About measures for more widespread introduction of modern information technologies in exit trading activity and to regulation of retail trading activity by means of vending machines

For the purpose of ensuring execution of resolutions of the President of the Republic of Uzbekistan of May 11, 2021 No. PP-5113 "About measures for the accelerated development of service industry" and of June 4, 2021 No. PP-5136 "About measures for implementation of information technologies in exit trading activity and support of the subjects of entrepreneurship who are engaged in retail trading activity by means of vending machines" and also further development of activities of catering establishments and exit trade the DECIDES: Cabinet of Ministers

1. Take into consideration that by the resolution of the President of the Republic of Uzbekistan of June 4, 2021 No. PP-5136 "About measures for implementation of information technologies in exit trading activity and support of the subjects of entrepreneurship who are engaged in retail trading activity by means of vending machines" it is determined that since December 1, 2021:

the exit trading activity is performed by subjects of entrepreneurship by registration of exit shopping facilities in the automated information system "To — SAVDO" (further - AIS "To — SAVDO") electronically;

places of exit trade (except for belonging to private owners) are implemented at electronic auction through AIS "To — SAVDO" according to schemes of placement of objects of exit trade.

2. Approve:

Regulations on procedure of exit trade according to appendix No. 1, providing requirements and conditions of implementation of exit trade, registration of objects of exit trade, creation of the scheme of placement of objects, realization of places of exit trade through electronic auctions, vehicle order of registration for implementation of exit trade, procedure for completion of the period of implementation of exit trade and prolongation of terms of placement of object of exit trade;

The list of the ministries, departments and organizations connected to the automated information system "To — SAVDO" according to appendix No. 2;

The plan of practical actions for regulation of exit trading activity according to appendix No. 3 *;

Regulations on operating procedure of seasonal cafes of catering establishments according to appendix No. 4, providing issue of permission to installation (construction) of seasonal cafes, requirements imposed to their installation (construction) and work, mechanisms of control of installation (construction) and use of seasonal cafe.

3. Determine that the parcels of land allocated to state bodies and the organizations, including the organizations for improvement and the road organizations, self-government institutions of citizens on the right of permanent use and temporarily not used, and also the district (city) parcels of land of inventory can be leased to subjects of entrepreneurship through AIS "K-SAVDO" by means of electronic online auction on electronic trade platform of "E-auksion" for up to 36 months for placement of object of exit trade (for the portable deep freezes of easy design used in case of storage of the made agricultural products - up to 120 months), and also placements of seasonal cafes.

To the ministries and departments which are asset holders of state-owned property to take measures for exposure of platforms of the organizations in a month in the system on which installation of vending machines, on online auction in accordance with the established procedure, for the purpose of provision in lease to subjects of entrepreneurship is possible.

At the same time in case of manifestation by subjects of entrepreneurship of initiatives of provision in lease of state-owned property for installation of vending machines, to the ministries and departments - asset holders of state-owned property in two-day time to consider these initiatives and to make offers in authorized body on provision of state-owned property in lease.

4. To the State Tax Committee together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan till November 1, 2021 to enter into the work of AIS "K-SAVDO" providing:

application for registration of objects of exit trade;

acquaintance with maps of places of exit trade;

implementation of electronic auctions according to schemes of places of exit trade on settlements;

implementation by the winner of auction of payments for the place of exit trade, and also return of money;

the direction to subjects of entrepreneurship in real time certificates with QR code electronically;

the direction to the interested ministries, departments and the organizations of information on objects of exit trade;

receipt of information on the empty and taken places of exit trade which are available in the scheme of placement of exit trade;

maintaining register of objects of exit trade;

creation of opportunity tracking online in real time the status of the statements introduced by physical persons and legal entities in AIS "K-SAVDO".

Determine Special fund of financial support, social protection, development of tax authorities and contingencies of the State Tax Committee by financing source for development, implementation in practice and technical support of AIS "K-SAVDO".

5. To provide to the State Tax Committee of the Republic of Uzbekistan together with the interested ministries and departments, and also khokimiyats of areas (cities):
