About measures for further enhancement of activities of public service for quarantine of plants

For the purpose of raising of system of quarantine of plants in the country on new level, widespread introduction to this area of scientific innovations, the international experience and digital technologies, further expansion of amount and geography of export, and also support of the subjects of entrepreneurship who are engaged in production and procurement of agricultural products:

2. Determine the main objectives of Research institution by quarantine and protection of plants (further - Institute) and its territorial branches:

carrying out in the territory of the republic of the analysis of phytosanitary risk and development of the evidence-based phytosanitary measures directed to the prevention of penetration of the harmful organisms able to cause significant economic damage;

development of programs for liquidation of the centers of quarantine and other dangerous harmful organisms and to determination of the territories, free from them, and also according to the prevention of their distribution and fight against them;

identification of objects of quarantine and other dangerous harmful organisms of plants, and also development of express methods of their diagnostics and methods of fight against them;

research of impact of harmful organisms on agricultural products from the scientific point of view, development of innovative methods of their disinfecting and creation of new types of entomophages;

training, retraining and advanced training of employees of the Agency in quarantine and protection of plants (further - the Agency), and also agronomists and entomologists of subjects of entrepreneurship.

3. Establish procedure according to which:

a) since January 1, 2021:

issue by the quarantine laboratories which underwent accreditation created by private sector, the conclusions on the exported fruit and vegetable products and other materials is allowed;

The agency conducts special training courses on training in international standards and phytosanitary requirements of importing countries of specialists of the subjects of entrepreneurship who are engaged in production and procurement of export-oriented fruit and vegetable products on permanent basis;

b) since April 1, 2021 the system of quarantine control, application of "office dogs detectors", if necessary, of fumigation (disinfecting) of body (cargo sections) of the vehicles (airplanes, rail cars and containers, cargo cars) importing products from foreign countries takes root;

c) since November 1, 2020:

for the subjects of entrepreneurship who are engaged in production, the state inspectors on quarantine of plants for reduction of their products in compliance with phytosanitary requirements of the foreign states, provisions of the corresponding consultations and rendering the practical help are fixed by procurement and packaging of export-oriented agricultural products;

8. Approve the list of the organizations assigned to Research institution on quarantine and protection of plants and its territorial branches according to appendix No. 7. At the same time each organization fixes specialists for the purpose of development of evidence-based measures for carrying out the analysis of phytosanitary risk, prevention of penetration and fight against the harmful organisms able to cause significant economic damage.

9. To create academies of Sciences together with the Ministry of innovative development, the Ministry of investments and foreign trade and the Agency under the organizations given in appendix No. 7 to this resolution, quarantine laboratories on carrying out quarantine inspections and examinations of seeds, plants, vegetable products and other materials. At the same time to provide:

To the ministry of innovative development - the direction of means in scientific projects within state programs of scientific activities on further enhancement of material and technical resources of quarantine laboratories;

Academies of Sciences together with the Ministry of Agriculture and the Ministry of innovative development - fixing of employees of research institutions and the Tashkent state agricultural university to these laboratories, and also the organization of foreign training for development of skills of work with the modern equipment.

10. Proceeding from tasks of the Agency and Institute to approve:

the plan died, performed by quarantine laboratories under research institutions according to appendix No. 8;

schedules of fixing of biolaboratories and clinics of plants of the republic to departments of the relevant research and highest educational institutions according to appendices No. 9 and 9a.

At the same time, activities of biolaboratories and clinics of plants are coordinated by research institutions and departments of the highest educational institutions by development of innovative methods of increase in new types of entomophages and rendering services to producers of products, and also rendering the methodical and practical help in the corresponding directions, proceeding from features and edaphic-climatic conditions of each region.

11. To the Ministry of Agriculture jointly the Ministry of the higher and secondary vocational education to adjust:

carrying out 144-hour short-term rates in the relevant highest educational institutions on the basis of requirements imposed to employees of the Agency and also to review the curriculum of the direction of education "Quarantine of plants and agricultural products";

training in the direction of education "Quarantine of plants and agricultural products" in the Nukus branch of the Tashkent state agricultural university, since 2021/2022 academic years;

training of average link on specialties "The Laboratory Assistant on Protection of Plants" and "Agronomist on Protection and Quarantine of Plants" in all professional educational institutions of agricultural profile, proceeding from requirement of the Agency for personnel of average link, since 2021/2022 academic years.

