 of this Federal Law extend.";

2) in Article 93:

a) add part 1 with Item 6.1 of the following content:

"6. 1) implementation of the subject of the Russian Federation by executive bodies, public institutions of the subject of the Russian Federation (local government offices of the municipalities which are part of the subject of the Russian Federation) of purchase of medicines, specialized products of clinical nutrition, medical products, consumable materials, means for disinfection, and also services in storage and delivery of the corresponding goods, works on repair and maintenance of medical products at the state unitary enterprise of appropriate subject of the Russian Federation or at joint-stock company which hundred percent of shares belongs to appropriate subject of the Russian Federation;";

b) regarding 2 figures "6, 9" to replace with figures "6, 6.1, 9";

c) regarding 4 figures "6, 11" to replace with figures "6, 6.1, 11";

Article 112 to add 3) with part 76 of the following content:

"76. Determine that till June 30, 2024 inclusive executive bodies of the subject of the Russian Federation, public institutions of the subject of the Russian Federation (local government offices of the municipalities which are part of the subject of the Russian Federation) have the right to conduct procurement of medicines, specialized products of clinical nutrition, medical products, consumable materials, means for disinfection, and also services in storage and delivery of the corresponding goods, works on repair and maintenance of medical products at the state unitary enterprise of appropriate subject of the Russian Federation if legal acts of appropriate subject of the Russian Federation to such company assign powers on delivery of such goods, rendering such services, accomplishment of such works for needs of these customers. When implementing such purchase the customer according to the procedure and the term which are provided by part 2 of article 93 of this Federal Law sends to the relevant regulatory authority in the field of purchases the notification on such purchase. The notice on implementation of such purchase is not required. When implementing such purchase the customer determines and proves the contract price according to this Federal Law and includes reasons for the price of the contract in the contract.".

Article 3

In the paragraph the second the subitem "e" of Item 31 of article 5 of the Federal Law of July 2, 2021 No. 360-FZ "About modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2021, No. 27, Art. 5188; 2022, No. 16, Art. 2606; No. 45, the Art. 7665) of figure "6, 11" to replace with figures "6, 6.1, 11".

Article 4

1. This Federal Law becomes effective from the date of its official publication, except for Item 1 of Article 1, of Items 1 and 2 of article 2 of this Federal Law.

2. Item 1 of Article 1, Items 1 and 2 of article 2 of this Federal Law become effective since July 1, 2024.
