About approval of the Standard of the organization of rendering the ophthalmologic help in the Republic of Kazakhstan

According to the subitem 32) of article 7 of the Code of the Republic of Kazakhstan "About health of the people and health care system" I ORDER:

1. Approve the standard of the organization of rendering the ophthalmologic help in the Republic of Kazakhstan according to appendix to this order.

2. Recognize invalid the order of the Minister of health and social development of the Republic of Kazakhstan of December 25, 2015 as No. 1023 "About approval of the Standard of the organization of rendering the ophthalmologic help in the Republic of Kazakhstan" (also the order of the Minister of Health of the Republic of Kazakhstan of February 28, 2012 No. 120 "About approval of the Regulations on organization activity of health care is registered in the Register of state registration of regulatory legal acts at No. 12923), giving ophthalmologic help to the population of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 7505).

3. To provide to department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the organization of rendering the ophthalmologic help in the Republic of Kazakhstan

Chapter 1. General provisions

1. This Standard of the organization of rendering the ophthalmologic help in the Republic of Kazakhstan (further – the Standard) is developed according to the subitem 32) of article 7 of the Code of the Republic of Kazakhstan "About health of the people and health care system" (further – the Code) and establishes the general principles and requirements to the organization of rendering the ophthalmologic help in the Republic of Kazakhstan.

2. The determinations used in this Standard:

1) the profile specialist – the health worker with the higher medical education having the certificate in the field of health care;

2) the scientific organization in the field of health care (further – the scientific organization) – the national center, scientific center or research institution performing scientific, scientific and technical and innovative activities in the field of health care and also medical, pharmaceutical and (or) educational activities;

3) dynamic observation – systematic observation of the state of health of the patient, and also rendering necessary medical care by results of this observation;

4) the portal of Bureau of hospitalization (further – the Portal) – single system of electronic registration, accounting, processing and storage of the directions of patients for planned hospitalization in hospital within the guaranteed amount of free medical care, in system of compulsory social medical insurance;

5) planned medical care – the medical care provided in case of the diseases and conditions which are not followed by threat of life of the patient which rendering delay for a certain time will not entail deterioration in condition of the patient, and also when holding preventive actions;

6) emergency medical service – the medical care provided in case of sudden sharp diseases and conditions, exacerbation of the chronic diseases which are not posing explicit threat of life of the patient;

7) the clinical protocol (further – KP) – scientifically proved recommendations about prevention, diagnostics, treatment, medical rehabilitation and palliative medical care in case of certain disease or the patient's condition;

8) tinned corneal fabric is the material intended for transplantation representing the donor fabric of cornea received from eyeball of the posthumous donor, checked for haemo transmissible infections, with observance of requirements of the international eye banks in the presence of the passport of the donor with indication of: data of the anamnesis of the donor, age, quantity of endotelialny cages, the size of donor disk, type of recommended transaction (end-to-end/layer-by-layer keratoplasty) and specifying of storage duration at least 2 weeks, in the registered solution for preservation of donor fabric;

9) medical aircraft – provision of emergency medical service in the emergency form to the population with attraction of air transport;

10) medical care – complex of the medical services directed to preserving and recovery of population health including provision of medicines;

11) primary level of delivery of health care – delivery of health care by specialists of primary health care in out-patient, hospital-replacing conditions and at home;

12) the secondary level of delivery of health care – delivery of health care by the profile specialists performing specialized medical care in out-patient, hospital-replacing and stationary conditions, including on the direction of the specialists providing medical care at primary level;

13) the tertiary level of delivery of health care – delivery of health care by the profile specialists performing specialized medical care using high-technology medical services in out-patient, hospital-replacing and stationary conditions, including on the direction of specialists of primary and secondary levels;

14) primary health care (further – PHC) – the place of the first access to the medical care oriented to needs of the population, including prevention, diagnostics, treatment of the diseases and conditions rendered at the level of the person, family and society;
