About approval of Fire safety regulations

According to the Presidential decree of the Republic of Uzbekistan of May 19, 2020 the No. UP-5997 "About Measures for Further Enhancement of Activities of Bodies and Organizations of Justice in Realization of the State Legal Policy" DECIDES: Cabinet of Ministers

1. Approve the Fire safety regulations according to appendix providing:

general requirements of fire safety on protection of life and human health, property of legal entities and physical persons, the surrounding environment against the fires;

requirements of fire safety when implementing works and when using the engineering equipment, having the increased fire danger;

requirements of fire safety for objects production, social, agricultural, construction and other spheres, and also for office buildings.

2. To the Ministry of Emergency Situations of the Republic of Uzbekistan:

together with National broadcasting company of Uzbekistan, National news agency of Uzbekistan to provide extended coverage in mass media of the purpose and contents of this resolution;

it is regular to carry out system propaganda and propaganda activities on acquaintance and explanation of fire safety regulations among the population, including subjects of entrepreneurship;

together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Ramatov A. Zh. and acting minister on emergency situations of the Republic of Uzbekistan Hudaybergenov T. A.

Fire safety regulations

Section I. General provisions

Chapter 1. Scope of rules

1. These rules of fire safety (further - Rules) according to the Law of the Republic of Uzbekistan "About fire safety" for the purpose of protection of life and human health, property of legal entities and physical persons, the surrounding environment against the fires establish general requirements of fire safety in the territory of the Republic of Uzbekistan.

Rules are obligatory for state bodies, public authorities on places, economic associations, self-government institutions of citizens and other organizations, irrespective of form of business and departmental subordination (further - the organizations), their workers, and also individual entrepreneurs and citizens.

2. When ensuring fire safety together with these rules compliance with law of the Republic of Uzbekistan "About fire safety", and also the regulatory legal acts including requirements of fire safety, and regulating documents in the field of technical regulation approved in accordance with the established procedure is obligatory.

3. Requirements of other regulatory legal acts relating to the sphere of fire safety of regulating documents in the field of technical regulation and departmental acts shall not be below the requirements established by these rules.

4. These rules do not establish the requirement for ensuring fire safety:

in the territory of forestry;

in excavations and mine constructions;

in case of production, transportation, storage of explosive materials, their use and utilization;

in the organizations conducting explosive works with use of explosive materials of industrial function;

on air, water, rail, road transport, and also on the electric transport.

4-1. The conclusion about compliance of buildings (constructions) and rooms to requirements of fire safety is issued based on requirements of the these rules and other regulatory legal acts establishing requirements of fire safety, and also regulating documents in the field of technical regulation by means of the information system "License", management information system by the non-state preschool educational organizations of the Ministry of preschool and school education of the Republic of Uzbekistan, the automated information system "Yerelektron", and also the Single portal of interactive state services.

At the same time the conclusion about compliance of buildings (constructions) and rooms to requirements of fire safety is issued within 10 working days through the information systems provided by paragraph one of this Item.

In issue of the conclusion refuses if requirements of fire safety of buildings (constructions) and rooms do not conform to the requirements established by these rules.

Chapter 2. Basic concepts

5. In these rules the following basic concepts are applied:

object - property complex (or its part) legal entity or physical person, including buildings, constructions, vehicles, technological installations, the equipment, aggregates, products and other property for which requirements of fire safety are established;

hot work - the works connected with formation of sparks, use of open flame (electric welding, gas welding, cutting with use of combustible liquids, use of blowtorches, melting of bitumen and other works with formation of sparks);

engineering procedure - the part of production process connected with the actions directed to change of properties and (or) conditions of substances and products;

object with mass stay of people - rooms, buildings, constructions providing simultaneous stay more than 50 people (except for apartment houses);

fire-proof gap - the established distance between buildings and (or) constructions for prevention of spread of fire;

fire-proof technical means of protection - system of automatic identification and fire extinguishing, removal of smoke, the notification, fire-water supply, and also other technical means intended for protection of people and material values against the fires.

