About approval of the Procedure for conducting checks on quality control of auditor services and other checks

According to part fourteen of article 40 of the Law of Ukraine "About financial records audit and auditor activities", the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, I ORDER:

1. Approve the Procedure for conducting checks on quality control of auditor services and other enclosed checks.

2. Declare invalid the order of the Ministry of Finance of Ukraine of August 29, 2019 No. 362 "About approval of the Procedure for conducting checks on quality control of auditor services", registered in the Ministry of Justice of Ukraine on September 17, 2019 at No. 1026/33997.

3. Department of methodology of financial accounting and normative ensuring auditor activities in accordance with the established procedure to provide:

submission of this order on state registration in the Ministry of Justice of Ukraine;

promulgation of this order.

4. This order becomes effective from the date of its official publication.

5. To impose control over the implementation of this order on the deputy minister Vorobey S. I.

Procedure for conducting checks on quality control of auditor services and other checks

I. General provisions

1. This Procedure determines the mechanism of the organization, carrying out and registration of results of checks on quality control of auditor services and other checks.

2. In this Procedure terms are used in the following values:

the group of inspectors - is created by Inspectorate for quality assurance Organa of public supervision of auditor activities (further - Inspection) / Committee on quality control of auditor services of Auditor chamber of Ukraine (further - Committee of APU), committee on quality control of auditor services of the professional organization of auditors and accountants (further - Committee of the professional organization) and the group of inspectors appointed by the chief executive the Inspection/chairman of Committee APU/chairman of Committee of the professional organization performing in accordance with the established procedure check on quality control of auditor services or other check;

the expert-person which is involved by Inspection/committee of APU in check on quality control of auditor services or other check and shall conform to the requirements of independence established to inspectors;

the inspector person, working on principle place of employment as a part of Inspection/committee of APU/committee of the professional organization, holds the corresponding position and directly performs checks on quality control of auditor services and other checks;

other checks checks (except checks on quality control of auditor services) subjects of auditor activities (further - the GARDEN) concerning observance of requirements of the Law of Ukraine by them "About financial records audit and auditor activities" (further - the Law), regulatory legal acts concerning auditor activities, international standards of audit, etc. which are carried out according to the decision of Council of supervision of auditor activities of body of public supervision of auditor activities (further - Council of supervision) Inspection/committee APU/committee of the professional organization, considering the check subject determined in such decision, selection criteria the GARDEN for inclusion in the annual schedule of conducting checks on quality control of auditor services and other checks;

the head of group of inspectors - person working on principle place of employment as a part of Inspection/committee of APU/committee of the professional organization heads group of inspectors and is appointed the chief executive the Inspection/chairman of Committee APU/chairman of Committee of the professional organization.

The term "the companies which are of public interest" is used in the value determined by the Law of Ukraine "About financial accounting and the financial reporting in Ukraine". Other terms are used in the values determined by the Law and international standards of audit or other laws of Ukraine.
