About emergency situation in energy industry of the Kyrgyz Republic
For the purpose of acceptance of emergency measures on conclusion of the Kyrgyz Republic from the energy crisis connected with climatic challenges, low pritochnost of water in river basin Naryn, shortage of the generating capacities in the conditions of promptly advancing energy consumption growth according to article 5 of the Law of the Kyrgyz Republic "About Civil protection", the Law of the Kyrgyz Republic "About renewable energy resources", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Declare since August 1, 2023 emergency mode in energy industry of the Kyrgyz Republic valid through December 31, 2026.
2. To the Cabinet of Ministers of the Kyrgyz Republic in week time:
1) in accordance with the established procedure to grant to the Department of Energy of the Kyrgyz Republic the right of determination and allocation of the parcels of land suitable for use of renewable energy resources, with subsequent their transfer of green power to Fund under the Cabinet of Ministers of the Kyrgyz Republic according to the Presidential decree of the Kyrgyz Republic "About questions of transfer of lands, held for use renewable energy resources" of March 23, 2023 No. 62;
2) to grant exclusive right to the Minister of Energy of the Kyrgyz Republic for action of emergency mode promptly:
