Article 1

Article 2

1. This Federal Law becomes effective from the date of its official publication.

2. Till January 1, 2025 the owner of the website and (or) the page of the website in Internet network, and (or) information system, and (or) the program for electronic computers who is the Russian legal entity or the citizen of the Russian Federation and performing the activities in Internet network in the territory of the Russian Federation if the information access, posted on its website and (or) the page of the website in Internet network, and (or) in its information system, and (or) the program for electronic computers, is provided to the users who underwent authorization (further - the owner of information resource), can lead her concerning the users who are in the territory of the Russian Federation along with the methods provided by part 10 of article 8 of the Federal Law of July 27, 2006 No. 149-FZ "About information, information technologies and on information security" (to editions of this Federal Law), also with use of the information system providing authorization of users of the websites and (or) pages of the websites in Internet network, and (or) information systems, and (or) programs for electronic computers and to conforming requirements about information security, the stipulated in Clause 16 Federal Laws of July 27, 2006 No. 149-FZ "About information, information technologies and on information security" which owner is one of the following persons:

1) owner of information resource;

2) the Russian legal entity who is under control of the owner of information resource;

3) the Russian legal entity under whose control there is owner of information resource;

4) the Russian legal entity who is under control of the same legal entity as the owner of information resource;

5) the Russian legal entity who is under control of the legal entity the participant (one of participants) of which is the international fund created according to articles 12.1 and 12.2 of the Federal Law of August 3, 2018 No. 290-FZ "About the international companies and the international funds";

6) the Russian economic society recognized by economically significant organization according to article 2 of the Federal Law of August 4, 2023 No. 470-FZ "About features of regulation of the corporate relations in the economic societies which are economically significant organizations" or its subsidiary.

3. Control in the cases provided by Items 2 - 5 parts 2 of this Article, is understood as opportunity to determine the decisions made by the Russian legal entity owing to right availability directly or indirectly to dispose more than fifty percent of total quantity of the voices falling on voting shares (shares) constituting the authorized capital of this Russian legal entity.
