About implementation of system of obligatory digital marking of household appliances

For the purpose of cardinal enhancement of mechanisms of accounting of production, import and turnover of household appliances, prevention of cases of illegal import to the republic, productions and realization, and also providing legal turnover of household appliances the DECIDES: Cabinet of Ministers

1. Take into consideration that:

the resolution of the Cabinet of Ministers of November 20, 2020 No. 737 "About introduction of system of obligatory digital marking of separate types of goods" implements the National information system of monitoring of marking and tracking of products of "Asl belgisi" (further - NIS "Asl belgisi"), and as the operator of this system CRPT TURON LLC is determined (further - the operator);

according to the resolution of the Cabinet of Ministers of May 20, 2021 No. 322 "About measures for realization of the pilot projects for extension of the inventory which are subject to obligatory digital marking" is realized pilot project on development of mechanisms of digital marking of household appliances.

2. Agree with the offer of the State Tax Committee and Ministry of Finance of the Republic of Uzbekistan on step-by-step implementation of system of obligatory digital marking by identification taking into account separation of products of household appliances into groups.

At the same time to establish the following terms of the beginning of obligatory digital marking and types of products on groups:

a) the first group - the vacuum cleaner, the washing machine, the refrigerator and deep freeze, the TV and the monitor - since April 15, 2022;

b) the second group - plate gas household, kitchen extract, oven and oven, the microwave oven, the iron, water heater - since August 1, 2022;

c) the third group - water-heating coppers, the conditioner, household appliances with the built-in electric motor (the juice extractor, the blender, the mixer, the coffee grinder, the meat grinder), lamps of all types - since November 1, 2022.

3. Approve:

The list of identification codes of the household appliances which are subject to obligatory digital marking according to appendix No. 1;

The schedule of step-by-step implementation of system of obligatory digital marking of household appliances by the manufacturing organizations according to appendix No. 2 *;

The schedule of step-by-step implementation of system of obligatory digital marking of household appliances by the import organizations according to appendix No. 3 *;

The schedule of phased transition of the organizations of wholesale and retail trade on system of obligatory digital marking of household appliances according to appendix No. 4 *;

Regulations on features of digital marking of household appliances by identification according to appendix No. 5.

4. Establish procedure according to which:

marking codes for digital marking of the household appliances which are subject to obligatory digital marking are provided by the operator to producers and importers of these goods based on the corresponding request;

producers and importers of the procedure for obligatory digital marking of the corresponding group of household appliances having the right to order about day of implementation at the operator codes of marking and to make these goods using means of digital identification on their packaging.

5. Determine that from the date of implementation of procedure for obligatory digital marking of the corresponding group of household appliances:

a) production in the territory of the Republic of Uzbekistan without obligatory digital marking of the household appliances specified in Item 2 of this resolution and also registration in customs regime "release in free circulation (import) "without instruction in the cargo customs declaration of data by aggregative import code is forbidden when importing these goods;

b) within six months:

realization of remaining balance of household appliances without digital marking by producers and importers of household appliances of the corresponding group is allowed;

free digital marking of remaining balance of unmarked household appliances by the organizations of wholesale and retail trade in voluntary procedure is allowed;

c) within nine months realization of remaining balance of household appliances without digital marking of wholesale trade by the organizations is allowed by household appliances of the corresponding group;

d) on the expiration of nine months distribution to participants of further turnover by producers and importers of household appliances of the corresponding group is performed only by means of introduction in electronic invoices of data on codes of marking and the direction of information into NIS "Asl belgisi";

e) after twelve months:

distribution of household appliances of the corresponding group between all participants of turnover is performed only by means of introduction in electronic invoices of data on codes of marking and the direction of information into NIS "Asl belgisi";

realization of household appliances of the corresponding group in the territory of the Republic of Uzbekistan without digital marking is forbidden.

6. Determine that:

the obligation on connection to NIS "Asl belgisi", and also representation in system of data on issuance, stay in the address and retirement of goods with digital marking is assigned at the scheduled time to the organizations performing production, import (import), retail or wholesale trade by household appliances;

cases of sale (realization) not marked of the household appliances which are subject to obligatory digital marking are considered as trade abuse of regulations (sales of goods without documents), using measures according to the legislation.

7. To provide to the operator together with the State Tax Committee of the Republic of Uzbekistan till April 15, 2022 the producers and importers of household appliances registered in accordance with the established procedure in NIS "Asl belgisi" and who signed the relevant agreement, the station of order management including to create possibility of remote use of this equipment.

8. To the State Tax Committee together with the State Customs Committee of the Republic of Uzbekistan and the operator till April 15, 2022 to organize exchange of information about commodity import with digital marking and their subsequent stay in the address.

9. To provide to the Ministry of Foreign Affairs of the Republic of Uzbekistan the notification of foreign countries on introduction in the Republic of Uzbekistan of procedure for obligatory digital marking of household appliances.
