1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods" (The Russian Federation Code, 2020, No. 2, Art. 198; 2021, No. 3, Art. 594; No. 11, Art. 1834; No. 48, Art. 8066; 2022, No. 32, Art. 5828; No. 43, Art. 7419).

2. Determine that:

till March 31, 2024 (inclusive) participants of turnover of goods of light industry have the right to mark means of identification light industrial goods (codes 13.91.19 (regarding only outerwear), 14.12. 11, 14.12. 12, 14.12. 21, 14.12. 22, 14.12.30. 110, 14.12.30. 120, 14.12.30. 130, 14.12.30. 140, 14.13. 11, 14.13. 12, 14.13. 13, 14.13. 14, 14.13. 22, 14.13. 23, 14.13. 24, 14.13. 32, 14.13. 33, 14.13. 34, 14.13. 35, 14.14. 11, 14.14. 21, 14.14. 23, 14.19.12.110, 14.19.12.120, 14.19.22.110, 14.19.22.120, 14.19.22.190, 14.19.23.120, 14.19.23. 130, 14.19.32 (regarding only outerwear) and 14.39.10 All-Russian Product Classifier by types of economic activity and codes 4304 00 000 0, 6101, 6102, 6103, 6104, 6105, 6110, 6112 11 000 0, 6112 12 000 0, 6112 19 000 0, 6112 20 000 0, 6113 00 (regarding only outerwear), 6203, 6204, 6205, 6206, 6210 (regarding only outerwear), 6211 20 000 0, the 6211th 32, the 6211th 33, 6211 39 000 0, the 6211th 42, the 6211th 43, 6211 49 000, 6214 and 6215 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union) on condition of submission of data on marking of such light industrial goods means of identification in the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification according to Rules of marking of light industrial goods means of identification the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods";

the operator of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, provides provision to the participants of turnover of goods of light industry performing marking of light industrial goods means of identification according to the paragraph the second this Item, codes of marking necessary for forming of means of identification, on condition of submission of all data necessary for registration of the light industrial goods provided by the paragraph the second this Item, in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, according to Rules of marking of light industrial goods means of identification, the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods".

3. This resolution becomes effective from the date of its official publication, except for Item 1 of this resolution which becomes effective since March 1, 2024.

1. In Item 2:

a) the subitem "e" after words "unrealized light industrial goods," to add with the words "specified in the subitem "d" of this Item";

b) the subitem "zh" after words "marking of light industrial goods," to add with the words "specified in the subitem "d" of this Item";

c) add with subitems "z" - "to" the following content:

i) till September 30, 2024 has (inclusive) the right to perform storage and transportation being at them in ownership, and (or) use, and (or) the order of the light industrial goods specified in the subitem "z" of this Item as of April 1, 2024 (remaining balance of goods) and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(2) Rules approved by this resolution.

If the participant of turnover of goods of light industry in time specified in Item 54 (2) will not enter the Rules approved by this resolution into information system of monitoring of the data on the specified remaining balance of goods, the stipulated in Item 54(2) Rules approved by this resolution codes of marking of such light industrial goods are cancelled.

At the same time turnover and conclusion from turnover of unmarked remaining balance of the goods specified in paragraph one of this subitem are allowed till June 30, 2024 (inclusive);

j) till May 31, 2024 (inclusive) perform marking of the light industrial goods specified in the subitem "z" of this Item, acquired till March 31, 2024 (inclusive) and issued by customs authorities since April 1, 2024 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale) and till August 31, 2024 (inclusive) enter into information system of monitoring of the data on marking of such light industrial goods means of identification and introduce them into circulation according to the Rules approved by this resolution.".

2. To state paragraph two of Item 3 in the following edition:

"Drawing funds of identification for consumer packaging, or on light industrial goods, either label, or the label of the light industrial goods imported on the territory of the Russian Federation or made in the territory of the Russian Federation according to the Rules approved by this resolution for the light industrial goods specified in the subitem "d" of Item 2 of this resolution is obligatory since January 1, 2021, for the light industrial goods specified in the subitem "z" of Item 2 of this resolution - since April 1, 2024".

3. In Item 5:

a) subitems "v" - "д" after words "marking by means of identification of light industrial goods," to add with the words "specified in the subitem "d" of Item 2 of this resolution";

b) add with subitems "e" and "zh" of the following content:

"e) provision to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "z" of Item 2 of this resolution, introduced into circulation till March 31, 2024 (inclusive), the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring;

g) provision since April 1, 2024 to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "z" of Item 2 of this resolution, introduced into circulation since April 1, 2024, the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring.".

4. State Item 6 in the following edition:

"6. Determine that in the territory of the Russian Federation input in turnover of goods of light industry without drawing funds of identification for them and transfer to information system of monitoring of data on marking of light industrial goods means of identification, and also turnover and the conclusion from turnover of goods of light industry which are not marked by means of identification are allowed:

till January 1, 2021 - for the light industrial goods specified in the subitem "d" of Item 2 of this resolution, except as specified, specified in subitems "e" and "zh" of Item 2 of this resolution;

till March 31, 2024 (inclusive) - for the light industrial goods specified in the subitem "z" of Item 2 of this resolution, except as specified, specified in subitems "i" and "k" of Item 2 of this resolution.

Till February 1, 2021 release by customs authorities according to customs procedure of release for internal consumption of the unmarked light industrial goods specified in the subitem "zh" of Item 2 of this resolution is allowed.

Till May 31, 2024 release by customs authorities according to customs procedure of release for internal consumption or reimport of the unmarked light industrial goods specified in the subitem "k" of Item 2 of this resolution is (inclusive) allowed.

At the same time till May 1, 2021 participants of turnover of goods of light industry have the right to perform storage and transportation being at them in ownership, and (or) use, and (or) the order of the light industrial goods specified in the subitem "d" of Item 2 of this resolution as of January 1, 2021 (remaining balance of goods) and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(1) Rules approved by this resolution.".

5. In Rules of marking of the light industrial goods means of identification approved by the specified resolution:

a) Item 2:

the fourth after words of "the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union" to add the paragraph with words "(further - the commodity nomenclature)";

"26. In need of input in turnover of goods, specified in the subitem "z" of Item 2 of the order of the Government of the Russian Federation of December 31, 2019 to No. 1956 "About approval of Rules of marking of light industrial goods by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification, concerning light industrial goods", being in ownership, and (or) use, and (or) the order at participants of turnover of goods as of April 1, 2024 (remaining balance of goods), participants of turnover of goods till September 30, 2024 (inclusive) perform registration of goods in information system of monitoring according to Items 24 and 25 of these rules and till October 31, 2024 (inclusive) enter into information system of monitoring of the data, containing in the relation of each unit of goods (except for information on remaining balance of the goods received from the physical persons which are not registered as individual entrepreneurs when implementing commission trade):

identification taxpayer number of the participant of the turnover of goods performing input of goods in turnover;

code of identification of goods, either code of identification of set, or set identification code, or code of identification of shipping package.".
