About introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596 and of November 5, 2014 No. 637

The Cabinet of Ministers of Ukraine decides:

1. Bring in resolutions of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596 "About approval of the Payment procedure of pensions and the monetary assistance through current accounts in banks" (The Official Bulletin of Ukraine, 1999, No. 35, Art. 1803; 2016, No. 79, Art. 2636; 2020, No. 6, Art. 278, No. 93, Art. 3004; 2021, No. 1, the Art. 43, No. 78, the Art. 4930) and of November 5, 2014 No. 637 "About implementation of social payments to internally displaced persons" (the Official Bulletin of Ukraine, 2014, No. 95, Art. 2736; 2015, No. 70, Art. 2312; 2016, No. 23, Art. 904; 2018, No. 57, Art. 1992; 2019, No. 69, Art. 2419; 2020, No. 32, Art. 1095; 2021, No. 78, Art. 4930; 2022, No. 27, the Art. 1496, No. 97, the Art. 6053) the enclosed changes.

2. Determine that till December 31, 2023 bodies of the Pension fund of Ukraine and social security authorities of the population do not stop pension payment and social payments for the bases provided by the Payment procedure of pensions and the monetary assistance through current accounts in banks approved by the resolution of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596, and the resolution of the Cabinet of Ministers of Ukraine of November 5, 2014 No. 637 "About implementation of social payments to internally displaced persons", and the "Government Savings Bank of Ukraine" joint-stock company does not stop account transactions according to current accounts to receivers of the pensions and social payments registered as internally displaced persons before introduction by the Presidential decree of Ukraine of February 24, 2022 No. 64 "About introduction of warlike situation in Ukraine" warlike situation in Ukraine and concerning which till December 31, 2023 physical identification is carried out.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596 and of November 5, 2014 No. 637

1. According to the procedure of pension payment and the monetary assistance through current accounts in banks, No. 1596 approved by the resolution of the Cabinet of Ministers of Ukraine of August 30, 1999:

" (Further - bodies of the Pension fund)" shall be replaced with words 1) in Item 1 of the word "(further - bodies of the Pension fund of Ukraine)";

2) in the paragraph the second Item 16 of the word of "the national operator of mail service" shall be replaced with words "the appointed operator of mail service";

3) in Item 17:

the paragraph one to add with offers of the following content: "Bodies of the Pension fund of Ukraine can provide carrying out identification and verification of person by means of video conferencing with compliance with law in the field of electronic confidential services. During the session of such video conferencing identity documents, according to the procedure determined by board of the Pension fund of Ukraine in coordination with Minsotspolitiki and Mintsifra are shown.";

replace paragraph two with paragraphs of the following content:

"To physical identification it is equated:

authorization in personal electronic account on the web portal of electronic services of the Pension fund of Ukraine by means of the remote qualified digital signature "Action. The signature" ("Action of ID"), the Single state web portal of electronic services created by means of mobile application;

the certificate in accordance with the established procedure according to the address of the receiver who is temporarily living abroad, the relevant foreign diplomatic organization of Ukraine to the fact that person is live.".

With respect thereto the third and fourth to consider paragraphs respectively paragraphs the fifth and sixth;

word in paragraph five of "the national operator of mail service" shall be replaced with words "the appointed operator of mail service";

2. In the resolution of the Cabinet of Ministers of Ukraine of November 5, 2014 No. 637:

1) in Item 1:

in the paragraph the second shall be replaced with words words of "all types of the public assistance and compensations" also in figures "all types of the public assistance (except the help on accommodation established by the resolution of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332 "Some questions of payment of the help on accommodation to internally displaced persons" (The Official Bulletin of Ukraine, 2022, No. 26, the Art. 1418) - with the changes made by the resolution of the Cabinet of Ministers of Ukraine of July 11, 2023 No. 709) and compensations";

in paragraphs three, the thirteenth and fourteenth shall be replaced with words words of "digital signature" "the qualified digital signature";

in paragraph six of figure and the word "30 days" shall be replaced with words "six months";

to replace the paragraph of the seventh with paragraphs of the following content:

"To physical identification it is equated:

With respect thereto to consider paragraphs of the eighth-twenty second respectively paragraphs the tenth-twenty fourth;

in paragraph eleven of the word "three months" shall be replaced with words "six months";

the thirteenth to state the paragraph in the following edition:

"Physical identification of clients for whom the current account in establishment of a joint-stock company "Government savings bank of Ukraine" is opened is not performed during the action of quarantine or rationing arrangements connected with spread of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and carried out within six months from the date of, the quarantine following behind day of cancellation.";
