No. 441-451, 887), with subsequent changes, and Items c) and d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Create the state geographic information system "Geoportal of national infrastructure of space data".

2. Approve:

1) the Concept of the state geographic information system "Geoportal of national infrastructure of space data", according to appendix No. 1;

2) Regulations on procedure for maintaining the state geographic information system "Geoportal of national infrastructure of space data", according to appendix No. 2.

3. Appoint the Agency of geodesy, cartography and inventory as the owner and the holder of the state geographic information system "Geoportal of national infrastructure of space data".

4. For the purpose of implementation of this resolution to the Agency of geodesy, cartography and inventory to represent annually to the Ministry of Finance of the offer on request of necessary financial resources for management according to provisions of the Law No. 181/2014 on public finance and budget and tax responsibility for inclusion in the law on the government budget for the corresponding year.

Concept of the State geographic information system "Geoportal of national infrastructure of space data"

Introduction

The state geographic information system "Geoportal of national infrastructure of space data" is technical platform which is crucial element of national infrastructure of space data, provides access to space data, provides information on space data and network services of one or several public subjects or the third parties, and also provides possibility of search, viewing and loading of space data from different sources (thematic geoportals).

By means of the metadata published in the State geographic information system "Geoportal of national infrastructure of space data" search and visualization of sets of space data will be provided, opportunity to publish own metadata will be provided to public subjects and the third parties. Also references to the different services of space data represented by public subjects or the third parties will be included.

The state geographic information system "Geoportal of national infrastructure of space data" can be used for: search of sources of space data, visualization of the detailed description for all sources of space data and receipt of information access, visualization of the space data found by means of network services, loading of space data with use of network services directly from the producer, creation, loading and management of metadata for the space data created by the public subjects and the third parties making and storing space data.

Task of the State geographic information system "Geoportal of national infrastructure of space data" is promotion of national infrastructure of space data and informing on the most topical news, managements and regulations for public subjects and the third parties on implementation of national infrastructure of space data, and for working groups in the field of national infrastructure of space data the platform is available to joint operation as part of system.

The state geographic information system "Geoportal of national infrastructure of space data" is open for any user for use of instruments of search and viewing of the existing space data.

Chapter I Basic provisions

1. The state geographic information system "Geoportal of national infrastructure of space data" (further - Geoportal of NIPD) is technical platform on which all metadata about space data and network services according to articles 6 and 7 of the Law No. 254/2016 on national infrastructure of space data are registered.

2. The NIPD geoportal provides access to space data through network services by means of the metadata describing the space data and network services created by the public subjects and the third parties owning space data.
