About additional measures for ensuring compliance of indicators of quality and safety of agricultural products to international standards
In recent years consecutive reforms on effective use of water and land resources, increase in production volume and expansion of geography of export of products are implemented.
In 2016 - 2019 the gross production volume of agricultural products increased by percent 171,2, including fruit and vegetable - by 172,6 of percent, stock-raising - for 170 percent, forest and fish - by percent 177,5.
Growth of export volume of fruit and vegetable products - more 1,4 of one million tons is reached that is 1,5 times more in relation to 2016.
At the same time the growing requirements imposed to quality and safety of products in the world market require acceptance of additional measures for strengthening of line items of products which are grown up in the republic in the international markets.
For the purpose of development in the republic of production, systems of regulation and compliance on the basis of the international requirements of Organic and Global G.A.P., improvements of indicators of quality and safety, expansion of geography of export of products rural and forestry, and also increase in possibility of the most complete use of potential of production of organic products in the country:
1. Approve:
The concept on development of production of organic agricultural and organic food products in the Republic of Uzbekistan (further - the Concept) according to appendix No. 1;
"Road map" on implementation of the Concept on development of production of organic agricultural and organic food products in the Republic of Uzbekistan according to appendix No. 2;
Forecast indicators of phased transition on organic production on farmlands and lands of forest fund in 2020 - 2025 according to appendix No. 3;
Forecast indicators on main types of export-oriented cultures of land certified according to requirements of international standards of proper agricultural practice (Global G.A.P.) in 2020 - 2025 according to appendix No. 4;
The plan of practical measures for the organization of cultivation of organic cotton raw and production of organic textile products by cotton and textile production enterprises and clusters according to appendix No. 5;
The plan died on creation of the organic markets and restaurants for further increase in attractiveness of agroecotourism in regions of the republic according to appendix No. 6.
2. Determine that:
a) The Ministry of Agriculture of the Republic of Uzbekistan is authorized state body on coordination and regulation of activities of all interested organizations within organic production and proper agricultural practice (Global G.A.P.);
b) The Ministry of Agriculture of the Republic of Uzbekistan is granted the right:
obtaining from all interested ministries, departments, khokimiyats, business entities and entrepreneurs of necessary information within organic production and proper agricultural practice (Global G.A.P.);
creation
of system of authorization and assessment of equivalence of activities of the business entities who are engaged in production, conversion, transportation, storage, realization and certification of organic products and raw materials.3. Establish procedure according to which placement of cultures on the parcels of land which are taken away under organic agricultural industry is performed according to evidence-based schemes of crop rotation taking into account requirements of organic standards at the same time the state intervention in placement of cultures is not allowed.
4. To the Ministry of Agriculture:
a) bring in the Cabinet of Ministers of the Republic of Uzbekistan:
together with the Ministry of Health, the State committee on forestry, the State committee of veterinary science and development of livestock production, the State committee on ecology and environmental protection, Uzbekozikovkatholding Holding company and Academy of Sciences till October 1, 2020 the bill of the Republic of Uzbekistan "About cultivation of organic agricultural products" for the purpose of the organization of organic agricultural industry and production systems on the basis of international standards;
together with the Uzstandart Agency in two-month time Regulations on procedure for voluntary carrying out certification of production of organic agricultural and food products;
b) together with the Ministry of the higher and secondary vocational education to develop educational and methodical materials for preparation in the Tashkent state agricultural university of specialists in the "Cultivation, Storage and Conversion of Products of Organic Agricultural Industry" direction, since 2021/2022 academic years to organize enrollment of students on this direction of education;
c) in a month to form in structure of the ministry within the established number of staff the management on development of organic production and proper agricultural practice consisting of four established posts;
e) till January 1, 2021 to equip the operating laboratories in research institutions of the agricultural direction with the modern high-technology equipment and to organize activities of the farms which are growing up primary organic seeds;
e) till December 31, 2020 to take measures for creation of complex of test laboratory under the State unitary enterprise "Center of Standardization of Agricultural Industry" according to requirements of the international standards Organic and Global G.A.P. at the expense of the borrowing facilities of the World Bank allocated for upgrade and increase in competitiveness of agricultural industry.
5. To the ministry of innovative development together with the Ministry of Agriculture of the Republic of Uzbekistan in two-month time to develop the five-year state scientific and technical programs directed to cultivation (production), conversion, storage and packaging of organic products, and also development of organic seed farming with forming of projects on competitive basis.
