About approval of the Federal development program of education

According to article 1 of the Law of the Russian Federation "About education" the Federal development program of education is organizational basis of state policy of the Russian Federation in the field of education.

Article 1. Approve the Federal development program of education it (is applied).

Article 2. To the government of the Russian Federation to provide means for implementation of the Federal development program of education in case of project development of the Federal Laws on the federal budget for 2001-2005.

Article 3. This Federal Law becomes effective from the date of its official publication.

Federal development program of education

 

Introduction

The federal development program of education (further - the Program) according to the Law of the Russian Federation "About education" is organizational basis of state policy of the Russian Federation in the field of education. The program determines the strategy of priority educational development and measure of its realization. Main objectives and tasks of the Program develop the appropriate regional programs which consider national and cultural, social and economic, ecological, cultural, demographic and other features of the specific region and are directed to the solution of the questions carried by the legislation of the Russian Federation in the field of education to maintaining subjects of the Russian Federation.

Realization of the purposes of the Program is provided by means of as current financing at the expense of budgets of all levels, necessary for steady functioning of education system of the Russian Federation (further - education system), and additional target financing is direct actions and drafts of the Program directed to the solution of tasks of development of system on the basis of achievements of science and practice (innovations).

The decision on development of the Program is made by the order of the Government of the Russian Federation of October 14, 1992 N 787 "On the organization of tender on development of the Federal development program of education".

Stages of consideration of the Program:

the decision of the Russian Federation created by the Government of the Commission on the organization of tender on development of the Federal development program of education about results of the specified tender of March 10, 1993 (the protocol N 5);

the decision of the Government of the Russian Federation (the protocol of March 31, 1994 N 5) about approval of the draft of the Federal development program of the education which is selected by results of the held competition and N BF-P5-11430 finished by the Ministry of Education of the Russian Federation, the State committee of the Russian Federation on the higher education, the Ministry of Economics of the Russian Federation with participation of the Ministry of Finance of the Russian Federation according to the order of the Government of the Russian Federation of April 1, 1993;

new edition of the Program is approved by the Government of the Russian Federation at the meeting on June 24, 1999 (the protocol N 25, undressed 2, Item 2).

The state customer is the Ministry of Education of the Russian Federation.

Contractors and collaborators are public authorities, state bodies of management of education, local government bodies, founders of educational institutions, educational institutions of different forms, types and types, the research organizations.

Program implementation terms - 2000-2005.

In 1994-1999 actions of the Program were performed on the project approved by the Government of the Russian Federation.

Main goal of the Program - educational development for the benefit of forming of harmoniously developed, socially active, creative person and as one of factors of economic and social progress of society on the basis of the education priority proclaimed the Russian Federation.

Main actions (tasks) of the Program:

providing conditions for realization of the equal rights of citizens to formation of all levels and steps;

creation of the regulatory legal base in the field of education providing functioning and educational development for the benefit of the personality, societies and the states;

forming and realization of economic development mechanisms of education system;

development of regulations and standard rates of financial, material and other resource provision of education system;

implementation of measures, the new social and economic living conditions of society providing functioning of education system during forming;

introduction and implementation of successive state educational standards and the approximate educational programs of different levels and directions of education corresponding to them;

development of content of the education corresponding to modern Russian and world level of the equipment, science, culture;

development, development and realization of information educational technologies and training methods, including remote;

development of research and scientific and technical organization activity of education system, integration of science and education;

enhancement of system of licensing, certification and accreditation of educational institutions;

ensuring quality control of education;

development of system of preparation and retraining of employees of educational institutions and scientific and pedagogical workers;

enhancement of system of the state certification of scientific and scientific and pedagogical workers and activities of the Highest certifying commission of the Ministry of Education of the Russian Federation;

development of package of measures for the state and social support of workers of education system and all categories of students and pupils;

accomplishment of complex of priority basic, applied researches and developments on education problems, implementation of innovative projects and programs;

development of the concept and creation of conditions for introduction of new structure of the general education on the basis of carrying out full-scale pedagogical experiment;

enhancement of system of life-long education;

organization of preparation and edition of educational, scientific and methodical literature;

the organization of centralized providing funds of libraries of education system at the expense of means of budgets of all levels;

production organization of the educational and scientific equipment, devices and tutorials of different function;

development of material and technical resources, energy-saving technologies;

development of full partnership of the Russian education system with education systems of foreign states;

participation in forming of single educational space of the State Parties of the Commonwealth of Independent States.

