About introduction of amendments to some laws of Ukraine concerning accounting of expert evaluation of the Council of Europe and its bodies concerning the rights of ethnic minorities (communities) in certain spheres

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, of Art. 170 with the following changes) to add the Item of article 32 of the Law of Ukraine with the subitem 12 of the following content:

"12) providing in the limits determined by the law, the rights to use languages of the corresponding ethnic minorities (communities) Ukraine in settlements in which persons belonging to ethnic minorities (communities) of Ukraine or in which such persons constitute considerable part of the population traditionally live".

2. Article 48 of the Law of Ukraine "About the higher education" (Sheets of the Verkhovna Rada of Ukraine, 2014, No. 37-38, of Art. 2004; 2020, 24, the Art. 170) to add No. with part four of the following content:

"4. Institutions of higher education of private pattern of ownership have the right of the free choice of language of training which is official language of the European Union (teaching one, several or all disciplines, accomplishment of individual tasks and holding control actions), with ensuring at the same time studying by persons studying in such institutions, state language as separate subject matter".

3. In the Law of Ukraine "About education" (Sheets of the Verkhovna Rada of Ukraine, 2017, No. 38-39, of Art. 380 with the following changes):