12. Inspections:

a) bring in the Cabinet of Ministers:

together with the Ministry of investments and foreign trade, the Ministry of Agriculture, the Ministry of transport, the State Customs Committee, and also other interested ministries and departments in two-month time - offers on creation of necessary infrastructure and equipment by the equipment of places of shipment for export of perishable fruit and vegetable products;

together with the State Customs Committee, and also other interested ministries and departments till July 1, 2021 - the draft of the relevant resolution on specialization of border check-points in quarantine of plants for types of the quarantine products imported on the republic territory;

together with the Uzstandart Agency in two-month time - procedure for issue of the conclusions on the fruit products shipped for export by the quarantine laboratories which underwent accreditation created by private sector.

b) together with the Ministry of Agriculture to take measures for strengthening of cooperation with the Secretariat of the International convention for quarantine and protection of plants, and also step-by-step implementation of international standards in the field of quarantine of plants in the national legal system in 2020 - 2022;

c) together with the State Customs Committee and the Ministry of development of information technologies and communications till January 1, 2021 to complete complete integration of the automated information system "e-Fitouz" with the customs information system "Single Window". At the same time:

To represent to the Ministry of Agriculture, the Agency according to the inventory, the Center of hydrometeorological service on permanent basis of the data on farmer and Dehkan farms, gardens and vineyards, personal plots of the population and weather forecast for the purpose of their regular entering into the automated information system of Inspection "e-Fitouz";

together with the Ministry of development of information technologies and communications till December 1, 2020 based on the automated information system "e-Fitouz" to create and start the system covering all chain "from the field before export";

provide implementation of maintaining electronic cards of the quarantine territories, territories of distribution of the dangerous harmful organisms which are negatively influencing export and also the territories, free from them;

take practical measures for development of the system of "bars codes" in chain "from the field before export".

13. To the ministry of investments and foreign trade in two-month time to take measures for attraction of grant funds in the amount of 50 million US dollars for equipment of the Center and its territorial branches, quarantine laboratories of research institutions and the Tashkent state agricultural university all necessary laboratory equipment and technical means.

14. To the Uzstandart agency provide carrying out in accordance with the established procedure to registration of standards of the Convention in the direction of laboratory diagnostics for the purpose of the organization of activities of quarantine laboratories according to international standards.

15. Approve the offer of the Agency on the inventory, Agencies on management of the state assets, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of the Jizzakh, Navoiy, Kashkadarya regions about transfer of buildings to territorial inspections according to appendix No. 10 on the basis of the right of operational management.

At the same time, to determine that transfer of the buildings belonging to the organizations of system of JSC Uzpakhtasanoat is performed on revaluated market value on account of reduction of the available debt to Fund of the state support of agricultural industry under the Ministry of Finance and the Government budget.

16. For the purpose of ensuring effective and timely implementation of measures, determined by this resolution:

a) to the deputy prime minister Sh. Ganiyev in week time to hold organizational meeting, to specifically determine tasks of the responsible ministries, departments and khokimiyats, to provide approval of the Republic of Karakalpakstan by Council of Ministers and khokimiyats of areas of the measures realized by the territories;

until the end of 2020 to introduce to the Cabinet of Ministers the draft of the resolution on issue of the international phytosanitary certificate the exported domestic agricultural production, and also implementation of the internal phytosanitary certificate issued by results of control of fields, gardens and personal plots where these products are grown up;

in a month together with the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokimama of areas to make in the Cabinet of Ministers offers on creation of biofactories on the basis of public-private partnership in the territory of clusters, and also increase in entomophages on the basis of new innovative technologies until the end of 2021;

since January 1, 2021 to organize training at special training courses in the Center of workers of the subjects of entrepreneurship for production, procurement, sorting and packaging of export-oriented products providing interaction with Inspection;