Chapter 3. Organizational and technical actions

6. Belongs to duties of the head of the organization (individual entrepreneur) for ensuring fire safety:

a) provide control of observance and accomplishment on each subject of requirements of the Law of the Republic of Uzbekistan "About fire safety", regulatory legal acts and regulating documents in the field of fire safety, and also these rules;

b) to provide obligations on ensuring fire safety in regulations on structural divisions and job descriptions of workers of object;

c) the order on object:

appoint persons responsible for storage in good repair and use of processing equipment of object, systems of ventilation and heating, devices of protection against lightnings and grounding, means of communication and the notification, technical means of fire protection, and also for fire safety on objects of the organization;

provide development according to appendix No. 1 to these rules of the instructions of fire safety setting fire prevention regime for each object proceeding from its fire danger;

determine procedure and time of safe accomplishment of hot and other fire-dangerous work, and also to organize control of their accomplishment;

distribute between workers of object of obligation during emergence of the fire;

d) organize training in measures of fire safety of workers by giving the corresponding fire-proof instructing and training on fire technically minimum according to appendix No. 2 to these rules;

e) in case of the fire to take measures for identification of its reasons, conditions of origin and development (distribution), faces guilty of emergence of the fire and violation of requirements of fire safety;

e) organize the information stands including data on fire safety and health and safety according to appendix No. 3 to these rules and also to provide their timely updating.

7. On the objects having especially important state value, large welfare objects, and also the objects carried according to the legislation to hazardous production facilities on which are used, made, processed will be formed, stored, transported, the substances capable to form the explosion-fire-hazardous circle are destroyed, by the order of the head of the organization for the purpose of prevention of the fires and coordination of actions for their suppression the fire and technical commission shall be created, and also the passport of fire safety of object according to appendix No. 4 to these rules is developed.

8. For the purpose of safe evacuation of people, effective fire extinguishing, and also designation of locations of fire-proof remedies, on foregrounds of corridors and ways of evacuation of buildings and constructions (except for apartment houses) in case of one-time stay on the floor more than 10 people shall be:

plans (schemes) of evacuation from the building during the fire developed according to appendix No. 5 to these rules are established;

the signs of fire safety developed according to requirements of state standard are placed.

9. Employees of the organizations and citizens shall:

a) observe the requirements of fire safety provided in regulatory legal acts, and also regulating documents, documents of the state fire supervision and in these rules;

b) carry out precautionary measures when using of gas and electrical household appliances, means of household chemicals, work with flammable and combustible liquids, and also other flammable substances, materials and the equipment;

c) in case of fire detection without delay to report about it in service of fire protection and to take measures for evacuation of people, property and fire extinguishing.

10. Objects shall be provided with operational fire-proof technical means of protection, primary means of fire extinguishing and other fire fighting equipment according to appendix No. 6 to these rules, and also means of operative communication.

11. On outer side of doors (gate) of production rooms and warehouses, and also the territories of external structures shall be established signs of categories and class of zones on vzryvo-and fire danger according to appendix No. 7 to these rules.

12. On doors of the rooms belonging on vzryvo-and fire danger to the categories "A" and "B" the card of data on measures of fire safety according to appendix No. 8 to these rules shall be in addition established.

Chapter 4. Operations procedure in case of the fire

13. Each citizen in case of detection of the fire shall:

a) to report without delay on phone number "101" in rescue and fire fighting division of the Ministry of Emergency Situations (further - the Ministry of Emergency Situations) (in case of the message to call the address of emergence of incident, the place of emergence of the fire and the surname);

b) take measures for the notification of people and their evacuation;

c) whenever possible to take measures for fire extinguishing by the available primary means of fire extinguishing.

14. The head of the organization (official) who arrived to the place of the fire shall:

a) in case of threat of life of people to take measures for their rescuing, by means of the available forces and means;

b) if necessary to disconnect the electric power (except for fire protection systems), to stop operation of the devices intended for cargo transportation, aggregates, devices, to block raw, gas, steam and water communications, to stop work of systems of ventilation in emergency and rooms, adjacent to it, to take other measures promoting prevention of smoke of rooms and distribution of the fire;

c) stop all works in the building (if it is possible on engineering procedure of production), except the works connected with actions for fire extinguishing;

d) remove out of limits of the danger area of all workers, except workers involved to fire extinguishing;

e) perform the common directorship on fire extinguishing (taking into account specific features of object) before arrival of rescue and fire fighting divisions;

e) provide observance of safety requirements of the workers who are taking part in fire extinguishing;

g) along with fire extinguishing to organize evacuation of people and protection of material values;

h) organize meeting of rescue and fire fighting divisions and journey in the shortest way to the place of emergence of the fire.

