1. State Item 7 in the following edition:
"7. The subjects of managing determined in this Procedure together with acquisition of right to implementation of activities for production of ammunition and military units at the same time acquire the right to purchase of explosive materials and/or elements for their production according to the requirements established by the legislation and taking into account the features determined in this Procedure.
Acquisition of explosive materials of industrial function is performed based on permission which is issued taking into account provisions of this Procedure.
