About approval of Changes in Regulations on issue of certificates of subjects of estimative activities

According to Item 5 parts one of article 5 of the Law of Ukraine "About Fund of state-owned property of Ukraine", Articles 18, 19 and 23 Laws of Ukraine "About assessment of property, property rights and professional estimative activity in Ukraine", article 9 of the Law of Ukraine "About administrative services", for the purpose of optimization of procedures of issue and cancellation to subjects of managing of certificates of subjects of estimative activities ORDER:

1. Approve the Change in Regulations on issue of certificates of subjects of estimative activities approved by the order of Fund of state-owned property of Ukraine of March 14, 2002 No. 479, registered in the Ministry of Justice of Ukraine on March 28, 2002 at No. 312/6600 (in edition of the order of Fund of state-owned property of Ukraine of March 24, 2015 No. 402) which are applied.

2. To provide to department of assessment of property, property rights and professional estimative activity submission of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the vice-chairman of Fund of state-owned property of Ukraine according to distribution of functional obligations.

Changes in Regulations on issue of certificates of subjects of estimative activities

1. In the Section I:

Item 4 to state 1) in the following edition:

"4. The certificate is issued by Fund electronically.

The subject of managing can specify in the statement for issue of the certificate of the subject of estimative activities about need of receipt of the paper copy of the certificate issued electronically.

The electronic form of the certificate is given in appendix 1 to this Provision.

The paper copy of the certificate issued electronically is the certificate of the subject of estimative activities made electronically, which is printed out and certified according to the procedure, established by the legislation";

2. In the Section II:

"The certificate goes to the subject of managing to the e-mail address specified in the statement for issue of the certificate of the subject of estimative activities no later than five working days after its registration.

The subject of managing or person authorized by it receives the paper copy of the certificate issued electronically in two weeks in Fund about what the corresponding log entry of registration of certificates is performed".

4. In the Section IV:

Item 3 to state 1) in the following edition:

"3. In case of loss or damage by the subject of estimative activities - the subject of managing of the existing certificate issued electronically, Fund on the basis of the of the statement for repeated issue of the acting certificate of the subject of estimative activities issued electronically or on repeated issue of the paper copy of the certificate submitted in the form given in appendix 4 to this Provision repeatedly directs the certificate to the e-mail address specified by the subject of estimative activities in such statement no later than five working days from the date of such address.

Repeated issue of the paper copy of the existing certificate issued electronically is performed by Fund on the basis of the of the statement for repeated issue of the acting certificate of the subject of estimative activities issued electronically or about repeated issue of the paper copy of the certificate submitted in the form given in the appendix 4 to this Provision, according to the procedure, determined by the paragraph the fourth Item 1 of the Section III of this provision.

In case of loss or damage by the subject of estimative activities - the subject of managing of the existing certificate issued in paper form, issue of the certificate is performed by Fund for the procedure provided by this Provision";

Item 4 to state 2) in the following edition:

"4. Repeated issue of the existing certificate issued electronically, and/or the paper copy of the certificate, is performed gratuitously according to the procedure, established by the legislation and this Provision";

Items 5, 6 to exclude 3).

5. To exclude appendix 2 to this Provision. With respect thereto to consider appendices 3-5 respectively appendices 2-4.

6. To be reworded as follows appendices 2-4 to this Provision, enclosed.
