About modification and amendments in Regulations on procedure for passing of military service by citizens of the Republic of Uzbekistan in connection with realization of the complex measures directed to increase in combat training and potential of armed forces

For last period the large-scale work directed to increase in the authority of Armed Forces of the Republic of Uzbekistan, and also formation of the military personnel who honesty fulfills the holy duty, by the powerful, operational and effective force capable to give worthy repulse to any threats and challenges is carried out.

All this awakens in the people, especially youth, Uzbekistan pride for national army, respect and honoring of such nice profession as the defender of the Homeland.

At the same time successful realization of large-scale reforms in this direction to some extent depends on combat training and potential of Armed Forces, and also enhancement of the legislation of the sphere.

For the purpose of completion of armed forces of the Republic of Uzbekistan by comprehensively mature, healthy, physically strong patriotic military personnel having intellectual potential, strengthenings in their consciousness of feeling of national pride, commitment to the Homeland and patriotism, optimization of procedure for passing of military service, enhancement of legal support of implementable reforms, and also consecutive implementation of the tasks determined in the Strategy of actions:

1. Make changes and additions to the Regulations on procedure for passing of military service by citizens of the Republic of Uzbekistan approved by the resolution of the President of the Republic of Uzbekistan of September 12, 2019 No. PP-4447, according to appendix providing:

reduction of the regulations determined in the Provision in compliance with the existing acts of the legislation in the field of passing of military service by citizens;

enhancement of mechanisms of identification and elimination of the regulations creating conditions for corruption in the field of passing of military service by citizens;

specific determination of mechanisms of social protection of the military personnel, guarantees, privileges and compensations.

2. Determine that the expenses connected with implementation of this resolution become covered at the expense of the budgetary funds which are annually selected to the ministries and departments which are part of Armed Forces of the Republic of Uzbekistan, the extrabudgetary funds and other sources which are not prohibited by the legislation.

3. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the secretary of the Security Council in case of the President of the Republic of Uzbekistan V. V. Makhmudov.

Appendix

to the Resolution of the President of the Republic of Uzbekistan of August 3, 2023 No. PP-259

Changes and additions made to the Regulations on procedure for passing of military service by citizens of the Republic of Uzbekistan approved by the resolution of the President of the Republic of Uzbekistan of September 12, 2019 No. PP-4447

1. The fourth Item 1 to state the paragraph in the following edition:

"governs the relations connected with passing by citizens of active duty at the call of and to the contract in armed forces of the Republic of Uzbekistan (further - Armed Forces), in the ministries, committees and departments (further - the ministries) in which passing of military service, and also the citizens consisting in reserve (inventory) of Armed Forces is provided".

2. In Item 2:

a) in paragraphs six and the ninth shall be replaced with words the words "citizen of the Republic of Uzbekistan" "citizen";

b) in paragraph ten in the text in state language of the word "хизмат muddat" shall be replaced with words "хизмат yillar";

c) to exclude from the paragraph of the eleventh word of Republic of Uzbekistan;

d) the fourteenth to state the paragraph in the following edition:

"organizational and regular actions - package of measures, providing change of established post (including the serviceman's positions in position of the employee (employee) or on the contrary), military rank, the name of position, military specialty on post and job grade, renaming, reorganization (merge, accession, separation, transformation, allocation) or liquidation, and also transfer into new states of structural or regional divisions (structural units of these divisions)";

e) in the paragraph the fifteenth "Armed forces of the Republic of Uzbekistan in general" shall be replaced with words words "Armed forces in general";

e) add with the paragraph the sixteenth the following content:
