According to the Agreement on marking of goods means of identification in the Eurasian Economic Union of February 2, 2018 and Item 16 of the Regulations on the Eurasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014) Council of the Eurasian economic commission solved:

1. Bring in decisions of Council of the Eurasian economic commission of change according to appendix.

2. This Decision becomes effective after 10 calendar days from the date of its official publication.

to the Decision of Council of the Eurasian economic commission of November 24, 2023 No. 139

The changes made to Decisions of Council of the Eurasian economic commission

1. In the Decision of Council of the Eurasian economic commission of August 8, 2019 No. 72 "About introduction of marking of shoe goods means of identification":

a) in Item 2:

the third and fourth to state paragraphs in the following edition:

"state members for the purpose of ensuring functioning of information system of marking of goods determine national operators (administrators) of national components of information system of marking of goods;

interaction of state members is performed according to basic technological organizational model of system of marking of goods means of the identification in the Eurasian Economic Union approved by the Decision of Council of the Eurasian economic commission of March 5, 2021 No. 19;";

paragraphs the fifth - the eighth and tenth to recognize invalid;

b) and 5 to state items 4 in the following edition:

"3. Approve enclosed:

the inventory, subject to marking by means of identification;

characteristics of means of identification of goods, requirements to structure and structure of information containing in means of identification of goods, procedure for generation and drawing such means of identification;

requirements to format, structure and structure of data on the marked goods transferred between competent (authorized) bodies of state members of the Eurasian Economic Union and between competent (authorized) bodies of state members and the Eurasian economic commission and also to terms of transfer of such data;

the minimum scope of information about the marked goods, the goods containing in information system of marking, access to which is provided to consumers and other interested persons, including by means of information services as a part of national components and integration component of information system of marking of goods.

4. This Decision becomes effective after 30 calendar days from the date of its official publication.";

c) in the name of the list of the shoe goods which are subject to marking by means of identification, approved by the specified Decision "shoe" to exclude the word;

d) in characteristics of means of identification of shoe goods, requirements to structure and structure of information containing in means of identification of the shoe goods, procedure for generation and drawing such means of identification approved by the specified Decision:

e) the requirements to format, structure and structure of data on the marked goods of goods items of 6401 - 6405 Commodity nomenclature of foreign economic activity of the Eurasian Economic Union transferred within information exchange of competent (authorized) bodies (operators (administrators) of national components of information system of marking of goods) when implementing cross-border trade approved by the specified Decision to state in the following edition:

Requirements to format, structure and structure of data on the marked goods transferred between competent (authorized) bodies of state members of the Eurasian Economic Union and between competent (authorized) bodies of state members and the Eurasian economic commission and also to terms of transfer of such data

1. When implementing information exchange between operators (administrators) of national components of information system of marking of goods data on the marked goods classified in line items 6401, of 6402, of 6403, 6404 and 6405 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union (further - the CN FEA EEU), and their means of identification (further - data on the marked goods) are transferred in XML format according to the following standards:

"Extensible Markup Language (XML) 1.0 (Fifth Edition)" (it is published on the Internet to the address: http://www.w3.org/TR/REC-xml);

"Namespaces in XML" (it is published on the Internet to the address: http://www.w3.org/TR/REC-xml-names);

"XML Schema Part 1: Structures" and "XML Schema Part 2: Datatypes" (are published on the Internet to addresses: http://www.w3.org/TR/xmlschema-1/ and http://www.w3.org/TR/xmlschema-2/).

2. Requirements to format, structure and structure of data on the marked goods are provided in tables 1 - 4, 6 - 8, 11 - 12 appendices to basic technological organizational model of system of marking of goods by means of the identification in the Eurasian Economic Union approved by the Decision of Council of the Eurasian economic commission of March 5, 2021 No. 19 (further respectively - basic model, appendix to basic model), except for the list of data on characteristics of goods, the list of the identifiers of application (AI) used when marking goods, classified in line items 6401, of 6402, of 6403, of 6404 both 6405 CN FEA EEU and the rules of forming of the detail "Block of Data of Means of Identification" specified in tables 1 - 3 these requirements.

3. Forming of fields (columns), and also application of designations for specifying of plurality of elements is performed according to Items 3 and 4 of appendix to basic model.

4. Data on the marked goods when implementing information exchange between operators (administrators) of national components of information system of marking of goods are transferred in real time taking into account provisions of basic model.
