About modification and amendments in some orders of the Ministry of Health of the Republic of Kazakhstan

I ORDER:

1. Bring in the order of the Minister of Health of the Republic of Kazakhstan of November 13, 2020 No. KR DSM-193/2020 "About approval of rules of carrying out sanitary and epidemiologic monitoring" (it is registered in the Register of state registration of regulatory legal acts at No. 21640) the following changes and amendments:

in Rules of carrying out sanitary and epidemiologic monitoring:

add Item 12 with the subitem 7) of the following content:

"7) monitoring of products which are subject to sanitary and epidemiological surveillance in form according to appendix 7 to these rules (further – appendix 7).";

state Item 17 in the following edition:

"17. Branches of areas, cities of Astana, Almaty and Shymkent, and also city and district departments of branches of the state organization in the field of sanitary and epidemiologic wellbeing of the population:

1) make according to instructions about conducting sanitary and epidemiologic examination sampling of products within sanitary and epidemiologic monitoring concerning products which are subject to sanitary and epidemiological surveillance and also laboratory and tool researches according to requirements of regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population, including technical regulations of the Eurasian Economic Union, perform collection, preprocessing of data on the conducted researches;

2) is transferred by data to territorial subdivisions of state body in the corresponding territory at the district, regional levels, and also the cities of Astana, Almaty and Shymkent regarding the conducted researches according to appendices 1, of 2, of 3, of 4, 5 in 3 working days prior to the terms specified in Item 19 of these rules (except for the subitem 1) these rules.";

2) of Item 18 to state the subitem in the following edition:

"2) carry out collection and systematization provided by district departments of branches and branches of areas, cities of Astana, Almaty and Shymkent of information, supplement information regarding the held events within the competence by results of checks;";

"20. Territorial subdivisions of state body at the regional level send summary information on sanitary and epidemiologic monitoring to NPTSSEIM branch of RGP on PHV "NTsOZ":

1) weekly till 17:00 o'clock on Fridays, according to appendix 1;

2) monthly to 1 date, following for reporting, according to appendices 1, 2;

3) quarterly to the 5th, following reporting quarter, according to appendices 1, 2;

4) quarterly to the 20th day of the last month of quarter, according to appendices 3, 4;

5) once in half-year to the 5th, following reporting half-year, according to appendices 1, 2;

6) once in half-year to the 20th day of the last month of half-year, according to appendices 3, 4, 5;

7) once a year to the 5th, following after accounting year on accruing, according to appendices 1, 2.

8) once a year to the 20th day of the last month of year on accruing, according to appendices 3, 4, 5.

9) monthly to the 10th, following for reporting, according to appendix 7.";

state Item 21 in the following edition:

"21. NPTSSEIM branch RGP on PHV "NTsOZ" sends information on sanitary and epidemiologic monitoring to state body:

1) weekly till 10:00 o'clock on Mondays, according to appendix 1;

2) monthly to 1 date, following for reporting, according to appendices 1, 2;

3) quarterly to 1 date, following reporting quarter, according to appendices 1, 2;

4) quarterly to the 25th day of the last month of quarter, according to appendices 3, 4;

5) once in half-year to 1 date, following reporting half-year, according to appendices 1, 2;

6) once in half-year to the 25th day of the last month of half-year, according to appendices 3, 4, 5;

7) once a year to the 10th, following after accounting year, on accruing, according to appendices 1, 2;

8) once a year to the 25th day of the last month of year, on accruing, according to appendices 3, 4, 5.";

add with appendix 7 according to appendix 1 to this order.

2. Bring in the order of the Minister of Health of the Republic of Kazakhstan of December 30, 2020 No. KR DSM-334/2020 "About approval of rules of conducting sanitary and epidemiologic examination" (it is registered in the Register of state registration of regulatory legal acts at No. 22007) the following changes:

in Rules of conducting sanitary and epidemiologic examination:

state Item 12 in the following edition:

"12. The instruction about conducting sanitary and epidemiologic examination (further – the Instruction) is taken out by the official for carrying out measurements of electromagnetic fields, physical factors of the environment, radiological measurements (further – measurements) and examinations of products within sanitary and epidemiologic monitoring.";

state Item 14 in the following edition:

"14. For carrying out measurements the staff of the Organization with compulsory attendance of the official, head or representative of the checked subject, or the authorized person of the checked subject is attracted and makes sure the protocol of measurements in the form approved according to the subitem 31) of article 7 of the Code.

Sampling of products according to the instruction in case of sanitary and epidemiologic monitoring concerning products which are subject to sanitary and epidemiological surveillance is carried out by the staff of the Organization and makes sure the document confirming the fact of acquisition of products.";

state Item 15 in the following edition:

"15. The protocol of measurements is constituted in triplicate. The first copy of the protocol of measurements according to the instruction of the official goes to the Organization for conducting sanitary and epidemiologic examination. The second copy of the protocol of measurements remains at the head of the checked subject. The third copy of the protocol of measurements is stored at the official.

The protocol of sanitary and epidemiologic examination of products following the results of sanitary and epidemiologic monitoring concerning products which are subject to sanitary and epidemiological surveillance is constituted in duplicate. The first copy of the protocol remains in the Organization, the second copy of the protocol is stored at the official who issued the instruction.";

Be reworded as follows appendix 4 according to appendix 2 to this order.

3. To provide to committee of sanitary and epidemiologic control of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.
