About approval of Rules of use of the portal of social services
According to the subitem 182) of Item 15 of the Regulations on the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of February 18, 2017 No. 81 I ORDER:
1. Approve Rules of use of the portal of social services according to appendix 1 to this order.
2. Recognize invalid some orders and structural element of the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan according to appendix 2 to this order.
3. To provide to department of digitalization and automation of the state services of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.
5. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1
to the Order of the deputy. The Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of August 17, 2023 No. 345
1. These rules of use of the portal of social services (further - Rules) are developed according to the subitem 182) of Item 15 of the Regulations on the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of February 18, 2017 No. 81 and determine procedure for use of the portal of social services by users, including participants of the portal and suppliers.
2. In these rules the following concepts and reducings are used:
1) information system - the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;
2) the portal of social services (further - the portal) - the object of informatization representing single point of access to goods and services, provided by suppliers for persons with disability, on the terms of compensation of their cost by local executive bodies within the guaranteed amount according to the Social Code of the Republic of Kazakhstan;
3) force majeure circumstances - natural disasters or other circumstances which it is impossible to provide or prevent, the functioning attracting stop or inadequate operability of system in general;
4) the individual assistant - person rendering services in escort of person with disability of the first group having difficulty in movement and to assistance in case of visit of objects;
5) the automated information system "E-social security" of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further - AIS "E-social security") - the hardware and software intended for automation of business processes of rendering the public assistance in material and natural expression, special social services, forming, maintaining and use of the database of the events held by local executive bodies;
6) person with disability - person having the violation of health with permanent disorder of functions of organism caused by diseases, mutilations (wounds, injuries, contusions), their effects, violations which leads to restriction of life activity and need of its social protection;
7) the individual program of abilitation and rehabilitation of person with disability (further - the individual program) - the document determining specific amounts, types and terms of carrying out abilitation and rehabilitation of person with disability on the basis of his individual requirements;
8) the administrator of the portal - the legal entity performing system maintenance of software and hardware and maintenance of information systems;
9) the participant of the portal - persons with disability or their legal representatives (guardians, custodians), persons not capable to independent servicing in connection with old age or their legal representatives (guardians, custodians);
10) suppliers of goods and (or) services on the portal (further - suppliers) - the legal entities and physical persons performing business activity;
11) contact center of the portal (further - contact center) - service desk for addresses of participants of the portal on digital and voice communication channels concerning receipt of services and services of the portal;
12) technical and scheduled maintenance - the complex of actions for maintenance of computer aids and the telecommunication equipment in operating state including including prevention for the purpose of prevention of refusal of operation of the equipment and (or) the equipment and their premature depreciation, elimination of defects, replacement of separate parts and blocks, installation and setup of the equipment, the software, additional devices and payments for increase in equipment capacity and assistance to users;
13) technical failure - unplanned temporary failure of program-hardware complex of the portal or separate of its components (the emergency stop, destruction of content of memory, overload of resources of the firmware and situation which significantly are breaking the accepted technology and not allowing to use the software in the conditions of system, including incorrect output data (results) issued by the software), entailed lack of possibility of use of the portal by one or several participants;
14) technical supportive (compensatory) means (further - TSR):
prosthetic and orthopedic means - the means replacement the absent extremities or other parts of body compensating broken or the lost functions of organism owing to disease or damage of health;
surdotekhnichesky means - technical means for correction and compensation of hearing disorder, and also the strengthening sound of the means of communication and information transfer;
typhlo-technical means - the technical means allocated for correction and compensation of the lost opportunities of persons with disability as a result of sight violation;
obligatory hygienic means - the means intended for departure of natural physiological needs and requirements;
15) authorized body - Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;
16) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.
3. When using the digital signature on the portal participants of the portal are guided by these rules and the Law of the Republic of Kazakhstan "About the electronic document and the digital signature".
4. For work on the portal participants of the portal make set of the following actions:
1) establish the firmware for possibility of use of certificates of the digital signature;
2) receive certificates of the digital signature in National certification center of the Republic of Kazakhstan according to the Law of the Republic of Kazakhstan "About the electronic document and the digital signature";
3) registration on the portal to the address https://aleumet.egov.kz/undergo procedures.
5. The certificates of the digital signature published for physical persons and legal entities by National certification center of the Republic of Kazakhstan act on the portal.
6. Participants of the portal will become authorized on the portal according to individual identification number (further - IIN) and telephone number of the subscriber structure of cellular communication (further - subscriber number), registered in base of mobile citizens (further - BMG), by means of the EDS on the homepage, and also by means of system of authorization of the web portal of "the electronic government".
From information systems through lock of "the electronic government" on the portal in the Personal Account of the Receiver module the following data of participants of the portal certified by the EDS of state body arrive:
surname, name and middle name (in case of its availability);
birth date;
floor;
address of permanent or temporary registration (in the presence);
the subscriber number registered by BMG for sending notifications from the portal;
data of the identity document (number, body of issue, date of issue, effective period).
The participant of the portal in the Personal Account of the Receiver module in case of change of subscriber number adjusts it and brings the e-mail address for receipt of information from the portal.
7. In the Personal Account of the Receiver module are displayed:
to persons with disability - the recommended actions of the individual program and the statuses for their realization;
to persons not capable to independent servicing in connection with old age - the recommended special social services and the statuses in their realization.
