Chapter 1. General provisions

1. The Ministry of Water Resources and Irrigation of the Republic of Kazakhstan (further - the Ministry) is the state body of the Republic of Kazakhstan performing management, cross-industry coordination and forming of state policy in the field of protection and use of water fund and also control and regulation of activities of subjects of natural monopolies in the field of water supply and (or) water disposals regarding services in water supply in channels, water supply for irrigation and to regulation of superficial drain by means of retaining hydraulic engineering constructions according to the legislation of the Republic of Kazakhstan on natural monopolies (further - the regulated sphere).

2. The ministry has departments:

Committee of water economy of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan;

Committee on regulation, protection and use of water resources of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan.

3. The ministry performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

4. 13. Tasks:

1) forming of state policy in the field of protection and use of water fund;

2) implementation of coordination of activities of the central and local executive bodies for realization of state policy in the field of the activities referred to competence of the Ministry;

3) realization of state policy concerning international cooperation in the areas carried to competence of the Ministry;

4) preserving, rational use and recovery of water resources;

5) development of system of distribution of information and education in the field of protection and use of water fund;

6) ensuring accomplishment of the international contractual and other commitments of the Republic of Kazakhstan, development of international cooperation in the field of water resources management;

7) public administration and ensuring the state control and supervision in the regulated sphere;

8) preserving water fund;

9) management and cross-industry coordination in the field of protection and use of water fund;
