2. To provide to committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;

3) the direction of this order in the local executive bodies of areas, cities of Astana, Almaty and Shymkent, the state veterinary organizations created by local executive bodies of areas, cities of Astana, Almaty and Shymkent after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming and maintaining the database on identification of farm animals and issue of the statement from it

Chapter 1. General provisions

1. These rules of forming and maintaining the database on identification of farm animals and issue of the statement from it (further – Rules) are developed according to the subitem 39) of article 8 of the Law of the Republic of Kazakhstan "About veterinary science" (further – the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and determine procedure for forming and maintaining the database on identification of farm animals and issue of the statement from it, and also procedure for rendering the state service "Updating (Adjustment) of Information about Farm Animals" (further – the state service).

2. In these rules the following basic concepts are used:

1) the database on identification of farm animals (further – the database) – the part of veterinary accounting providing single, multi-level data recording system about individual number of animal, about its veterinary processings, including results of diagnostic testings, and also data on the animal owner, performed by the state veterinary organizations created by local executive bodies, and used by authorized body;

2) access to the database on identification of farm animals (further – access to the database) – introduction, updating, adjustment of data, acquaintance with data in the database on identification of farm animals, its processing, including copying, the analysis and other transactions with the data which are available in the database;

3) the statement from the database on identification of farm animals (further – the statement from the database) – data on terms and nature of the held veterinary events, including the results of diagnostic testings taken from the database on identification of farm animals by specialists in the field of veterinary science of the state veterinary organizations created by local executive bodies upon the demand of owners of animals according to the procedure and form which are approved by authorized body;

4) authorized body in the field of veterinary science (further – authorized body) – the central executive body performing management in the field of veterinary science and also within the powers cross-industry coordination;

5) the operator – the legal entity performing maintenance of the state information system;

6) structural division of authorized body – the structural division of authorized body performing functions in the field of development of the state services and digitalization of agro-industrial complex;