Actions for program implementation are a part of the system the complex actions providing realization of the directions of development planned by the Program and achievement of the expected results. Actions which are specified in subsection 2 of the Section III and partially the Section IV and according to which the Ministry of Education of the Russian Federation creates the coordination joint action plan on program implementation with other interested federal executive bodies and public authorities of subjects of the Russian Federation are not included in the list of actions.

The system of actions is given in the Section VI.

The expected results of program implementation are preserving and educational development for the benefit of the personality, societies and the states.

The procedure for the organization of accomplishment of the Program, its resource providing and control of the course of program implementation is established by the Government of the Russian Federation.

The mechanism of program implementation provides annual forming of working documents:

the list of the first-priority works following from system of actions of the Program with determination of differentiation of activities of contractors, sources and the amount of financing;

the coordination joint action plan of the Ministry of Education of the Russian Federation with other federal executive bodies and public authorities of subjects of the Russian Federation.

Control of program implementation is exercised by the Government of the Russian Federation according to the legislation on education.

Section I. Condition and main problems of educational development

Subsection 1. Short characteristic of levels of education system

1. General education, primary professional education (main and additional educational programs, including special)

At the beginning of 1998/99 academic years in the Russian Federation worked (the table 1) 60,25 thousand preschool educational institutions which visited 4, one million children, 66,7 thousand educational institutions of different types, including 568 non-state, in which studied over 21,1 of one million pupils and training was conducted in 80 languages of the people of Russia, over 4 thousand organizations of primary professional education in which studied 1,67 of one million people, 8,7 thousand organizations of additional education of children in which were engaged in 4,4 of one million people.

The unique educational sphere covering 68,9 of percent of educational institutions of the Russian Federation are educational institutions of the rural zone - the centers of knowledge and culture.

In educational institutions of the general education and primary professional education it is employed over 2,4 of one million pedagogical workers.

Realization of different educational requests is promoted by structural adjustment of network of educational institutions. Number of organizations of nonconventional types - lyceums, professional lyceums, гимназийдостигло 2547 with total number of one million people studying 1,7.

Organizations of additional education of children continue to promote enrichment of culture and traditions of education of children.

2. Secondary, higher and postgraduate professional education (main and additional educational programs)

At the beginning of 1998/99 academic years in the Russian Federation functioned:

2649 state and municipal educational institutions of secondary professional education (further - average special educational institutions) in which 2052 thousand people, including 935 colleges realizing programs of preparation of the increased level, and 60 non-state colleges with the contingent of 18,8 thousand people studied;

587 public educational institutions of higher professional training (further - higher educational institutions) in which more 3,3 of one million people, and 334 non-state higher educational institutions in which thousand people studied 250,7 studied.

In the state average special educational institutions thousand teachers, in the state higher educational institutions - 249,6 thousand teachers worked with 123,1.

In 1998 on all forms of education in the state and non-state higher educational institutions it is accepted 912, thousands of people. The indicator of number of students of higher educational institutions on 10 thousand people of the population in 1998 constituted 246. The indicator of number of pupils of average special educational institutions on 10 thousand people of the population in 1998 constituted 139.

At the same time since 1992 receipt of higher education by youth extends generally due to increase in number of the students studying at basis of full recovery of costs in the state and non-state higher educational institutions.

Training of specialists with higher education is conducted in 92 directions and 443 specialties. For the last three years openly 15 new specialties of higher education, including 10 engineering.
