About enhancement of clearing settlements

For the purpose of enhancement of clearing settlements when implementing payments in the budget and execution of other monetary commitments I decide:

1. Create the automated information system of execution of monetary commitments (further - AIS IDO) intended:

1.1. for obligation fulfillment platelshchikov1 by collection in indisputable procedure for money on accounts in banks, the non-bank credit and financial organizations, JSC Development Bank Republic of Belarus (further – banks), electronic money in e-wallets on account of payment of payments in the budget, including the state trust budget funds, state non-budgetary funds (further – payments in the budget), for execution of other monetary commitments;

1.2. for implementation by payers of payments in the budget in case of insufficiency of money on accounts in banks and electronic money in e-wallets for execution in full obligations to the budget.

At the same time execution by the payer of obligations on payments in the budget at the expense of the money placed in deposits (deposits) is performed according to the requirements for return of means of bank deposit (deposit) to the investor established by legal acts;

1.3. for ensuring interaction between participants of AIS IDO on execution in full the monetary commitments specified in subitems 1.1 and 1.2 of this Item (further - unexecuted monetary commitments).

2. Approve Regulations on interaction by means of AIS IDO it (is applied).
