About procedure for issue of documents and making of actions

For the purpose of further enhancement of procedure of ministerial procedures and optimization of activities of diplomatic representations and consular establishments of the Republic of Belarus:

1. Determine that the statement for implementation of ministerial procedures (appendix 1) moves in authorized body the interested person * personally or through the representative based on the power of attorney which is drawn up in the Republic of Belarus.

* For the purposes of this Decree the interested person is understood as the citizen of the Republic of Belarus concerning whom ministerial procedure is performed, notarial action is made.

2. Determine that:

2.1. the notarial certificate, state registration (certificate) of agreements on alienation, pledge of real estate, alienation of motorized vehicles, trail cars to them or the self-propelled machines which are subject to state registration and the state accounting, other agreements or transactions on property acquisition is performed in case of the personal address of the interested person - the owner of property or based on the power of attorney which is drawn up in the Republic of Belarus;

2.2. diplomatic agents of diplomatic representations of the Republic of Belarus and consular officials of consular establishments of the Republic of Belarus concerning interested persons have the right to make the following notarial actions:

certify wills;

certify consent, refusals;

witness fidelity of copies of documents and statements from documents;

witness authenticity of the signature on documents;

witness fidelity of transfer of documents from one language on another;

certify the fact of finding of the citizen in live;

certify the fact of finding of the citizen in certain place;

certify identity of the citizen with person represented in the photo;

certify time of production of documents;

issue duplicates of notarial documents which copies are available stored in diplomatic representations and consular establishments of the Republic of Belarus;
