About approval of the Method of calculation of emissions of resistant organic pollutants

According to Item 5 of article 22 of the Ecological code of the Republic of Kazakhstan, with the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" I ORDER:

1. Approve the Method of calculation of emissions of resistant organic pollutants according to appendix to this order.

2. To provide to department of environmental policy and sustainable development of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Ecology and Natural Resources of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of emissions of resistant organic pollutants

Chapter 1. General provisions

1. This Method of calculation of emissions of resistant organic pollutants (further – the Technique) is developed according to Item 5 of article 22 of the Ecological code of the Republic of Kazakhstan.

2. Assessment of emissions of resistant organic pollutants is performed by Operators of objects, according to Item 9 of article 22 of the Code, within provision of the reporting for the state register of emissions and transfer of pollutants. The polychlorinated dipetrol-p-dioxine (further – PHDD), the polychlorinated dicoumarones (further – PHDF), hexachlorobenzene (further – GHB), pentachlorobenzene (further – PHB), the polychlorinated diphenyls (further – PHD), perchlorobutadiene, the polychlorinated naftalina belongs to inadvertently formed resistant organic pollutants (further – NO SOZ).

Chapter 2. Procedure of payments of emissions of resistant organic pollutants

3. Assessment of issues of PHDD/PHDF identifies priority sources of pollution, determines necessary measures for minimization of emissions of all inadvertently formed resistant organic pollutants.

4. The size of issues of NO SOZ is expressed in micrograms of toxic equivalent of PHDD and PHDF in year (мкгТЭ / year) where toxic equivalent – unit of measure of toxicity of dioxine and furans, in terms of the most toxic dioxine – 2, 3, 7, 8 – PHDD.

5. Total assessment of issues of PHDD/PHDF is determined by sources of the issues of PHDD/PHDF (category and subcategory) connected with activities of the company according to Appendix 1 to this Technique.

6. The main sources of issues of PHDD/PHDF for each category of sources are determined according to Appendix 2 to this Technique.

7. The annual issues arriving on the transferring environments (air, water, the soil, products and waste) from source or category of sources are calculated by formula:

P – performance of the company (production/development of products – tons a year / for objects of energy industry amount of the consumed fuel - TDzh/year)

8. Issue factor on the corresponding environment: air, water, the soil, products, waste for each subcategory is determined according to Appendix 3 to this Technique. The factor of issues is chosen taking into account information on engineering procedure.

9. As performance of the company data on production volumes are used.

10. Total assessment of issues on each source is performed on formula:

F – air/waters/soils/products/waste – issue factor in air, water, the soil, products, waste respectively

P – the indicators of activities of the company characterizing this category of source (production/development of products in year, combustion of fuel and another)

11. For industrial enterprise annual issues of PHDD/PHDF are determined as the total amount of intensity of all sources of issues of NO SOZ.