8. In the Section "The Help for You" the participant of the portal checks characteristics of the realized TSR, special vehicles (further - goods) and (or) data of service providers of the specialist of sign language, the individual assistant, sanatorium treatment, and also special social services (further - services).
In case of the choice of goods or the service provider person with disability draws up the order and signs on the portal the application on compensation to the supplier of the guaranteed amount according to the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 6, 2023 No. 205 "About approval of Rules of cost recovery of goods and services from means of the government budget in case of realization to their persons with disability through the portal of social services" (it is registered in the Register of state registration of regulatory legal acts for No. 32724).
9. Data of the individual program (the information about person with disability, the name of means and/or service of rehabilitation, date of development of the individual program and term of realization of action) arrive on the portal from AIS "E-social security".
In the presence of data on subscriber number of the participant of the portal in BMG, to the participant of the portal the SMS notification on need of authorization and the choice of the supplier on the portal goes to its subscriber number.
In the absence of data on subscriber number of the participant of the portal in BMG, local executive bodies provide the direction of the notification to the participant on need of authorization and the choice of the supplier on the portal with other methods, stipulated in Item 2 Articles 66 of the Administrative procedural Procedure Code of the Republic of Kazakhstan".
10. The choice of the supplier on the portal is performed by persons with disability within two months from the date of its notice on the direction of actions of the individual program on the portal.
After two months from the date of data transmission of the individual program the SMS notification on blocking of possibility of the choice of the supplier goes to the portal on subscriber number of the participant of the portal.
For renewal of the choice of the supplier the participant of the portal in "Personal account of the receiver" on the portal presses the button of "activation of the choice of the supplier". Data on activation of the choice of the supplier are automatically transferred from the portal to AIS "E-social security", the action of the individual program becomes more active and according to the procedure of general priority with AIS "E-social security" goes to the portal for the choice of the supplier.
11. Based on the data which arrived from the portal in AIS "E-social security" automatically data on accomplishment of actions of the individual program are filled in.
12. Suppliers will become authorized on the portal by means of the EDS on the homepage.
From information systems through lock of "the electronic government" on the portal in the Office of the Supplier module the following data of suppliers certified by the EDS of state body arrive:
1) for legal entities:
legal address;
full and abbreviated name of the organization;
surname, name and middle name (in the presence) head of the organization;
data on state registration of the property right and the right of lease to the real estate intended for realization and (or) storage of goods and rendering services;
information about founders (in case of their availability) (the number of founders, surname, name and middle name (in the presence), IIN, nationality);
additional data on the organization (in the presence), including type of economic activity, pattern of ownership, education method;
2) for the physical persons performing business activity:
legal address;
surname, name and middle name (in the presence) physical person;
data on state registration as the individual entrepreneur;
3) for the physical persons providing services of the individual assistant:
legal address;
surname, name and middle name (in the presence) physical person;
data on lack of dispensary accounting in the organizations providing medical care in the field of mental health.
13. In the Card of the Organization module - depending on availability of the main code of economic activity of the organization, the available directions for work are displayed:
special social services;
sale of TSR;
sanatorium treatment;
services of sign language;
services of the individual assistant.
In each available module the opportunity for creation the service rendered by the organization, or the sold goods with various characteristics, descriptions, set of documents and involved in process by persons is given.
14. The administrator of the portal performs information filling of the portal in coordination with authorized body.
The administrator of the portal places on the portal the following operational information about functioning of the portal:
instructions in text and video formats, frequently asked questions and answers to them;
about new opportunities of the portal for informing participants of the portal;
information on the regulated technical and scheduled maintenance performed by the administrator of the portal, and announcement of technical failures on the portal with planned dates of their elimination;
phone number of contact center for the address concerning use of the Portal.
15. In case of technical failure the following events are held:
1) the participant of the portal makes inquiry of detection of technical failure of the portal in contact center. The contact center within three hours from the moment of receipt of request fixes it in system of registration and management of addresses where date and time of request on time of the city of Astana, and also contact information of the participant of the portal with appendix of supporting documents is specified (in case of their availability);
2) the contact center within one working day after fixing of request about detection of technical failure performs the analysis of the arrived request and the provided materials (screen pictures and other submitted electronic documents), if necessary repeats (imitates) actions which led to technical failure, for the purpose of confirmation or confutation of availability of the fact of technical failure of the portal;
3) in case of identification of technical failure in the analysis of request, the contact center within three hours escalates request to the administrator of the portal for elimination of the reasons;
4) in case of confutation of technical failure by the administrator of the portal, the contact center within thirty minutes after confirmation of availability of the facts on confutation of technical failure of the portal notifies the participant of the portal which addressed to contact center, on confutation of technical failure with appendix of confirmatory information;
5) in case of confirmation of technical failure by the administrator of the portal, the contact center within thirty minutes after confirmation of availability of the facts about technical failure of the portal, notifies the participant of the portal which addressed to contact center, on planned time and date of elimination of technical failure.
The administrator of the portal after receipt of request from contact center about technical failure within one working day starts elimination of the reasons of technical failure. After elimination of technical failure by the administrator of the portal, the contact center within three hours repeatedly notifies the user who addressed in technical support, on the end of work and elimination of technical failure.
16. The contact center provides interaction with participants of the portal depending on request method (the voice channel, messengers, chat boat on the portal) in the working days - from 9:00 to 18:30 o'clock without interruption, on time of the city of Astana.
If the request of the participant of the portal about technical failure arrives on digital channels of communication in time off on time of the city of Astana, the contact center registers the message the next working day.