15. On the arrival of rescue and fire fighting division the head of the organization (object) (or the official fulfilling its duties) shall inform the head of fire extinguishing on the place of the fire, availability in rooms of the people needing the help and involved in fire extinguishing, amount of the stored and applied substances, materials, products and the measures taken for fire extinguishing.

16. The head (official persons) shall the organization (object) in case of inclusion in structure of the headquarters for fire extinguishing:

a) provide accomplishment of the tasks set by the head of fire extinguishing;

b) provide to the head of fire extinguishing of the data on features of object, adjacent structures and constructions;

c) coordinate actions of workers of object in case of accomplishment of the tasks set by the head of fire extinguishing.

Section II. General requirements to ensuring fire safety

Chapter 5. Requirements of fire safety imposed to the territories

17. The territories of settlements and the organizations, and also the sites adjacent to the organizations, apartment houses, country and other constructions shall be cleared of combustible waste, garbage, container, fallen leaves, dry grass and other combustible objects timely.

Combustible waste, garbage and and other similar objects shall gather on specially allocated platforms in the containers or boxes made of nonflammable materials and then to be exported from the territory.

18. Fire-proof gaps between buildings and constructions are forbidden to be used under warehousing of different products, the equipment, container, for the parking of vehicles and construction (installation) of buildings and constructions.

19. Location of the territory and rooms, degree of fire resistivity of buildings, fire-proof gaps between them, exit doors from rooms shall meet the operating town-planning standards and rules and to be in condition, ensuring fire safety.

20. It is forbidden to partition off and close the roads, drives and passes conducting to buildings, constructions, ground storages, water supply sources, stationary fire-escapes and emergency firefighting equipment.

Roads and drives shall be in the winter cleared of snow and ice.

21. Or for other reasons interfering free journey of fire tenders it is necessary to report about closing of roads and drives for their repair immediately in rescue and fire fighting service and on these places indexes of the next detour of the closed section of the road shall be exposed or journey conditions through the repaired section of the road are created.

22. Temporary structures, stalls, booths, etc. shall be located from other buildings and constructions at distance at least 15 meters (except cases when on other regulations the bigger fire-proof gap is required) or at fire-proof walls.

In the territory of industrial enterprises (except for the territories in which installation and construction works are conducted) the construction (installation) of temporary combustible buildings and constructions, including cars and containers is forbidden.

23. Smoking of tobacco products on workplaces, in healthcare institutions, educational, sports institutions, fire-dangerous places, including gas stations and other public places, except for the places specially allotted for the use of tobacco products, and with the established indexes "Smoking area" is forbidden.

24. Burning of the waste permitted to neutralization by burning is performed under control of employees of organization in specially allotted places in windless weather.

25. For bystry finding of fire-proof sources of water, external fire-escapes, places of entrance to buildings and constructions, the territory of the organization shall be sufficiently provided with external lighting fixtures.

26. On the open areas of the territory of apartment houses, the country territories and territories of the organizations it is forbidden to leave container with flammable and combustible liquids, and also cylinders with the compressed and liquefied gases.

27. In places of entrance on the territory of production enterprises, clinics, sanatoria and improving organizations schemes with indication of available and buildings under construction and constructions, places of entrance on the territory, roads in the territory and sources of fire-water supply shall be hung out. Schemes shall be made of materials steady against sunshine, snow and rain. If the gate, barriers and other devices interfering entrance on the territory are mechanized, then there shall be possibility of their manual opening.

28. In the territory of objects (except for the objects having raised pozharo-and potential of explosion), dachas and apartment houses special devices for cooking can be placed:

a) when taking measures to the prevention of spread of fire out of platform limits;

b) in case of constant control of process of burning with providing with emergency firefighting equipment (the fire extinguisher, the reservoir filled with water, shovel and others). After cooking the burning and smoldering materials shall be completely extinguished.

