being guided by the Allied program for unification of regulation of the transport market of the State Parties of the Agreement on creation of the Union State of December 8, 1999, promoting further development of the mutually beneficial economic relations,
attaching importance to realization of the approved approaches and actions for providing equal tariff conditions when rendering airport and aeronautical services concerning operators of aircrafts of the State Parties of the Union State,
aiming to provide respect for balance of economic interests between the organizations of air transport, operators of aircrafts of the states of the Parties,
agreed as follows:
This agreement determines the principles and rules of collection for airport and aeronautical servicing of charges and rates for the territories of the states of the Parties.
This agreement extends to the relations between the organizations of air transport and airlines of the states of the Parties irrespective of pattern of ownership on aircrafts.
In case of accomplishment of flights by airlines of the state of one Party along the approved routes according to the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on air traffic and cooperation in the field of air transport of December 12, 1997 charges and (or) rates at the airports of the state of other Party for aeronautical servicing and services at the airports are levied according to the rates established by the legislation of the state of this Party. At the same time the amount of such charges and (or) rates shall not exceed the amount of the similar charges and (or) rates levied from the airlines of the state which are carrying out the international flights.