29. In case of placement of tandoors the direction of the dominating wind for this area shall be taken into account, and the tandoor shall be located in relation to economic constructions and the apartment house alee.

Chapter 6. Requirements of fire safety imposed to buildings, constructions and rooms

30. Objects shall be equipped with installations of automatic fire extinguishing and the fire alarm according to appendix No. 9 to these rules.

31. Use buildings, constructions and rooms, devices, the equipment it is necessary only for the purpose of, determined in project and operational technical documentation, with observance of requirements of fire safety.

Modification of constructive, volume and project and technical decisions without the projects developed and approved in accordance with the established procedure is forbidden.

32. Fire-proof systems and installations (antismoke protection, means of fire automatic equipment, system of fire-water supply, fire-proof doors, curtains and valves, smoke hatches, other protection devices in fire-proof walls and overlappings, etc.) rooms, buildings and constructions shall contain in the serviceable and working condition constantly.

33. Devices for self-closing of doors shall reside in good repair, it is not allowed to establish any devices interfering normal closing or opening of fire-proof and antismoke doors.

34. Violations of fireproof coverings (plaster, special paints, varnishes, etc., including loss and deterioration in fireproof properties) building constructions, combustible, finishing and heat-insulating materials, metal support (props) of the equipment shall be eliminated immediately.

Processed (impregnated) according to normative requirements wooden designs, scenery and fabrics after effective periods of fireproof structures or loss of protective properties shall be processed (to become impregnated) repeatedly.

The condition of the designs and materials processed (impregnated) with fireproof structure shall be checked at least 2 times a year. Results of check shall be fixed in the relevant documents (the act, the magazine).

35. In places of crossing of fire-proof walls, overlappings and the protecting designs the formed openings and gaps shall be closed up by different engineering and technological communications (are closed) by the construction solution or other nonflammable materials providing dymogazonepronitsayemost and required limit of fire resistance.

36. In case of re-planning of rooms, change of their functional purpose or installations of new processing equipment fire-proof requirements of existing rules of construction and process design shall be observed.

In case of lease of rooms by lessees fire prevention regime for this type of buildings shall be observed.

37. Organizations with a capacity of 1000 people also shall be more provided with direct telephone communication with the nearest rescue and fire fighting division.

38. In premises of the organizations, buildings and constructions (except for individual apartment houses) it is forbidden:

a) storage and application in cellars and first floors, corridors, staircases of flammable and combustible liquids, gunpowder, explosives, gas cylinders, goods in aerosol package, celluloid and other explosive substances and materials, except as specified, stipulated in the existing regulating documents;

b) use attics, technical floors, rooms with the installed ventilating system and other technical rooms as production sites, workshops, and also storages in these places of products, the equipment, furniture and other objects;

c) place storage rooms, booths, outlets, etc. in lift halls;

d) arrange warehouses of combustible materials and workshops, and also to place other economic rooms in cellars and first floors if exit in them is not isolated from general staircases;

e) remove the doors of lobbies and halls, corridors, platforms provided by the project and staircases;

e) encumber with furniture, the equipment and other objects of door, hatches on balconies and loggias, transitions to adjacent rooms and exits to outside evacuation ladders;

g) carry out cleaning of rooms and washing of clothes using gasoline, kerosene and others flammable and combustible liquids, and also to make warming of the frozen (rimed) pipes blowtorches and by other methods using naked flame;

h) establish deaf lattices at the windows, except as specified, provided in the regulations and rules approved in accordance with the established procedure;

i) glaze the loggias and balconies relating to safety areas on fire case;

j) arrange storage rooms in staircases and corridors, and also to store under interfloor parts (marches) of ladders and on platforms of thing, furniture and other combustible materials (under staircases in the first and socle floors the device only of rooms for the nodes of management of central heating, water-measuring networks and electroboards which are fenced off by partitions from nonflammable materials is allowed);

k) arrange in production and storage facilities (except buildings of the V degree of fire resistance) mezzanines and other built-in rooms from combustible and slow-burning materials and sheet metal.

39. Outside fire-escapes and barriers on roofs of buildings and constructions shall contain constantly in good repair and at least 2 times a year to be tested on durability. Results of check shall be fixed in the relevant documents (the act, the magazine).

40. Windows of attics, technical floors and cellars shall be glazed, and their doors shall contain in the closed condition. On doors the storage location of keys shall be specified.

Light apertures of basement and first floors of buildings and constructions shall be cleared of combustible garbage regularly. It is not allowed to close tightly the specified apertures and windows.

41. The number of visitors in visual, lunch, exhibition, trade, exchange, cult and other floors (rooms), in the stands, and also in big and other rooms with mass stay of people shall not exceed the quantity established by regulating documents on designing or determined by calculation proceeding from handling capacity of ways of evacuation.

In case of absence in regulating documents on designing of indicators for calculation, it is necessary to accept time of ensuring evacuation of people from halls (rooms) - 2 minutes, and the settlement area falling on one visitor - 0,75 of sq.m.

Chapter 7. Ensuring safe evacuation

42. The quantity of emergency exits, their amount, conditions of lighting and providing nezadymlyaemost, and also extent of ways of evacuation shall conform to requirements of fire safety of town-planning regulations and rules.

43. It is forbidden to lock doors of emergency exits. In case of stay of people in door can be locked only on the internal easily opening locks.

All doors of emergency exits shall open freely towards exit from rooms.

44. In all rooms where stay of fifty people is possible, and also on all staircases, passes and other ways of evacuation evacuation lighting shall be established.

45. In buildings and constructions, and also over their exit doors the signs of fire safety specifying ways of evacuation and the place of exit shall be established.

In the evacuation direction of buildings and constructions with mass stay of people over exit doors along route of evacuation the shining indexes of green color with text "Exit" shall be established.

When holding mass actions during stay of people in the building the shining indexes shall be included.

Indexes of exit and the floor shining indexes of route of exit like "the running corridor" in rooms and on the ways of evacuation in public buildings and constructions shall be in good repair.

46. For the purpose of ensuring safe evacuation it is forbidden:

a) encumber corridors, platforms, galleries, lift halls, landings, interfloor parts (marches) of ladders and hatches with furniture, the equipment, different materials, and also to hammer (to close) doors of emergency exits;

b) arrange in places of exits from rooms (platforms) (except for apartment houses and individual apartment houses) dryers of clothes of any design, clothes and so forth, and also storage of any stock and materials;

c) arrange on the ways of evacuation the stained-glass windows imitating doors, glasses, thresholds, tourniquets, sliding, lifting and revolving doors and other devices interfering free evacuation of people from the room or the building;

d) apply on the ways of evacuation (except buildings of the V degree of fire resistance) combustible materials to finishing, facing, coloring of walls, ceilings, steps and staircases, and also floors;

e) fix the self-closed doors of corridors, halls, platforms and staircases in open provision (if for these purposes the automatic devices working in case of the fire are not used), and also to remove them;

e) glaze or close blinds of air areas in nezadymlyaemy staircases;

g) replace armored glass regular in ostekleniye of doors and transoms.

47. In case of arrangement of processing, exhibition and other equipment in rooms emergency exits (passes) to staircases and other ways of evacuation according to designing regulations shall be provided.

48. Carpets, carpet paths and other coverings of floors on the ways of evacuation shall fasten reliably to floor.

Such coverings are forbidden to be placed in lobbies and staircases.

Chapter 8. Requirements of fire safety imposed to the organization of engineering procedure

49. Engineering procedures shall be organized according to regulations, rules of technical operation by both the other normative and technical and operational documents approved in accordance with the established procedure.

50. The substances and materials used in engineering procedure in factory buildings, rooms which can enter in case of interaction exothermic reactions shall be placed in specially allocated places which do not give the chance for interaction with these substances even in emergencies. When transferring substances and materials according to appendix No. 10 to these rules their aggregate state, compatibility with each other, and also uniformity with fire extinguishing means shall be considered.

51. The combustible substances and materials used in engineering procedure are allowed to be stored in the room directly near installations and the equipment in the quantity provided by production schedules (cards, etc.). This quantity shall not exceed the regulation used for one change.

52. When drying clothes in special cases the set temperature condition shall be controlled.

Storage in rooms on drying of clothes of the oiled clothes, fabrics, and also matches, lighters and clothes with combustible fabrics is forbidden.

53. Maintenance, repair, testing, check, diagnostics of installations, pipes, reservoirs, communications shall be performed at the scheduled time with observance of the measures of fire safety provided in the corresponding technical documentation on their operation.

54. Nonflammable technical liquids and structures, and also fireproof installations and methods shall be applied to sink (degreasing) of parts (details) of machines and the equipment.

55. It is forbidden to carry out production works on the equipment and installations having defects which can lead to the fire, and also in case of the disconnected antiemergency systems of measuring means, automatic equipment, control and determination of temperature, pressure, concentration and other technological parameters of combustible vapors, liquids, gases.

56. The equipment and reservoirs on conversion and storage of flammable and combustible substances and materials shall be hermetic. The condition of hermeticity (density) shall be checked periodically and in case of damage, aging shall be recovered.

57. On tables and in fume cupboards where works by means of naked flame and electric heaters are conducted, it is not allowed to store, spill and put explosive reactants, flammable and combustible liquids on devices. When heating flammable liquids for prevention of emergency spill of liquid under the device the ditch shall be established.

58. In operating time of the equipment in the production rooms belonging on vzryvo-and fire danger to the category "A" and "B" it is necessary to prevent possibility of sparks. Half of these rooms shall be made of materials, not defiant sparks as a result of blows and friction. Internal surface of containers (reservoirs) shall be dry and net, without corrosion traces. Processing equipment, and also pipes shall be protected from static electricity. The fabrics used in the dangerous territories shall be processed by antistatic means.

59. All works on vzryvo-and the fire-dangerous territories in any working conditions shall be carried out by the actions protecting from explosion with use of not scintillating means and tools. The workers working at the dangerous territories shall be provided with the clothes processed by antistatic means.

60. When using the means of cleaning intended for deduction of explosives it is required:

a) make cleaning of filtrational devices in process of accumulating of waste;

b) perform works on removal of dust from cyclones in case of the switched-off fan;

c) not use naked flame or the sparking means during the cleaning and repair of filtrational devices;

d) control operability of fire-retardant devices (valves, membranes, fire gates);

e) to constantly control temperature in case of collection of the waste capable to self-ignition. In case of the self-igniting centers immediately to take measures for their liquidation and according to technological rules to delete waste and ashes (ashes).

61. When implementing engineering procedures it is not allowed to disconnect management systems, control and protection against accidents.

In necessary cases for check, testing and adjustment shutdown of separate devices can be authorized with safety of engineering procedure according to the written permission of the official specified in the order on safety of engineering procedure.

62. In case of operation of workshops, sites and devices on painting, degreasing and sink the following requirements shall be observed:

a) use of cases, cameras and cabins of painting in case of defect is forbidden in them air-exhausting system, sprayers (hydrofilters), and also other effective devices on catching of particles of the combustible paints and varnishes provided in technical documentation;

b) works on cleaning of painting devices of combustible remaining balance shall be carried out every day upon termination of change in case of the working ventilation. Scrapers shall be made of materials, not defiant sparks;

c) paints and varnishes shall be delivered to workplaces in finished form in the quantity which is not exceeding required on one change (in case of round-the-clock operation - in the quantity which is not exceeding required for one days).

63. The flammable and combustible liquids which dried up in pipes, ice blockages shall be warmed by safe method (by means of hot water, vapor, the warmed sand and others). Use for heating of naked flame and the warmed objects is forbidden.

64. Without fire gates (hydraulic locks) or in case of their shutdown it is not allowed to use:

a) air networks of reservoirs and devices with flammable and combustible liquids;

b) the networks of flammable and combustible liquids working with incomplete or periodic flow;

c) gas and steam-air networks if in them there are mixes in explosive concentration.

65. For check and repair of installation sites of gates of fire and hydraulic locks, to these places there shall be possibility of open entry. Check of gates of fire and in need of their cleaning shall be performed according to the schedule, but once suffices 3 months.

Chapter 9. Requirements of fire safety imposed to storage of substances and materials

§1. General provisions

66. Storage (placement) of substances and materials is performed taking into account their aggregate state, storage compliance, and also uniformity of the extinguishing substances according to appendix No. 10 to these rules. Use and storage on objects of substances and materials with unknown structure, vzryvo-and which fire-dangerous properties are not studied is forbidden.

67.
